The campus was previously evaluated with the Gallatin Law & Justice Center Campus Master Plan: Traffic Impact Study (Bozeman – Gallatin County, Montana) prepared by Morrison-Maierle dated February 2016. This original study included the City of Bozeman maintaining their municipal court, prosecution staff, and police facilities at the campus. Since that time, the City of Bozeman has proceeded with construction of their own Public Safety Center that will house those departments. Thus, they will longer be included as part of the Gallatin County Law & Justice Center Campus. The analyses performed as part of this comparative evaluation utilized the trip generation rates derived from the 2016 Morrison-Maierle traffic impact study for weekday as well as AM and PM peak hour periods based on a site-specific trip generation analysis that was performed for the campus. Trip generation rates from that study utilized budgeted full-time employees (FTEs) as the independent variable, which was also used in the comparative analyses performed with this update. Budgeted FTEs for the year 2020 were obtained from a review of available Gallatin County budget documents as well as annual reporting to the Montana State Legislature for state agencies present at the Gallatin County Law & Justice Center Campus. Future 2026 and 2036 FTE projections were developed similarly to those in the 2016 traffic impact study. Total FTEs for the campus are projected at 267.50 for the year 2026 and 321.25 for the year 2036. With the departure of the City of Bozeman departments from the campus, projected FTEs are substantially reduced from the 2016 estimates. Likewise, future year traffic estimates from the campus site are substantially lower as well. The results of the comparative analyses for the Gallatin County Law & Justice Center Campus are attached to this letter. For reference, Appendix C from the 2016 study is also included.
