Request For a Ificailons and Proposals (RFO/RFP) for Construction Manager - At File (CM -AR) Preconstruction and Construction Phase Services for the Bozeman Public Library The City of Bozeman Library Board of Trustees, hereinafter "Library", is seeking a qualified Construction Manager At Risk (CM -AR) to participate as a partner with the Library and the Architect of Record in cooperation with other members of the delivery team to assist in the devel- opment and completion of the design and construction of the Bozeman Public Library. The Architect of Record is Overland Partners Architects of Bozeman, Montana. Project scope also includes site improvements, infrastruc- ture support and landscap- ing of immediate area. There are two phases of work - the',Preconstruction Phase and the Construction phase services. Activities will include comment on design, value engineering, . estimating, influence of the methods and sequencing of the construction phase, and receiving subcontract bid- ding. Upon completion of preconstruction activities, the CM -AR will submit a Guaranteed Maximum Price (GMP) for the Library's review and approval. At the conclusion of the precon- struction services, the Library intends to award a contract for the construction phase services. No FAX proposals will be accepted. A mandatory review of the project will be held at the Office of the Architect of Record, 612 East Main Street, Suite A, Bozeman, Montana, at 2:00 PM on September 3, 2002. The review will be followed by a tour of the site. Failure to attend this review and sign the attendance sheet by at least one member of the proposing firm's team will result in disqualification of the firm in question. PROJECT DESCRIPTION: The new Bozeman Public Library is to be located on the city site located on the south side of East Main Street in Bozeman, Montana, between Lindley Park and Wallace Street. The facility will consist of approximately 49,000 . square feet. The initial Construction Budget for the building, with site work, site utilities, and miscellaneous items is approximately $7,311,000. The design and construc. lion of the new Bozeman Public Library is funded by $4,400,000 in bond funds generated by the sale of bonds issued by the City of Bozeman, the sale of the existing library and by pri- vate and in -kind donations. The Library will administer all related contracts accord- ing to the terms and condi- tions of the award and applicable laws and quide- lines. The CM -AR consul -. tant will receive general instructions through the Library. A Project Architect, from the Architect of Record firm will be assigned to, serve as the project manag- er and liaison with the CM- 'AR consultant and the Library during all phases of, the work. The project ached- . ule is to be finalized follow ing the selection of the CM- AR. Schematic design and pre- liminary budget estimates will be completed by early, December, 2002. Program clarification and additional data may be requested by appointment with the Library. The Library respectfully requests that interested firms limit their' contacts to the City Project Manager listed above in the interest of maintaining a, consistency of response and faimess to all firms. INTENT OF RFQ / RFP; From the list of interested, and qualified CM -AR firms, the Library will select they CM -AR firm that is best qualified and best suits the, Library's need and intent regarding the project. It is, the intention of the Library to initially enter into a con; tract with the selected CM- AR for preconstruction activities only. These activi- ties will include comment on, design, value engineering; estimating the project with unit -type estimates at the end of the Schematic Design, Design Development and Construction Document Phases, influence of the methods and sequencing of the construction phase and receiving subcontract bid- ding. Within one week of receiving subcontract bid- ding, the CM -AR will submit a Guaranteed Maximum Price (GMP) for the Library's review and approval. At the conclusion of preconstruction services, the Library intends to award a contract for the construc- tion phase services. Required Services, Preconstruction Phase Services: The acceptance of the CM -AR GMP will con- stitute completion of pre- construction activities. A contract will be executed for the CM-AR services for the construction of the project. At the time of execution of the construefion phase con- tract, the CM -AR will be required to submit a 100% performance bond of the completion of the project. It is the intent of the Library that the specific scope of preconstruction services will be negotiated prior to sign- ing the Preconstruction Services Agreement, based on the fir's input as well as the Library's requirements. In general, services are anticipated to include: 1) Consult with, advise, assist and provide recom- mendation on all aspects of the planning and design of the work. 2) Provide information, esti- mates, and participate in decisions regarding con- struction materials, meth- ods, systems, phasing and costs to assist in determina- tions that are aimed at pro- viding the highest quality building within the budget and schedule. - 3) Review in- progress design documents and pro. vide input and advise on construction feasibility, . alternative materials, and' availability of materials and - equipment. Review com- pleted design documents and suggest modifications' to improve completeness and clarity. 