Hi Susana,
As indicated on the photometric plan, the light levels do not spill into the roadway and are a very low ambient light. As shown in the cut sheets on sheet E-104 these fixtures have
been installed in roadway applications and manufacturer lists these as a street scape element.
As for resulting in a distraction, that is very subjective to an individual and not something that can be quantified. There are many items that could present distraction while driving
down a roadway.
