HomeMy WebLinkAbout027_Concurrent ConstructionCoverLetterUpdated May 19, 2023 City of Bozeman Development Review Committee RE: South University District Phase 3 Block 4 Concurrent Construction Request Please accept this letter and enclosed application as a request for concurrent construction of on-site infrastructure, off-site infrastructure, and building improvements for the South University District Phase 3, Lot 1, Block 4 Site Plan, as outlined in the “South University Phase 3 Major Subdivision Phasing Plan for Concomitant Construction. As of October 4th, 2022, the Common Subdivision Improvements (CSIs) are 84% complete and construction on the Blocks 1 and 2 required Off-Site Infrastructure has commenced in the past 60 days—with all water and sewer improvements installed and tested. It is anticipated that all “Common Subdivision Improvements” and “Blocks 1 and 2 Off-Site Improvements” will be completed or financially guaranteed before the Block 4 building permits are released. The Block 4 development meets the provisions outlined within the UDC in sections 38.270.030.1.b., as the water and sewer mains will be located within a public utility easement physically adjacent to the proposed buildings, with adequate capacity. It will also meet the requirements of 38.270.030.1.c (1-5) as the extended mains will only serve one lot, will be subject of an irrevocable offer of dedication to the City upon completion of the project, the development will be under the control of a single developer, under the supervision of a single general contractor, and will have no subdivision of land. Concurrent construction allows for the construction of internal buildings while the Block 4 off-site improvements and on-site improvements are being completed. This request is supported by the following standard conditions per UDC 38.270.030 C1 b and c for Site Developments. Off-site improvements: Off-site improvements include the construction of the required public infrastructure located with South 14th Avenue and Arnold Street to the extents outlined in the “South University Phase 3 Major Subdivision Phasing Plan” and as depicted on the attached Construction Facilities Plan. The work involved generally includes extension of water, sewer and storm mains and road construction within the associated Rights-of-Way. Off-site infrastructure improvements water and sewer mains will be constructed first and stub out to the site. All associated road work will follow soon after utility work is complete. On-site improvements: On-site improvements include the extension of water and sewer mains into the Block 4 site to serve the proposed buildings. Once all offsite water and sewer main is complete, on-site water and sewer mains will then be extended into the entire site. All the water and sewer mains within SUD Block 4 will be constructed and certified at once. No phasing is requested. Phased Occupancy: Phased occupancy is requested for the proposed Block 4 development. Phased occupancy is possible for the Block 4 development because all public infrastructure both on and off site will be fully constructed before any building is occupied. The site will be brought up to road and parking lot sub base elevation to provide a stable working surface for building construction. Furthermore, the Block 4 site is well positioned because it is evenly divided into 3 blocks which are separated by publicly-accessible streets-- South 12th Avenue and South 13th Avenue. Furthermore, the blocks are divided by a 30ft wide publicly accessible, mid-block sidewalk that creates a total of 6 separatable block portions. The occupancy phasing is designed to ensure all required open space and parking is provided with each block or the previously occupied block. Given the size and number of buildings on each block, it is desired to occupy a portion of each block while the remaining portion is going through the final occupancy inspections. This approach will reduce that amount of time fully completed buildings remain vacant. Before each block portion is occupied, the construction fencing will be relocated to the construction boundary. The portions of South 14th Avenue and Arnold Street adjacent to each occupancy phase will be completed and open before any of the buildings in that phase are occupied. The proposed occupancy phasing is as follows: 1st Occupancy Phase – North East Block 2nd Occupancy Phase – South East Block 3rd Occupancy Phase – North Center Block 4th Occupancy Phase – South Center Block 5th Occupancy Phase – West Block Existing adjacent water mains are installed on the north and east side of Block 4. The site can be serviced by existing fire hydrants surrounding the Block 4 development on Student Drive and South 11th Avenue and by fire hydrants on Arnold Street and South 14th Avenue once offsite infrastructure work is completed. The site will have four accesses—two off each of the following perimeter roads: Student Drive and Arnold Street. Proposed South 12th Avenue and South 13th Avenue will be accessible to emergency vehicles prior to building occupancy and during building construction. A more-detailed schedule will follow as the review prosses progresses; please let us know if there are any additional conditions required to enable concurrent construction.
