MEETING DATE: March 4, 2013. AGENDA ITEM TYPE: Action. RECOMMENDATION: Motion to listen to provider presentations. BACKGROUND: Montana Department of Commerce requires community needs input from local non-profits, non-governmental organizations and similar community service providers interested in applying for a Community Development Block Grant (CDBG) from the Montana Department of Commerce (MDOC) under the Economic Development program through the City of Bozeman. The purpose of the presentation of community needs is to identify potential projects with the highest potential for providing maximum benefit to low and moderate income families through job creation or retention. This process is required to establish compliance with MDOC’s requirements for ensuring adequate citizen participation in the selection of projects. Selected project(s), if any, will be announced during a subsequent meeting of the City Commission. FISCAL EFFECTS: The CDBG program requires a 25% match. Other than in-kind commitments by the City including grant writing support during the application process and grants administration and financial administration in the event of funding award, matching requirements are the responsibility of the community services provider(s) on whose behalf the grant is submitted. Report compiled on: February 19, 2013 31 1 Commission Memorandum REPORT TO: Honorable Mayor and City Commission FROM: Brit Fontenot, Economic Development Director SUBJECT: Response to January 14, 2013 “Call for Projects” from local non-profits, non-governmental organizations and similar community service providers interested in applying for a Community Development Block Grant (CDBG) under the Economic Development Program from the Montana Department of Commerce (MDOC) through the City of Bozeman. MEETING DATE: March 4, 2013. AGENDA ITEM TYPE: Action. RECOMMENDATION: Support City staff assigned to the North Park project making application to the Montana Department of Commerce (MDOC) for a Community Development Block Grant (CDBG) under the Economic Development Program. BACKGROUND: On January 14, 2013, the City issued a “Call for Projects” to identify potential economic development projects with the highest potential for creating jobs and providing maximum benefit to low and moderate income families. This process is required to establish compliance with MDOC’s requirements for ensuring adequate citizen participation in the selection of projects. The process was publicly noticed on the City’s web site and published in the Bozeman Daily Chronicle. (ATTACHMENT 1) With the passage of Resolution 4426 on January 28, 2013, the City Commission unanimously approved the North Park concept land use plan (the “Plan”). (ATTACHMENT 2) Primarily, the Plan objective is to raise awareness of the economic development potential in terms of job creation and economic diversification that exists in the North Park properties. The North Park properties represent the largest undeveloped, M-zoned (manufacturing) property within the City limits (275 acres). If thoughtfully and strategically planned and developed, the North Park site represents the physical location(s) where high growth potential businesses can cluster together to realize efficiencies and maximize growth potential. The North Park concept land use plan, marketing brochure, Commission memos and other related materials and documents can be viewed by clicking here: The North Park Project. 32 2 Additionally, an objective of the Plan is to demonstrate how governmental organizations and the private sector can work together to support a vision greater than any one partner organization. Also, an objective of the Plan is to provide a locally supportable, market based economic analysis and feasibility study and concept land use plan using local data, codes, standards and regulations and adding realistic infrastructure cost estimates through multiple phases to establish viable use patterns, timelines and costs to inform decision making and decision makers. Finally, given market conditions and development costs, the Plan establishes a sense of urgency for the development of the North Park. Specific objectives for the North Park project are shown below in long, medium and short term time horizons. The total build-out time frame for the entire North Park properties is 25- 30 years. Please note that many of the medium and short term objectives are complete or are currently underway. Goals and projects related to this request for support from the City Commission for making application for a Community Development Block Grant (CDBG) under the Economic Development Program from the Montana Department of Commerce (MDOC) through the City of Bozeman are shown in red below: Long term objectives (present – 25 to 30 years) 1) In partnership with the DNRC, create a place (and space) where, once developed, high growth potential businesses including manufacturing and fabrication, bio- science and bio-technology, high-technology, photonics and the outdoor industry and others, can start, grow or relocate to North Park, resulting in the creation of new jobs and increased economic diversity (Underway); and 2) Continue with infrastructure improvements for undeveloped phases. Medium term objectives (present – 12 to 24 months) 1) Identify and seek funding sources for the preliminary engineering report and Phase I infrastructure development (Underway); 2) Create and/or adopt a management and operational structure that will manage the development of the North Park properties (Underway); 3) Identify and/or secure an anchor tenant or tenants (Underway); and 4) Commence Phase I infrastructure improvements. Short term objectives (present 3 to 6 months) 1) Complete the North Park Properties Concept Land Use Plan and the North Park Properties Marketing Brochure (Completed); 