4) Provide input regarding the current construction market bidding climate, sta- tus of key subcontract mar- kets, etc. Recommend divi- sion of work to facilitate bid- ding and award of trade contracts, considering such factors as bidding climate, improving or accelerating construction completion, - mininiizing trade jur(sdic tional disputes, and related issues. 5) Develop and continuous. ly monitor the project critical path method schedule and recommend adjustments in the design documents or construction bid packaging to ensure completion of the project in the most expedi- tious manner possible, while addressing and meet- ing schedule requirements. 6) Prepare construction cost estimates for the project at appropriate times through- out the design phases of the work. Notify the Library and design team immediately If their construction cost esti- mates appear to be exceed- ing the construction budget. Services shall include esti- mating the project with unit - type estimates at the end of the Schematic Design, Design Development and Construction Document Phases. 7) Work with the Library and Architect of Record to maxi-, - mize energy efficiency in this project. 8) Within one week of receiving subcontract bid; ding, furnish a Guaranteed Maximum Price (GMP) irt. accordance with the con- tract for review and approval. In the event that the CM -AR is unable to furnish a GMP' within the Library's budget, the Library retains the sole option to cancel the solicita- tion and start a new process for the construction of the project, or cancel the pre - c�nstmcfion contract and award a contract for precon- struction activities to anoth- er firm. Required Services, Construction Phase Services: Construction period services will be pro- vided under terms of a stan- dard form American Institute of Architecture (AIA) con- tract AIA/l21 CMc with sup- plemental conditions. Proposal Content and Instructions to Firms: The proposal submitted in response to this RFQ /RFP shall be in the formal out- fined below and shall be wet- signed by an officer of the CM -AR firm with proper authority to commit the firm. Proposals should be clear and concise and will be evaluated per the criteria listed below. Emphasis should be placed on the specific qualifications of the people who will actually per. form the work of this con- tract and the specific approach to the execution of the work. I} Experience with manage- ment of complex, multiple - contract projects. Should be able to show a minimum of three (3) successful nrnia .tu in excess of $5 million in the past five (5) years. Also mdi- cate for each project whether you acted as General Contractor or Construction Manager. 2) Financial solidarity, Ability to bond an $8 million project as evidenced by a letter from the bonding company. 3) Ability to work coopera- tively with the Library, Architect of Record, and anticipated subcontractors as demonstrated by refer- ences and successful pro- jects. 4) List experience and capabilities of key Person- nel, including Project Manager and Superintendent, include resumes. 5) State of the art computer- ized scheduling tools and a working knowledge of their operation. 6) Capability to meet time and project budget require- ments. 7) Location of fine. 8) Present and projected work loads. 9) Past and current work in the local area. 10) Experience and under- standing regarding local subcontractors and bidding conditions. Explain how your firm stays current with the construction costs and bidding conditions of this area. 11) Describe the process you will use to manage change orders and claims. identify three recent pro- jects of similar size and scope. Provide information showing the number and value of change orders, claims, and time exten- sions. Provide the names and telephone numbers of the owner's representatives and architectural project leaders for three projects;. 12) Value Engineering: Describe your firm's methodology and expert - ence with Value Engineering. 13) CM (Preconstruction Phase) Fee: Provide your firm's Preconstruction Services Fee as a lump sum for this project. This fee is to include, at a minimum, the management and construc- tion elements specified in the "Required Services, Preconstruction Phase Services" section heiam /before. Provide detailed breakdown of the components of the Preconstruction Services Fee. 14) CM (Construction Phase) Fee: Provide your firm's Construction manage- ment Fee as a pemenlaae of the Direct Construction Cost for this project. This fee is to include home office overhead and profit a$ defined in Article 6 of the AIA/121CMc. 15) Special Qualifications: Describe what unique or extraordinary skills or quali- fications your firm brings to this specific project. Haw would the selection of your firm add value to the pro- ject? 16) Past Performance: Submit a list of a minimum of six (6) references with addresses and current phone numbers. Two (2) of the references shall be sub- contractors, two (2) shall be A/E firms and two (2) shall be owner's representatives of projects that have rele- vance to this project.
