We have some ques2ons regarding the Site Plan review comments for the Ugly Onion – Mixed use project. See below the comments with our ques2ons in red. 011 - A31 BUILDING ELEVATIONS.pdf PLNG Blank Walls This elevation appears to have large sections of blank walls that do not meet BMC 38.530.070. Please clarify if the M2 areas are to be transparent for the purposes of blank wall mitigation and provide mitigation for the other untreated blank walls. The M2 is a different, semi-transparent, siding which is meant to break up/mitigate the blank wall. Refer to sheet A35 for exterior materials. Dimensions have been added to clarify dimensions. If the artwork were to shift to the right would that satisfy the blank wall requirement? See elevation attached. In this case the graphic art is a sign using the main level business logo. Currently art is permitted to mitigate blank walls, but not signs. 022 - L101 OVERALL LANDSCAPE PLAN.pdf PLNG Pathway Design Pathways must be separated from structures by at least three feet of landscaping. BMC 38.520.040.D.3. Departures are permitted for other landscaping and/or facade design treatments to provide attractive pathways will be considered. Examples include sculptural, mosaic, bas-relief artwork, or other decorative treatments that meet the intent. Due to site constraints, we were unable to fit a landscape strip along the concrete walkway. We would like propose a departure that instead utilizes artwork along the wall. See elevation attached. Is this wall treatment adequate to meet the departure criteria? Staff is supportive of the artwork in lieu of the landscaping strip. With resubmittal please submit a new departure request and pay the processing fee. 022 - L101 OVERALL LANDSCAPE PLAN.pdf PLNG Landscape Screening The proposed Sand Cherry shrubs do not meet the mature height required for parking area screening. BMC 38.550.050.C. Can you please clarify/confirm that we need to adhere to parking lot screening standards in this location? That works, I recommend responding that the 8-foot tall trash enclosure will adequately screen that area of the parking lot. 004 - A11 SITE DETAILS.pdf PLNG Art vs. Sign This would be considered a sign since it is in line with the business logo and branding. The purpose of the enclosure is to screen the service area and cannot be classified as either a wall or a freestanding sign. BMC 38.560. If we can add signage to the wall of the enclosure we understand that we need to include this in a future signage plan and can label as future signage or omit it for clarity of this application. Please submit construc/on applica/on on NWE website to coordinate meter placement and design with NWE construc/on engineer. Meters will need to conform to NWE screening & installa/on requirements. I understand there will be further coordina/on with the construc/on group, but at this /me we just need some direc/on to respond and resubmit our planning applica/on ASAP. Could you either offer some general direc/on at this /me with the understanding we will coordinate down the line or alterna/vely put us in touch with the construc/on group so we can get some direc/on from them? When we discussed on the phone, I couldn’t tell from the drawing that the meters would be underneath the 2nd story breezeway. I think to avoid geKng wires crossed between me and the NWE engineer that will be managing the construc/on por/on, it would be best to fill out an applica/on and begin working with them directly.
