II Block 14, Lots 1-4 Project Narrative Project Summary This project is a proposed multi-family residential development located within Ph. II of Gran Cielo Subdivision on Block 14, Lots 1-4. The development consists of two (2) 50-plexes and two (2) 29-plexes in the R-5 zoning district. Each building will be four stories. Pedestrian access is provided throughout the site. Block frontage is landscaped. Adjacent land use includes both residential and agricultural. The project will be constructed in four phases. Phase I includes all hardscape and public infrastructure, along with the 29-plex located on Lot 1. Phase 2 consists of the proposed 50-plex on Lot 3. Phases three and four consist of the proposed 29-plex and 50-plex on Lots 2 and 4, respectively. Construction is expected to begin in the fall of 2023. The public infrastructure around the 6.48-acre parcel is completely built out. A sewer main and water main extension will be required within the development to service the proposed buildings. Carports are shown on the architectural plans and are proposed throughout the four phases. Cash-in-lieu of water rights is proposed. Landscaping and Open Space Requirements Landscaping will be provided throughout the site. Please refer to the landscaping plans for the landscape design. Designated common open space areas will be provided on site. Open space will also be provided in the form of decks with each unit. Please refer to the drawing 001 Cover sheet and 005 C0.4 Open Space or open space document for calculations. Vehicle Access and Parking Requirements The development will have two access points: one from Apex Dr. and the other from S. 29th Ave. These access points lead to the internal parking lots and provide access to the proposed buildings. A mutual access and parking easement will span the four lots within the development to provide parking throughout the site. This will eliminate the need to provide parking for each individual lot. There are a total of 214 parking spaces provided on site in addition to 45 street parking spaces for a total of 259 parking spaces. Street parking is located along Apex Dr., S. 29th Ave., and Bennett Blvd. The subject property is zoned R-5. Per BMC Table 38.540.050-1, the number of required parking spaces for this development is 244 parking spaces. On-site bicycle parking is proposed. Please refer to the cover sheet for parking calculations. Stormwater Stormwater from the proposed development has been accounted for in the overall subdivision stormwater design. The stormwater design report for Gran Cielo Subdivision Ph. II has been included with this application. The proposed development lies within Basin 18. Stormwater from Basin 18 flows into the existing detention pond located at the intersection of Apex Dr. and S. 29th Ave. A C-value of 0.73 was used for roadway areas throughout Block 14, while a C-value of 0.50 was used for improved areas corresponding to high-density residential construction. This pond has adequate capacity to handle the flows from the proposed development as illustrated in the attached stormwater design report. Parkland Requirements A public park was constructed during Phase I of construction. The subject property was included in the parkland requirements; therefore no additional parkland is required as part of this development. The Gran Cielo Subdivision Parks Master Plan is included with this submittal. Trash and Recycling Trash and recycling enclosures are proposed for the development. Refer to the civil drawings for exact locations. Proposed Entitlement Period 5 years. Site Plan Individual site plans will be submitted for each phase.
