This gives us a better understanding for how to move forward. · We will move forward with showing Phase 1 ONLY knowing we’ll have a future Site Plan review for Phase 2. · Terra Aquatics, Stahly (Civil Engineer) and Design5 (Landscape Designer) are working on the 310 and 404 permit applications currently. Once we have those applications submitted, we will have the information required by the City for trail review. We will send the trail as a separate digital submittal in coordination with Ross Knapper. o Will we need a street use permit for the installation of the crosswalk on Flanders Mill Rd.? If so, how do we go about obtaining this permit? o Martel (GC) is hoping to begin construction on the trail outside of the wetlands delineation area this Summer (as soon as possible). What approvals are required to begin the trail construction outside of the wetlands delineation area? o Once we have the 310 & 404 permits approved, Martel will complete the trail and bridge (hopefully late Summer/Fall). The trail is not intended to be phased, but due to the 310/404 permits required, sequencing construction to capitalize on the Summer months. · We will provide updated drawings and supplemental documents explaining the VE changes when we upload our responses for the Site Plan Application. To answer your second question, the code does not require a master site plan unless the proposed full build out will take more than two years. In order to coordinate phases 1 and 2 and entitle the project for more than two years, a master site plan is recommended, this will also help streamline the phase 2 site plan review later. A master site plan does not necessarily mean full programming/details for phase 2, it can be high level and generalized as long as the key pieces that need coordinated, such as walkways, trails, parking and circulation, utilities, etc. are included. If the applicant would like to pursue just a phase 1 approval and do a separate site plan review for phase 2 down the road, I would recommend updating your submittal to just include phase 1. Phase 1 will have to stand alone and provide all required landscaping, accesses, utilities, frontage design, etc. Regarding question 1, Candace Mastel, a transportation planner with our Engineering Division, did respond (below) based on a meeting we had a couple weeks ago to another gentleman in your office: -The City has processed easement documents related to the path and any other relevant easements related to or adjacent to the path -The City is provided with cross sections and details of the path, including any grading issues worked out as it transverses the two properties and over the watercourse -All required and relevant local, state and federal permits are obtained in regard to the watercourse running north-south through the property I would add to this list trail phasing, since you are hoping to complete the bridge at a later date. It sounds like you’re already working on the points above. We would not require landscaping at this time, but it will be required on the Trinity property upon full build out. The cross-sections are to ensure that the design matches our engineering design guides, and grading is to ensure that the trail is built to final grade and will not need adjustments down the road. If you would like to submit review for the trail prior to resubmittal of the site plan I would recommend coordinating a separate digital submittal via email or another method with Ross Knapper the Development Review Coordinator assigned to this project. This is a little unusual, but since the trail is a needed transportation pathway we can make it work in advance of the site plan submittal. Lastly, for the site plan you will want to submit all new drawings/documents where the project is changed or where you are responding to corrections. I would recommend a quick narrative summary that details changes to the project from the original submittal. It should be fine since I will be reviewing it with fresh eyes anyway. Good Morning Danielle, 3 I left you a voicemail earlier this morning, but figured I would follow up with an email including our questions. Trail Approval Process: For the Trinity Church project, we have a 10’ wide multi-use asphalt East-West Trail connecting Ferguson Ave to Flanders Mill Rd. Trinity and their neighbors, Christ the King Lutheran Church, have provided a 25’ Trail Easement to the City which is on the schedule for the next City Commission meeting for review/approval. In an effort to capitalize on construction this Summer, we are hoping for the City’s approval on the E-W Trail. · What are the steps involved with getting the Trail Approval to commence construction this Summer? · What documents are needed? Civil & Landscape Plans & Sections? · There is a bridge spanning a small tributary/wetlands area. We are submitting a 310/404 permit for the proposed bridge (approval expected August 2022). Our hope is to begin construction the trail on the East/West area outside of the Wetlands delineation early Summer. Once we have approval for the 310/404, we hope the bridge work can begin late Summer (August/September 2022). Trinity Site Plan Application/Response Comments: In our response comments from the City, your predecessor, Jacob Miller, noted the need for a Master Site plan for this project. When we received our Informal Review comments, there was no mention of needing a Master Site Plan (MSP) as part of our Site Plan Approval. The only specific phasing related comment came from Mr. Lehigh, which stated: 1. Bozeman Municipal Code (BMC) 38.230.100.A.12: If project phasing is proposed, please provide a detailed phasing plan with Site Plan submittal accompanied with exhibits that show how the development intends to build out. In addition, the phasing plan should clearly show sanitary sewer, water, storm, street, buildings, trails, and other critical infrastructure that is needed to support the specific phases of the development. We submitted our Site Plan Application, December 2, 2021, which provided multiple phased drawings, indicating our planned approach for Phase One and Two. In our narrative, we outlined our intent that Phase Two is over five years from commencing and the project will need to re-evaluate the client’s needs when the time comes. As such, our Site Plan application is ONLY for the Ministry Center. When we received our Site Plan comments back from the City, Mr. Miller’s comment regarding the need for a Master Site Plan caught our team by surprise. To fully develop a Master Site Plan requires a full programming and design effort for Phase Two. This significantly delays our Ministry Center design, and impacts the overall project schedule and budget. Knowing our client is over 6-10+ years away from pursuing Phase Two, we disagree with the requirement for a full Master Site Plan for this project, yet acknowledge the future need for an additional Site Plan review once Phase Two is developed. Trinity Ministry Center Response/Value Engineering: Due to rising costs, we’ve had to significantly reduce the size of the building, parking and landscaping from what we submitted in December 2021. When I upload our responses to the City Comments, should I resubmit the drawings with the current design/layout? How should we proceed as we continue to pursue the Site Plan Approval? I apologize for the lengthy email with lots of questions, but we’re trying to dial in the necessary steps in order to get the trail approved/ trail construction started as well as obtain Site Plan Approval for the Ministry Center.
