Specifically, the city requested a review of additional area intersections including the intersections of Cattail Street/Davis Lane and the intersection of Baxter Lane and N 27th Ave. ATS obtained new information for these intersections to prepare the expanded analysis. For the intersection of Davis Lane & Cattail Street, ATS collected new peak hour traffic data at the intersection in October 2022 (see attached). For the intersection of Baxter Lane and 27th Avenue, ATS obtained a 2020 traffic count conducted as part of the Timber Ridge development. This data was used to calculate the existing and future LOS for these locations. The 2017 Bozeman Transportation Master Plan (BTMP) projects traffic conditions on roadways throughout Bozeman through 2040 and provides short-term and long-term recommendations for the roadway network. The plan contains additional recommendations for the roadways in this area. These improvements include: TSM-10 Davis Lane and Cattail Street Geometric improvements to the intersection with a single-lane roundabout or traffic signal when warrants are met. $2,000,000 ATS reviewed data from the MDT online vehicle crash database for the roadways around the proposed development to determine if any vehicle crash concentrations could be identified at the two additional study intersections within the last five years. MDT recorded one crash at the intersection of Baxter Lane and 27th Avenue and five crashes at the intersection of Davis Lane and Cattail Street. Most urban signalized intersections in Montana have a vehicle crash rate of 0.5-1.5 crashes per Million Vehicles Entering (MVE). These intersections have crash rates of 0.3 crashes per MVE and 0.1 per MVE respectively. These rates are consistent with typical averages and do not indicate a need for geometric or traffic control improvements at this location. Using the trip generation and trip distribution numbers, ATS determined the Level of Service for the area intersections. The existing and anticipated intersection LOS with the proposed development is shown in the following tables, and the LOS calculations are included with this letter. The review of the additional intersections indicate that the intersection of Baxter Lane and 27th Avenue is currently operating within acceptable limits, but the intersection of Davis Lane & Cattail Street is currently falling to LOS D during 2 the PM peak traffic period. This issue was identified in the BMTP, and a roundabout or traffic signal is recommended to correct the LOS issues at this location (TSM-10). However, peak hour traffic volumes existing from Cattail Street are relatively low (less than 100 VPH) and even though the peak hour traffic delay is more than desirable, it is not likely that MUTCD Warrants for the installation of a traffic signal or roundabout are currently met given the current traffic loads. The Baxter Davis Thriftway will add additional traffic to this intersection, but the level of impact will be very low at 15-20 additional peak hour vehicles (1-2% increase in traffic volumes). The Baxter Davis Thriftway will add approximately one second of additional vehicle delay to the intersection. As these areas continue to develop, signalization or the construction of a roundabout will likely be warranted in the future, but is not necessary with the Baxter Davis Thriftway project. 2022 Level of Service Summary AM Peak Hour PM Peak Hour Intersection Delay (Sec.) The BTMP suggests that traffic volumes on Baxter Lane will increase from 10,000 to 15,000 VPD and traffic volumes on Davis Lane will increase slightly to 5,000 VPD by 2040. To evaluate the 15-year traffic volume projections for this area ATS reviewed the 2040 traffic volumes from the Bozeman Transportation Master Plan and scaled the anticipated traffic volume growth to likely 2036 conditions using an overall traffic volume growth rate of 50 percent over the next 15 years. This growth factor was applied in addition to the projected traffic volumes calculated for the Baxter Davis Thriftway. The LOS calculations for 2036 are shown in the following table. The projected future volumes suggest that most of the study intersections will experience increased delay by 2036 but will still function at LOS C or better. However, the LOS at Baxter Lane/27th Avenue and Davis Lane/Cattail Street will both likely be at LOS F by 2036 without the addition of traffic signals or roundabouts at these locations. Additional future growth trends in these areas will likely trigger the need for these improvements, but they are not currently recommended with this project. However, at this time these land uses and the road network that will access the site are not defined well enough to predict any future traffic impacts for the potential future land uses. The developers wish to address the potential future impacts in subsequent traffic reviews of the site when development plans are formalized.
