The following average day and peak hour vehicle trip generation values for the proposed 602 bedroom off-campus student housing building are provided below using the ITE Trip Generation Manual - 11.1 Edition for land use category 226 – Off-Campus Student Apartment (Mid-Rise): Enter Exit Total Enter Exit Total 226 Off-Campus Student Apartment (Mid-Rise)602 Bedrooms 1,547 19 23 42 59 67 126 PM Peak HR Trip Ends (Between 4 and 6 p.m.) Input Value Units AM Peak HR Trip Ends (Between 7 and 9 a.m.) ITE Trip Generation Land Use Code Average Weekday Trip Ends The ITE peak hour pedestrian trip generation values are estimated to be 96 trip ends (AM peak hour) and 126 trip ends (PM peak hour). The ITE trip generation manual does not include bicycle trip study data for this land use, but it can be reasonably assumed that a good portion of the pedestrian traffic will use bicycles given the distance to campus. The ITE land use description and peak hour trip generation sheets are attached. In a meeting with City Engineering on 11/29/2022, the upcoming Kagy expansion CIP project was discussed along with this proposed project and TIS study objectives pertaining to this site plan. The need for improved pedestrian connections and multi-modal transportation routes to MSU was also discussed. This project will be installing 10 foot wide shared-use sidewalks along both 19th and Kagy frontages. The current public sidewalk connection exists north along 19th Avenue continuing to MSU via Lincoln Street. It was mentioned that the upcoming Kagy project will also include robust pedestrian transportation infrastructure for additional connections to north campus, the stadium, and athletic facilities. t dhengineering.com PAGE NO. 2 DECEMBER14, 2022 With the upcoming Kagy expansion design in process, the City Engineering Department provided the following TIS directives specific to this project (see also the attached email correspondence from T. Lonsdale received 12/2/2022): • Rather than mix the work being done on projections for the Kagy project into this project, please have Marvin and Assoc do their own projections for the TIS for this project. The projections for the Kagy project are potentially more involved than is needed for a site plan. • With respect to analysis of existing intersections, BMC 38.220.060.A.11 requires capacity analysis for intersections within ½ mile or as required by the city engineer. Based on the forth coming Kagy project and the likely area of influence for the 1825 W Kagy project, the only off site intersection that we will require you to analyze is S 19th Ave and Lincoln St. • We will need to see some analysis of the intersection of N 19th Ave and Kagy Blvd. While a full analysis of capacity and LOS determination is not required, we do require queuing analysis as it relates to the site access locations. We do require that you analyze the two site access locations for capacity, potential operational concerns, and queuing impacts on Kagy Blvd. • Which improvements will be required on Kagy Blvd as part of the site plan will depend on the TIS. If there are improvements needed for safety and operations prior to the full build out those would likely be required as part of the project. . A formal TIS is being developed by the traffic consultant for this project to address the specific objectives required by the City. The TIS will include an analysis of this development’s traffic projections and recommendations to address any resulting improvements needed for safety and operations prior to the full Kagy buildout. The apartments are typically rented by the bedroom and most contain a common area or shared living space (living room, kitchen, dining area). Each bedroom typically has a private bath. These apartments are sometimes called independent bedroom apartments. The dwelling unit typically ranges in size between a studio apartment and a five-bedroom apartment. It can be rented furnished or unfurnished. It is common for each apartment to have a washer and dryer. The property is typically located near or within walking distance of a college campus and provides student-related amenities such as free high-speed Internet, a study lounge, fitness center, sports court, and swimming pool. An off-campus student apartment complex typically provides security and 24-hour emergency maintenance. Multifamily housing (mid-rise) (Land Use 221), off-campus student apartment (low-rise) (Land Use 225), and off-campus student apartment (high-rise) (Land Use 227) are related land uses. Land Use Subcategory The data included in this land use have been stratified into two subcategories: (1) sites located adjacent to campus and (2) sites located over a half mile from campus. For some of the latter sites, regular shuttle service is provided to and from the campus. Additional Data The technical appendices provide supporting information on time-of-day distributions for this land use. The appendices can be accessed through either the ITETripGen web app or the trip generation resource page on the ITE website (https://www.ite.org/technical-resources/topics/trip- and-parking-generation/). I was able to talk with Nick Ross, Director of Transportation and Engineering and have a follow up with Lance. Here are the outcomes. 1. With respect to analysis of existing intersections, BMC 38.220.060.A.11 requires capacity analysis for intersections within ½ mile or as required by the city engineer. The west sidewalk will need to be widened to a minimum of 10’. As we discussed, the widening can happen to the west of the existing sidewalk as this I likely to better align with the sidewalk to the north. 4. The latest layout that Cody sent helped with looking at the ROW, path location, utilities and potential future lane needs on Kagy. Based on that exhibit, engineering supports moving forward with the site layout as proposed. Which improvements will be required on Kagy Blvd as part of the site plan will depend on the TIS. We will look to cash in lieu of infrastructure for the full build out of Kagy but if there are improvements needed for safety and operations prior to the full build out those would likely be required as part of the project.
