Current CILP value is $2.30/SF but is only an estimate. CILP value is finalized at time of SP adequacy. Provide Parkland Tracking Table showing parkland calculations and CILP Conversion and provide a narrative addressing the criteria of Resolution 4784 with application documents. Parkland was provided in Phase 3 at 6 du/acre; the balance owed is 6 du/acre for compliance with 38.420.020. 16 1 Engineering Suzanne Ryan 12/12/22 2:31 PM Changemark ENG Sidewalk Chase DSSP IV. C.5. The applicant must show how the site fits within the previously approved design report and the increased runoff must comply with all applicable current drainage design standards. Below I have summarized the findings from a recent stormwater report which 1/2/23, 7:04 AM Report Viewer https://bozeman-mt-us.avolvecloud.com/ProjectDox/ReportViewer.aspx?ReportPath=%2FReport%2FPlan Review - Review Comments&DataSourceN…2/3 analyzed the existing regional ponds. In a 2020 report by Confluence Consulting named Cattail Creek Community Association - Cattail Creek Stormwater Detention Ponds #1-3 and #5-7 60% Design information regarding existing ponds in the subdivision will be important to consider for the development of this site. As depicted in the development proposal, stormwater flow from the Urban Villas lot will flow Northward and westward to two existing detention facilities, DP.J00.00017 and DP.J00.00016, which are labeled in the Confluence report as Basins #6 and #7. The Confluence report states that these ponds (given regional groundwater elevations and other factors) are not currently functioning as designed, and do not meet COB requirements. They are not currently detaining design flows and should not be used for additional stormwater detention, unless they are modified as such. The applicant must show how the previously approved flows fit within the regional pond design and the increase in impervious area from the new buildings cannot drain to the Cattail Creek HOA ponds unless they are modified. 19 1 Engineering Suzanne Ryan 12/12/22 2:40 PM Library Comment The applicant must provide and file with the County Clerk and Recorder's office executed Waivers of Right to Protest Creation of Special Improvement Districts (SIDs) on City standard form for the following: a.Street improvements to N. 27th Avenue between Valley Center and Cattail St including lighting, signalization, paving, curb/gutter, sidewalk, and storm drainage. b.Street improvements to Cattail St between Fen Way and N 27th Avenue including lighting, signalization, paving, curb/gutter, sidewalk, and storm drainage. c.Street improvements to Catamount St between Davis Lane to Valley Center including lighting, signalization, paving, curb/gutter, sidewalk, and storm drainage. d. CILWR must be paid prior to site plan approval. 22 1 Engineering Suzanne Ryan 12/12/22 2:40 PM Library Comment BMC 38.410.060 - Easements: All Easements indicated below must be provided on city standard easements templates. Drafts must be prepared for review and approval by the city with site plan submittal. Signed hard copies of the easements must be submitted to the city prior to site plan approval. The applicant may contact the review engineer to receive standard templates. (the City Standard Easement Templates are attached with this transmittal.) 23 1 Engineering Suzanne Ryan 12/12/22 2:41 PM Comment DSSP Section II A. 4. - The applicant must include a storm drainage plan with post-construction storm water management controls that are designed to infiltrate, evapotranspire, and/or capture for reuse the post-construction runoff generated from the first 0.5 inches of rainfall from a 24-hour storm preceded by 48 hours of no measurable precipitation. 24 1 Engineering Suzanne Ryan 12/12/22 2:41 PM Comment DSSP Section II C. - The applicant must provide on-site detention with release rates limited to predevelopment runoff rates. Retention ponds must be sized based on a 10-year, 2-hour storm intensity. 25 1 Engineering Suzanne Ryan 12/12/22 2:42 PM Comment Montana Post Construction Storm Water BMP Design Manual - The proposed project is located in an area that is known to have seasonally high groundwater. The applicant must demonstrate that seasonal high groundwater will not impact the function or maintenance of the proposed facilities. Industry guidance recommends a three-foot minimum separation from the bottom of the proposed facility to the underlying groundwater table. The applicant must provide local seasonal high groundwater elevations to support the proposed design. 26 1 Fire Department Scott Mueller 12/14/22 10:15 AM Comment As proposed, the buildings will require a fire riser room with exterior access/door. This will require a sidewalk from public way to riser room door. Also the FDC, fire department connection and horn/strobe will be required to be placed visible from building front and have sidewalk underneath. This removes issues with being hidden by landscaping. 1/2/23, 7:04 AM Report Viewer https://bozeman-mt-us.avolvecloud.com/ProjectDox/ReportViewer.aspx?ReportPath=%2FReport%2FPlan Review - Review Comments&DataSourceN…3/3 27 1 Water Rights Griffin Nielson 12/14/22 12:03 PM Comment BMC 38.410.130. You do not need to strip the parking in the driveway. Note that per Table 38.540.050-1, only 2 parking spaces are required for each of these 4 bedroom units. Please review the requirements for "stacking" parking in the driveway behind the garage per 38.540.010.A.4.
