HomeMy WebLinkAbout25 Traffic Impact Study Addendum MEMORANDUM To: Mr. Tyler Bruggman, Homebase Partners From: Joey Staszcuk, PE, PTOE, RSP1, Senior Transportation Engineer Date: 1/26/2024 Reference: 23509, The Guthrie – Bozeman TIS addendum The purpose of this memo is to provide an addendum to The Guthrie traffic impact study (TIS) to meet the requests set forth by the City of Bozeman. Traffic impacts were previously analyzed assuming a trip generation rate that aligns with a Dense Multi-Use Urban setting, but it was requested by the City of Bozeman to use rates that align with a General Urban/Suburban setting. The proposed Guthrie development includes 111 affordable housing residential dwelling units that are located between W Villard Street and W Beall Street and west of N 5th Avenue. Access to the site is proposed via one full-movement approach on N 5th Avenue. The Guthrie TIS originally evaluated trip generation for the development based on the ITE Trip Generation Manual, 11th Edition, Affordable Housing (Land Use Code 223) with dwelling units as the independent and the setting/location was assumed to be dense multi-use urban. Internal capture and pass-by trips were not calculated for this land use as they are not applicable. Additionally, an 18% multimodal reduction was applied to the trip totals based on data from the 2017 Bozeman Transportation Master Plan. Based on the City of Bozeman request, rates based on General Urban/Suburban data are now to be used to determine trip generation. This change results in the increase of new external vehicle trips as follows: average weekday – 25.5%, AM peak hour – 0%, and PM peak hour – 26.5%. The updated Trip Generation table is shown below. Additionally, average annual daily traffic volumes for N 5th Avenue, W Villard Street, and W Beall Street were determined on the street segments adjacent to the site are and shown in Figure 6 attached below. Updates to Figure 5: Trip Distribution & Traffic Assignment and Figure 6: Design Year (2038) Traffic Projections, as shown in The Guthrie TIS, are attached below and represent the updated traffic volumes and level of service. A detailed intersection capacity summary table and capacity calculation worksheet for the updated Future (2038) scenario are included below. Based on the updated analysis that utilized the general urban/suburban independent variable in the trip generation calculation it was determined that the recommendations and conclusion that were stated in The Guthrie TIS, dated November 2023, still accurately represent the expected Future (2038) conditions.
