RE: Little Spanish Preschool – Traffic Waiver Request
Dear Alicia,
This letter is to request a Traffic Study waiver for the Little Spanish Preschool Site Plan
application. This waiver is requested due to the low traffic impact caused by this project, as shown
by the calculations below. The Little Spanish Preschool is located at 130 Flanders Mill Rd and
proposes to convert a single-family residential home into a single-family residential home and a
daycare center (downstairs: commercial daycare center, upstairs: group day care home). In order
to request a waiver, we’re providing you the AM and PM peak hour trips and the Average Daily
Trips (ADT).
Based on the City and State’s definitions for the group home daycare that is to be located upstairs
in the residence, we do not believe that portion of the new usage contributes to traffic impact
because it is associated with a residence. Therefore, the below data only applies to the 1,817 SF
GFA of the downstairs commercial daycare.
The City’s definition per Sec. 38.700.050 of the City of Bozeman Municipal Code reads as:
"Group day care home: A private residence in which supplemental care is provided to seven to 12
non-resident persons on a regular basis and which is registered by the State."
The State’s definition per 52-2-703. of the Montana Code Annotated reads as: "Group day-care
home" means a private residence or other structure in which day care is provided to 9 to 15
children on a regular basis.”
Additionally, because there is no increase in traffic impact from the existing residential usage of
the site, Table 1 below only shows the data for the additional daycare usage, which is based on the
most recent edition of the Institute of Transportation Engineers manual.

This Table shows that the AM and PM peak hour are approximately 20 trips, and the ADT is
approximately 87 trips.
The daycares will be operated Monday-Friday from 8am-4 pm with an hour between 8-9am
allowed for drop off and an hour between 3-4pm allowed for pick up. Both the group home day
care and the child care center also have half-day, 6 hours, 7 hours, and 8 hours of care options,
so drop off and pick up times are further distributed throughout the day. (This information was
taken directly from the preliminary project narrative written by Thruline Partners.)
By providing this information, we are requesting a waiver to the Traffic Study for the Site Plan
application for the Little Spanish Preschool. Thank you again for your assistance with this project.
