The following corresponds to the letter received from the City on March 17, 2021. General: 1. No curb & gutter or paving will be installed, the only phase of development at this time is general site grading/fill to create a pad ready site. Site improvements will cease for this initial phase when pit run is brought up to the “subbase” level, i.e. Phase 1A in the following phasing schedule: a. “Phase 1A” – Initial site grading (pit run fill) b. “Phase 1B” – Vertical construction c. “Phase 1C” – Final site grading (finish gravel, curb and gutter, paving, landscape) Easements: 1. A ten (10) foot utility easement has been provided along the property frontage. The easement exhibit is forthcoming. 2. The existing sewer main near the eastern edge of the site has a 30 foot public utility easement, per the sanitary sewer system improvements associated with S.I.D. 615. 3. Waiver of Right to Protest Creation of Special Improvement District will be filed with the County Clerk and Recorder. Stormwater: 1. All requirements of DSSP Section (A) (4) have been met. See below for specific sections to reference. a. The Stormwater Plan has been included as an exhibit in the report, see Appendix G of the Engineering Report. b. Section 4.4 on Page 4 of the Engineering Report describes how the 9 minute residence time will be achieved. Section 5.6.2 of the Montana Post-Construction Storm Water BMP Design Guidance Manual states that “biofiltration swales are expected to achieve an 80 percent or greater removal rate of TSS from the RTF rate when designed, operated, and maintained as described in this manual.” The biofiltration swales have been designed to meet the recommendations. c. All required permits have been obtained. d. With such shallow groundwater, no area on the site will cut into the existing grade. As the orifice and invert out of the outlet structure will equal the elevation of the lowest point in the pond, no standing water will develop within the pond. e. Groundwater monitoring has continued from the previous submittal and was performed for a period of one year. The data included in the attached figure (11 Groundwater Monitoring) represents the peak observed over the duration of the monitoring. Stormwater facilities no longer encroach into the 10-foot utility easement located along the northern property frontage. 3. The 25-year flow calculations for the stormwater pipe near the approach have been provided in Appendix F of the Engineering Report. The 25-year flow calculations and area exhibit for the culvert located within MDT right of way have been provided in Appendix E of the Engineering Report. 4. The standalone maintenance plan has been updated and provided in Appendix D of the Engineering Report. 5. The storm drainage plan meets all requirements of DSSP Section II (B). Transportation: 1. The MDT approval document has been provided with this response. 2. The MDT approach details are found on the “C5.0 Entry Detail” drawing. 3. As there will be no concrete curb and gutter installed at this time, the future site plan for the vertical construction will include perimeter curbing. 4. Type 3 barricades will be temporarily installed at the end of the MDT approach to eliminate unwanted traffic onto the site until further site development.
