HomeMy WebLinkAbout025_concurrent construction request-pkg 190 NORTHSTAR LANE BOZEMAN, MT 59718 406-581-5730 www.headwatersmt.net Page 1 of 2 April 12, 2023 Onsite Concurrent Construction Request Urban Villas - #23033 As part of the Urban Villas site plan, an existing hydrant needs to be moved approximately 15’ to line up with a proposed curb island and a storm pipe needs to be connected to an existing storm drain inlet in North 27th Avenue. Both of these items require a concurrent construction request to be able to obtain a building permit prior to infrastructure completion. Below we describe the requirements of concurrent construction as well as describe the process for completing this infrastructure improvements. Requirements: 1. Any required on-site or directly adjacent extensions of water mains, sewer mains, stormwater system, or streets to be dedicated to the public: • Must be located entirely within publicly held easements or rights-of-way The water main serving the hydrant that is being moved is within an existing 30’ water pipeline & access easement per document #2273769 as filed at the Gallatin County Clerk and Recorders. The storm inlet that is being tied into is within the 90’ dedicated right of way for North 27th Avenue as dedicated on the Phase 3 plat of Cattail Creek Subdivision (J-415). • Must serve only a single lot Both infrastructure improvements only serve lot 3A, Block 2 of the Amended Plat of Cattail Creek Phase 3. • Are the subject of an irrevocable offer of dedication to the city upon completion of the project Understood • The development is under the control of a single developer who must retain control of the entire project until final completion The development will remain under control of the current developer until final completion. • All work is under the supervision of a single general contractor The work will reman under the supervision of a single contractor. • No subdivision of land is involved No subdivision of land is proposed. 2. The DRC must determine when the standards of this subsection BMC 38.270.030.C.1 are met • The fire department must consider whether adequate fire protection services are available from existing hydrants, and water supply exists to meet needs during construction The site is currently served by four hydrants other than the hydrant proposed to be moved. The hydrants range from 54’ to 197’ away from the site as shown on the attached concurrent construction plan. A hydrant test was conducted by the City of Bozeman on February 17th, 2023 for the existing hydrant on Catalyst Street. The test showed a forecasted flow of over 5,000 gpm at 20 psi. This proves adequate water supply for this site and surrounding hydrants. 3. Approval of the final engineering design, including location and grade, for the infrastructure project must be obtained from the engineering department, and the Montana Department of Page 2 of 2 Environmental Quality when applicable, prior to issuance of any building permit for the development Infrastructure plans and specifications will be submitted to the City of Bozeman for the fire hydrant move and storm inlet connection. A submittal to DEQ is not expected since the infrastructure improvements are not on mains. 4. A certificate of occupancy must not be issued until all on-site and off-site water, sewer, stormwater, and street improvements necessary to serve the site are installed and accepted or approved as applicable by the city. Understood The proposed hydrant move will be completed early in Phase 1 to allow site grading to be completed. This will allow the hydrant to be utilized during portions of construction of the Phase 1 building as well as buildings in subsequent phases. The connection to the storm inlet will not impede emergency services. It may require a partial closure of North 27th Avenue, but due to the street width, it is expected that two-way traffic will still be possible.
