HomeMy WebLinkAbout09 - Sewer Design Report (this page left blank intentionally) 2    INTRODUCTION This report is the basis of design for sanitary sewer service to the proposed Gallatin County Courts (GCC) Building. The proposed building will be located on the County’s Law and Justice Center, east of the South 19th Avenue/West Dickerson Street intersection and north of the College Street/South 16th Avenue intersection, in Bozeman, Montana. The GCC building is the northwestern building on the attached copy of Sheet C-100 (Civil Site Plan). The proposed GCC building will replace two existing buildings on the site: the Law and Justice Building, and the Courts Annex attached to its northwest corner. The 18.94-acre Law and Justice Center site is shared with three other existing buildings that will remain: the Detention Center, Pre-Release Building and Document Storage Building. The portion of the site associated with the proposed GCC building, including all required parking and circulation, is approximately 1/3 of the site, or about 6.33 acres. PROPOSED SANITARY SEWER IMPROVEMENTS The GCC building will require a single sanitary sewer connection to an existing 8-inch City of Bozeman sewer main located approximately 16 feet west of the site. A 6-inch service line is proposed as per the calculations in this report. No sewer mains are proposed Proposed Average Daily Flow Rate: Based on Table V-2 of the City of Bozeman Design Standards, for Public Institutions, the 6.33-acre site would generate an average flow rate, in gallons per day (gpd) of: (6.33 acres) x (1,030 gal/acre/day) = 6,520 gpd Another calculation was done based on Table 3.1-1 of the Montana Department of Environmental Quality’s Circular DEQ-4. The GCC building will have approximately 368 employees and a maximum of 1,541 visitors within various conference rooms, jury assembly/court rooms, lobby and other publicly accessible spaces. Using the typical “office” value of 13 gpd per employee and “shopping center customer” value of 3 gpd per visitor, the building would generate an average flow rate of: (368 employees x 13 gpd/employee) + (1,541 visitors x 3 gpd/visitor) = 9,407 gpd The average of the above values, 7,964 gpd, will be used in the following calculations and exceeds City requirements per Table V-2. Total Average Daily Wastewater Flow = 7,964 gpd = 5.53 gpm Proposed Peak Flow Rate: Peaking Factor: Population = 368 + 1,541 = 1,909 (P = 1.909) Qmax. = 18 + P½ = 18 + (1.909)½ = 3.60 Qavg. 4 + P½ 4 + (1.909)½ Peak Wastewater Flow Rate = 5.53 x 3.60 = 19.91 gpm HYDRAULIC CAPACITY At the above peak flow rate of 19.91 gpm, the proposed 6-inch diameter PVC service line at 3.00 percent would be at 12.8 percent full. Flow calculations and a partial copy of Sheet C-101 (Site Utility Plan - North) are attached. 3    The proposed GCC building will replace two existing buildings that are being demolished as part of the project. The population in the new GCC building will be considerably less than that of the previous use of the site, because a) all City-related employees and visitors are now housed in the new Bozeman Public Safety Center; and b) a majority of the Gallatin County Sheriff’s Department has also been moved offsite. Therefore, the overall effect on the City’s wastewater conveyance and treatment capacity would be minimal to non-existent. REGULATORY COMPLIANCE The proposed gravity sewer service line will be constructed in accordance with the Montana Public Works standard specifications (MPWSS), 6th edition, and to the City of Bozeman Modifications to MPWSS. The sewer service will be 6-inch diameter SDR 35 polyvinyl Chloride (PVC). There are no expected environmental impacts from this sewer main extension, as the City of Bozeman Wastewater Treatment Plant has adequate capacity for the proposed development.
