MARCH 2023 Purpose and Introduction The purpose of this report is to explain how water, sanitary sewer, and storm drainage improvements will be designed to meet the City of Bozeman requirements and Montana Public Works Standard Specifications (MPWSS) to provide service to a new student housing building near Montana State University in Bozeman, Montana. The project is located at the NE corner of S. 19th Avenue and West Kagy Boulevard. The parcel is comprised of Lot 7 and Tract B of the Remington Addition to the City of Bozeman totaling 3.36 acres in size. The property is currently developed with a church building, parking lot, and landscaped open space. Proposed site improvements include the demolition of the existing building and site improvements and construction of a new multi-story residential building with an internal parking garage and amenities courtyard. The lot will be mostly covered by the new building with a fire access lane and a row of parking at the north end. On-site infrastructure improvements will include the relocation of a water main, two fire hydrants, and a sewer manhole to accommodate the large building footprint and fire lane. No off-site infrastructure improvements are currently anticipated. Upgrades to Kagy are currently being considered as part of a joint CIP effort by the City of Bozeman and MDT. Design Report Water The property has a live water service connected to the existing church building and an irrigation well. The domestic service will be abandoned at its connection point with the water main in conjunction with demolition activities at the site. A new 8-inch (est.) domestic water service and 8-inch (est.) fire service line will be extended to the new building from the existing 8-inch water main that crosses the north side of the site. Final service sizing will be verified by the mechanical engineer in accordance with the Uniform Plumbing Code and actual fixture unit counts. The services will be Class 51 ductile iron and be installed per the City of Bozeman Design Standards and Modifications to Montana Public Works Standard Specifications (MPWSS). The estimated domestic water demands for the project are summarized in Table 1 below with supporting assumptions and calculations in accordance with C.O.B. DSSP Section V.A.4 provided in Appendix A. Because the intended nature of this building is to have each bedroom rented separately by a student regardless of unit size, a conservative assumption was made to calculate the development water demands using 1 person per bedroom as opposed to 2.11 people per unit to account for the denser expected occupancy. Some limited courtyard and roof-top planter & garden features may be supplied from the building’s public water supply. The fire flow requirement for the new building is 1,500 gpm based on building size and construction type as determined following International Fire Code Appendix B criteria. Fire hydrant flow reports were provided by the City Engineering Department for the nearest existing fire hydrants to confirm available fire flows. The hydrant flow data for Hydrant #1051 adjacent to the new building service connections indicates an available fire flow of 8,000 gpm before dropping below a residual pressure of 20 psi. The project fire flow determination and fire hydrant flow reports are provided in appendix A. An approximately 300-foot length of existing 6” water main needs to be relocated approximately 15-feet north of its current alignment to be clear of the new building footprint with room for a new public utility easement. This main will be upsized to 8” in accordance with the City’s standard minimum main size when it is re-aligned. Additional design details and pipe capacity calculations will be provided with the public infrastructure plan submittal to relocate this water main. Sewer The property has a live sewer service connected to the existing church building. The domestic service will be abandoned at its connection point with the sewer main in conjunction with demolition activities at the site. A new 12-inch (est.) sewer service is proposed to extend from the new building to the existing sewer main that runs down Lloyd Street to Lincoln Street north of the project site. Final service sizing will be verified by the mechanical engineer in accordance with the Uniform Plumbing Code and actual fixture unit counts. It should be noted that the large building sewer is being driven by every room in the building having its own private bathroom resulting in large overall fixture counts. The new 12” sewer service line will be SDR-26 PVC and will be installed per the City of Bozeman Design Standards and Modifications to Montana Public Works Standard Specifications (MPWSS). It will require a connection to existing manhole #H0701 at the uphill end of the existing sewer main. The estimated sewer demands for the project are summarized in Table 2 below with supporting assumptions and calculations in accordance with C.O.B. DSSP Section V.B. and using information from the City’s 2015 Wastewater Facilities Plan (see Appendix B). As with the water demand calculations, a conservative assumption was made to calculate the sewer demands using 1 person per bedroom as opposed to 2.17 people per unit to account for the denser expected occupancy. The calculations in Appendix B include the estimated demand for the entire R-4 area draining to this sewer main assuming a denser future R-4 buildout contributing 1,456 gal/ac/day per the 2015 Wastewater Facilities Plan. The resulting combined peak hour sewer demand for this project and the R-4 drainage area is estimated to be 136.12 gpm. The 8” Lloyd Street sewer has a recorded minimum pipe slope of 0.85% resulting in a calculated available pipe capacity of 457.2 gpm flowing 75% full. Therefore, it is expected that the existing 8” main can handle the demand from this development before dumping into the 15” interceptor sewer main in Lincoln Street. Storm Drainage The existing project site consists of a single building and parking lot with large landscape areas that slopes generally to the north. The proposed site development includes a new large multi-story building with an internal parking garage and courtyard with new concrete sidewalks, hardscape plazas, parking areas, and landscaping around the perimeter. Since there is not a readily available opportunity to convey the 25-year storm event to the City’s storm drain system in S. 19th Avenue without crossing the large existing Middle Creek Ditch pipe that runs along the west edge of the property, oversized subsurface infiltration chambers are proposed to capture and retain the full volume of the 100-year, 2-hour storm on site. Storm runoff from the building roofs, central courtyard, site hardscape, fire lane/parking area, and landscape areas will be collected and routed to a series of sub-surface chamber facilities designed to capture and fully retain/infiltrate the flow from a 100-year, 2-hour event. Being oversized to accommodate the 100-yr event, the on-site facilities will also have more than enough storage capacity to handle the first half inch of rainfall from associated impervious areas. A series of area drains, curb inlets, and roof drains will transport runoff from these areas to the infiltration chambers located beneath the central parking garage and north fire lane. A drainage basin figure with supporting storm drain runoff storage volume and first 0.5 inch of rainfall calculations are provided in Appendix C. A geotechnical drilling investigation was conducted at the site on April 21st of this year. Groundwater was not observed in 6 test pits ranging in depths of 9- to 11-feet below the ground surface. Two groundwater monitoring pipes were also installed at the site and monitored throughout the spring of 2022 with no groundwater being observed. For an additional data point, the existing on-site irrigation well was drilled in May of 2007 with a recorded static groundwater level of 13-feet. At their deepest point, the proposed chambers will be 5.9-feet below existing ground. Native gravels were also encountered at depths ranging from 3.8 to 6.5-feet below the ground surface. Therefore, it is B22-025 1825 W Kagy Student Housing Page 4 of 4 anticipated that soils will be conducive and groundwater will be sufficiently deep even with seasonal fluctuations to allow for a full retention/infiltration strategy to be successful at this site. The geotechnical investigation logs, on-site well log, and spring 2022 groundwater monitoring results are provided in Appendix C.
