We have justifications for several of these considerations: - City preference for real property, desirability and suitability of land. Property is a dear commodity, no matter your location, and we support and agree with the City of Bozeman’s preference. However, not all property is well suited for parkland. The subject property of this project is deceptively sloped and atop a very high water table. Both of these items are financial burdens to any future development. The City’s preference of real property may be redirected to more desirable property; acquisition of which will be made easier when considering this project’s cash-in-lieu contribution. - Proximity of the development to existing parks and recreational facilities, type and function, services. Nearby parks and recreational open spaces, within an approximate 10-minute walk (2,624 ft/800m): Emerson Park - 2,303 feet southeast, Cooper Park - 1,940 feet south, Whittier Elementary School Playground - 2,320 feet north/northeast, Bozeman High School Fields - 992 feet west. These parks are playgrounds, nieghborhood and community parks, as well as public school fields. Section 3: Favorable Circumstance for Acceptance of Cash-in-Lieu. 1. The proposed development is consitent with BMC density requirements. 2. Any potential real property dedication would be less than 5,300 square feet. 3. The development cannot readily add land to an existing park or extend a trail network. 4. The development is mixed use and primarily located within a commercial zoning area (B2-M). 5. The development is located on an infill site. 6. The acceptance of cash-in-lieu enables accomplishment of other City priorities. 7. Cash-in-lieu is the expressed preference of the developer, helping to realize the goal of providing fair-market and affordable housing to the City of Bozeman and the greater Gallatin Valley.
