Stiff Professional Building PO Box 1230 Attn: Mikaela Schultz RE: West Babcock Apartments Major Subdivision Traffic Memorandum Bozeman, Gallatin County, Montana Dear Mikaela: Hyalite Engineers performed traffic counts for the intersection of 9th Avenue and W Babcock Street to assess the current conditions of a 2-way stop-controlled intersection compared to a proposed 4-way stop- controlled intersection. The purpose of this memorandum is to present the results of this comparison and to recommend improvements, if any are necessary. The traffic counts for the 9th Avenue and W Babcock Street intersection were developed through turning movement counts conducted during the weekday, AM (one hour between 7:00 and 9:00 a.m.), and PM (one hour between 4:00 and 6:00 p.m.) peak periods on Tuesday, February 1, 2022 and Wednesday, February 2, 2022. The counts were averaged for the two days observed. They are provided with this memorandum and are enclosed as Appendix A. A trip generation comparison was performed for this development and is enclosed as Appendix B. In this comparison, existing conditions were compared to what the proposed development would generate. There is a small increase in traffic due to this development and as a result the affects that this development will have on the intersection of 9th Avenue and W Babcock Street will be negligible. The larger affect to the intersection will be the increase of traffic over time. A growth rate of 2.0% was applied to the existing traffic over a three-year period. This growth rate was determined through traffic data from the Montana Department of Transportation. It is anticipated that the West Babcock Apartments will be under construction in 2022 and will be fully completed in three years. This gives the project a development horizon of 2025, which is the year that the analyses were performed for this intersection. Enclosed with this memorandum in Appendix C is a set of figures to display the traffic data and results of the analyses performed at the intersection of 9th Avenue and W Babcock Street. The level of service for the intersection was analyzed at the existing traffic volumes as well as the volumes anticipated at the development horizon of 2025, for both a 2-way stop control and a 4-way stop control intersection. The total intersection delay at all the scenarios analyzed showed a lower delay at the intersection for a 2- way stop control, when compared to the intersection delay for the 4-way stop control. Some individual directional movements do improve when 4-way stop control is implemented; however, the intersection as a whole would operate at a worse condition. The level of service (LOS) for all movements operated at an A or B, which means that the intersection is operating well within acceptable limits and is moving traffic with minimal delays.
