HomeMy WebLinkAbout025_DepartureRequests January 12, 2024 Sanderson Stewart Project No. BOZ-07022.01 SITE PLA N APPLICATION #22176 MAIN STREET HOTEL BOZEMAN, MONTANA FORMAL DEPARTURE REQUESTS 1. 38.410.070.B.2 Service Length – DEPARTURE Our team requests a departure from the UDC’s maximum service line length from the water main to the structure. We are proposing to connect to the existing 8-inch water main in 5th Avenue to service the proposed building. The mechanical room is on the west side of the building, but we are taking the shortest path possible to connect to an existing 8-inch water main with adequate capacity. The mechanical room shares a wall with the proposed indoor pool and other mechanical/hvac equipment necessary to operate the pool and building utilities, so it is in an ideal location from an interior building perspective. The proposed fire and domestic water service lines run parallel to each other from 5th Avenue to the point of connection into the building along the west building elevation. The total service length for the fire and domestic water service lines are 315-feet and 318-feet, respectively. The pressure provided at the 8-inch water main connection in 5th Avenue, at 1,500 gpm, is approximately 112 psi. The pressure loss through the approximately 315-feet of new 6- inch fire service is approximately 22 psi, resulting in an expected pressure available at the proposed hotel of 90 psi. The pressure provided at the 8-inch water main connection in 5th Avenue, at 39.33 gpm, is approximately 112 psi. The pressure loss through the approximately 318-feet of new 4-inch domestic service is approximately 1 psi, resulting in an expected pressure available at the proposed hotel of 111 psi. As proposed, from a hydraulic capacity standpoint, the expected pressure at the building is adequate to service the fire and domestic water service lines. Reference the Water and Sewer Design Report for the Main Street Hotel for additional information. 2. 38.400.100 Street Vision Triangle – DEPARTURE Reference attached memorandum MEMORANDUM To: Cody Flammond, City of Bozeman Engineering From: Joey Staszcuk, PE, PTOE, RSP1, Senior Transportation Engineer Date: 1/9/2024 Reference: BOZ-07022.01, Main Street Hotel The purpose of this memo is to address the City of Bozeman comments provided by the Engineering Department that require further information for the Main Street Hotel Development. Specifically, this memo will address the transportation comments provided in the City’s correspondence regarding the intersection sight distances of the Main Street Hotel Development. Adjacent to the site development, West Main Street is classified by the City of Bozeman as a Principal Arterial with a 25-mph speed limit, West Mendenhall Street is classified as a minor arterial with a 25-mph speed limit, and North 5th Avenue is classified as a local street with a 25-mph speed limit. West Main Street has two travel lanes in each direction, West Mendenhall Street has two westbound travel lanes, and North 5th Avenue has one travel lane in each direction. On-street parallel parking is available on all roadways. The City of Bozeman Uniform Development Code (UDC) 38.400.100.B outlines the required street vision triangle distances for arterial streets with a traffic control signal, as West Main Street is classified adjacent to the site, to be 40 feet along each curbline. UDC 38.400.100.E notes that a deviation from standards may be granted by a review authority for intersections with traffic signals or on streets classified as urban routes by MDT. Per the plan for the Main Street Hotel Development, the position of the building façade at the West Main Street & North 5th Avenue intersection is noted to be at least 14 feet from the curb to the south and to the east, which allows for a street vision triangle distance of 28.1 feet, falling short of the 40-foot minimum street vision triangle distance per the City of Bozeman UDC. A deviation is requested per the UDC, Section 38.400.100.E, for the proposed street vision triangle distance at the West Main Street & North 5th Avenue intersection. Based on direction from the City of Bozeman Engineering, Intersection Sight Distance (ISD) was evaluated at the intersection location using criteria from AASHTO’s A Policy on Geometric Design of Highways and Streets, Chapter 9.5.3.3. For vehicles departing the West Main Street & North 5th Avenue intersection, sight distance requirements are that the first vehicle stopped on an January 12, 2024 2 approach is visible to the driver of the first vehicle stopped on all other approaches. Additionally, for left-turning vehicles, it is required that there is sufficient sight distance to select gaps in oncoming traffic and complete left turns. AASHTO’s criteria provides a 9-foot curbline distance, compared to the 40-foot curbline distance required by the UDC 38.400.100.B. There do not appear to be any vision restrictions within the AASHTO sight triangles. The AASHTO criteria would be consistent with sight distance provided at other signalized intersections along Main Street in downtown Bozeman, where there are currently buildings within the 40-foot curbline distance. Therefore, it is recommended that the Main Street Hotel Development Street Vision Triangle deviation request to utilize AASHTO criteria be approved. The AASHTO ISD criteria are not anticipated to impact the health, safety or welfare of the public. Please feel free to contact me if you have any questions.