2) Commission approval of the North Park Properties Concept Land Use Plan (Underway); 3) Add the North Park Phase 1 infrastructure improvements to the CIP (Completed); 4) Identify capacity expanding, off-site improvements that may aid in the development of the North Park properties, i.e. intersection control device at the intersection of North 7th Avenue and Griffin Drive (Completed); 5) Re-name and re-brand the project from Mandeville Farm to North Park (Completed); 6) Recreate/extend the life of the industrial TIF district; 7) Phase 1 Environmental Site Assessment (Completed); 8) Low to moderate income study, or LMI, to support a State of Montana Department of Commerce economic development public infrastructure grant application (Underway); 33 3 9) Preliminary engineering report or PER, to support a State of Montana, Department of Commerce, CDBG for economic development grant application (Underway); 10) Install appropriate signage at key locations on the property representing the vision of North Park; 11) Property appraisal; and 12) Phase 1 preliminary platting. Selling all or part of the City-owned portion of North Park at anytime, conditionally or unconditionally, as allowed in §§ 2.06.880 through 2.06.910 of the Bozeman Municipal Code, remains an option. FISCAL EFFECTS: The CDBG program requires a 25% match. Last year’s CDBG economic development grant allocation was approximately $450,000. In-kind commitments by the City including grant writing support during the application process and grants administration and financial administration in the event of funding award are part of the City’s financial commitment. Matching requirements are the responsibility of the community services provider(s) on whose behalf the grant is submitted. If the Commission identifies a city-sponsored project, submits a grant application and it is awarded, a 25% match by the City will be required. As was done with the CDBG planning grant and proposed for Big Sky Trust Fund grant opportunity for completion of a preliminary engineering report (PER), grant matches may be split between the City and the DNRC 50/50 or as appropriate. (ATTACHMENT 3) Under this arrangement, if all of the available funds were granted ($450,000) the required 25% match is $112,500. If the match were split between the City and the DNRC, the match requirement would be $56,250 per agency. ALTERNATIVES: As suggested by the City Commission. Representatives from interested organizations will be invited to present their projects at the City Commission meeting scheduled for March 4, 2013. MEETING DATE: January 14, 2013. AGENDA ITEM TYPE: Consent. RECOMMENDATION: Motion to authorize City Manager to issue ‘Call for Projects.’ BACKGROUND: The purpose of the ‘Call for Projects’ is to identify potential economic development projects with the highest potential for creating jobs and providing maximum benefit to low and moderate income families. This process is required to establish compliance with MDOC’s requirements for ensuring adequate citizen participation in the selection of projects. Upon Commission approval of the ‘Call for Projects,’ this process will be publicly noticed on the City’s web site and published in the Bozeman Daily Chronicle. Selected project(s) will be announced during a subsequent meeting of the City Commission. FISCAL EFFECTS: Approval of this request will have no adverse impacts on current City budgets. The CDBG program requires a 25% match. Last year’s CDBG economic development grant allocation was approximately $450,000. Notice is hereby given that The City of Bozeman is soliciting input regarding community needs, especially needs concerning job creating economic development projects from non-profit, non- governmental and similar organizations serving the community. Summaries of need, not to exceed one, single-spaced page, must be received by the City Clerk by 5 p.m. on Friday, February 22nd, 2013 located at 121 North Rouse Avenue. Rouse Ave, Bozeman). The purpose of this ‘Request for Projects’ is to identify needs within the community and begin discussions among City Commissioners and community organizations for determining best approaches for meeting these needs. The economic development project summary should discuss how the project will stimulate job growth in Bozeman and the region. In addition, the project must have the greatest potential benefit to low and moderate income residents. One project may be selected for City sponsorship of a Community Development Block Grant (CDBG) under the Economic Development Program and submission of a proposal to the Montana Department of Commerce (MDOC). Guidelines and criteria regarding this grant are available from the MDOC website. (Note: a separate CDBG may also be sponsored by the City through the CDBG Public Facilities Program.) In the event the City selects a project for sponsorship, the organization and project will be announced during a public meeting (TBD). The City is not required to obligate City funds in support of any proposal. However, City staff may be designated to assist organizations seeking funding for projects, whether or not these projects are selected for CDBG sponsorship. 2436 Each entity submitting under this notice shall include a provision requiring the submitting entity to affirm in writing it will not discriminate on the basis of color, religion, creed, sex, age, marital status, national origin, or because of actual or perceived sexual orientation, gender identity or disability and recognizing the eventual contract will contain a provision prohibiting discrimination as described above and this prohibition on discrimination shall apply to the hiring and treatment of the Contract’s employees and to all subcontracts. Failure to comply with the above shall be cause for the City to deem the submittal non-responsive.
