What vegetation is present? Refer to section B4 in the instructions. The land has been used to support agricultural hay for decades. Wetlands, mature trees and thick brush exist in the western portion of the site, largely beyond proposed development areas. Existing stream banks are low in height and are over 100 feet from the property boundary. Nearby structures are commercial building development to the south and residential to the east. C. PROPOSED PROJECT OR ACTIVITY INFORMATION 1. WHY IS THIS PROJECT NECESSARY? STATE THE PURPOSE OR GOAL of the proposed project. Refer to section C3 in the instructions. This project will allow for much-needed residential infill development per the City’s planning goals, in an environmentally sensitive manner that protects and enhances the adjacent wetlands and floodplain. 4. PROVIDE A BRIEF DESCRIPTION of the proposed project plan and how it will be accomplished. Refer to section C4 in the instructions. The project plan is to excavate upland areas and less than 0.10 acres of wetlands on fringe areas adjacent to the existing hay fields; salvage and re-establish the removed wetland vegetation within the newly excavated areas that will become additional floodplain; and place fill outside of these areas to elevations above the 100-year floodplain elevation in anticipation of future development. The work is planned to occur in the spring of 2022, before spring runoff occurs. 5. WHAT OTHER ALTERNATIVES were considered to accomplish the stated purpose of the project? Why was the proposed alternative selected? Refer to section C5 in the instructions. Other alternatives were considered but are not feasible. Direct legal access from the north and east have been cut off by previous development, and access from the west is not feasible without major impacts to existing riparian areas. Acquiring access to the north by Eminent Domain was considered by the City of Bozeman but was not pursued. Access from the south is the only other alternative. 6. NATURAL RESOURCE BENEFITS OR POTENTIAL IMPACTS. Please complete the information below to the best of your ability. * Explain any temporary or permanent changes in erosion, sedimentation, turbidity, or increases of potential contaminants. What will be done to minimize those impacts? Temporary impacts will be minimal. The work area is protected from the main river channel and higher flow velocities by protruding fill placed for the existing development immediately south (upstream) of the site. A large, mature cottonwood forest with thick brush will further slow flow velocities to near zero in the off-channel work area. Wetland sod mats will be placed immediately following removal (excavation) of an old railroad bed that protrudes into the floodplain. Additional vegetation and biodegradable erosion control blankets will be placed on all excavated areas and on exposed fill slopes. These areas will be monitored and maintained until the vegetation is fully established. Permanent changes will be entirely positive. The old railroad bed, a current upland area, will be excavated and added to the surrounding floodplain. This gain is somewhat offset by the addition of fill in other areas, but overall there will be a net increase in the 100-year flood storage and conveyance capacity (airspace volume below the 100-year flood elevation) of about 950 cubic feet. Due to the net increase in flood storage volume, there will be no net rise in downstream floodplain water surface elevations due to the project. In terms of wetlands, the removed wetland vegetation (area of 0.089 acres) will be re-planted at generally the same elevation (depth to groundwater) in the area of the old railroad bed. Additional wetland species will be planted to fill the entire floodplain excavation (area of 0.319 acres), so the net wetland area added, once established, may be over 3½ times the area of existing wetlands removed. Although wetland mitigation is not legally required by the Corps, this exceeds their area requirement for mitigation.  Will the project cause temporary or permanent impacts to fish and/or aquatic habitat? What will be done to protect the fisheries? The work area is well beyond the active river channel and aquatic habitat, so no impacts to fisheries or fish habitat is anticipated.  What will be done to minimize temporary or permanent impacts to the floodplain, wetlands, or riparian habitat? This is explained above.  What efforts will be made to decrease flooding potential upstream and downstream of project? Flooding potential is decreased by the project, as explained above.  Explain potential temporary or permanent changes to the water flow or to the bed and banks of the waterbody. What will be done to minimize those changes? The work area is well beyond the active river channel, so no impacts to water flow or the bed and banks is anticipated.  How will existing vegetation be protected and its removal minimized? Explain how the site will be revegetated. Include weed control plans. Excavation and fill placement will occur from the upland side. Vehicles, vehicle tracking, staging and storage of equipment and materials will be prohibited except in areas being excavated or receiving fill per the identified project limits. Native grasses and plant species will be used. Revegetation will occur in the spring, reducing the need for supplemental watering. Weed control is ongoing at the site and will continue. D. CONSTRUCTION DETAILS 1. PROPOSED CONSTRUCTION DATES. Include a project timeline. PROJECT DIMENSIONS. Describe length and width of the project. Refer to section D2 in the instructions. The project extends 700 feet along the floodplain and to a maximum width of 150 feet. 3. EQUIPMENT. List all equipment that will be used for this project. How will the equipment be used on the bank and/or in the water? Note: All equipment used in the water must be clean, drained and dry. Refer to section D3 in the instructions. Excavators, loaders and trucks will be used to perform the work. Work will be done from the upland side of the project to minimize disturbance within the floodplain. No equipment will be used within 250 feet of the bank. Will equipment from out of state be used?
