Bozeman, Montana 59771 Phone: (406) 587-0721 Fax: (406) 922-6702 2 Gallatin County Courts Water Distribution Design Report 1 EXECUTIVE SUMMARY This report provides a design basis for additions and modifications to the Gallatin County Law & Justice Center’s existing water distribution system. The changes are needed to accommodate demolition and replacement of miscellaneous site improvements and two existing buildings on the site (Law & Justice building and Courts Annex) with a new County Courts building and associated new site improvements. The water distribution system modifications and additions will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); The City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Fire Service Line Standards. This design report demonstrates that there will be adequate volume and pressure to supply domestic and fire service for the entire Law & Justice Center for all of the existing buildings to remain plus the currently proposed replacement building. The water model also incorporates additional, estimated water demands to accommodate future buildings that may be added to currently undeveloped or underdeveloped portions of the site. The future buildings are included to demonstrate that some level of additional development on the site is feasible without the need for additional water mains. Once the domestic and fire water demands are determined for future buildings, the model can be updated to confirm adequate flow capacity. This design report follows the section numbering of Circular DEQ-1-Standards for Water Works, 2022 Edition, Section 1.1, Engineer’s Report. 2 GENERAL INFORMATION (DEQ 1.1.1) a. The Law and Justice campus is a roughly square parcel of about 19 acres. There are five buildings on the site: Detention Center, Law & Justice Building, Document Storage Building, Pre Release Building and Courts Annex Building. Existing site access is from Dickerson Street to the west and South 16th Avenue to the south, both of which end at the site boundary and are connected through the site as a parking access drive. There is also an undeveloped access point at the site’s northeast corner, for a connection to South 15th Avenue that will be developed with this project. The following is the legal description for the property: Tracts A and B, Certificate of Survey 691 and a parcel as described in document Film 5 page 146, less dedicated right-of-way per Certificate Of Survey 429, located in the SW1/4 of Section 12, Township 2 South, Range 5 East, Principal Meridian, Gallatin County, Montana. b. The proposed water main infrastructure will be operated and maintained as part of the City of Bozeman’s water distribution system. Sanitary sewer service to the new County Courts building will be through a new 6-inch sanitary sewer service discharging to an existing City of Bozeman sanitary sewer main located just west of the site’s west property line. 3 c. Project Developer: Gallatin County 311 West Main St., Room 311 Bozeman, MT 59715 System Owner: City of Bozeman PO Box 1230 Bozeman, MT 3 EXTENT OF WATER WORKS SYSTEM (DEQ 1.1.2): The proposed water mains are extensions of the City of Bozeman water infrastructure. The new internal 8-inch lines will tie into three existing water mains. The project will occur in two phases, to allow continued service during Phase 1 to the two buildings that will be demolished in Phase 2, followed by completion of the new looped connection between the existing 6-inch water mains. Phase 1: - At the north site boundary, a proposed 8-inch main will connect to an existing 8-inch main and extend south approximately 167 feet south and will terminate at a proposed 4-inch domestic service line. In addition, a 6-inch fire hydrant lead will be installed and will terminate at a new fire hydrant. - At the west site boundary, a proposed 8-inch main will connect to an existing 6-inch tee and run west into the site. The east-west leg of the water main will be capped in Phase 1 about 275 feet east of the site’s west property line, just west of a new fire hydrant. In addition, two 6-inch fire hydrant leads will be installed and will terminate at two new fire hydrants. Phase 2: - From the above-described new fire hydrant and temporary end cap, the 8-inch water main will be extended east and south to its connection to an existing 6-inch water main that currently dead-ends at a fire hydrant; this will complete the new water line loop. In addition, a 6-inch fire hydrant lead will be installed and will terminate at a new fire hydrant. The existing and proposed water mains will serve the entire Law & Justice Center property, and will provide additional looping for redundancy and improved reliability to several adjacent properties. The proposed water main loop through the site was located to allow for future connections to undeveloped or underdeveloped areas on the site. 4 ALTERNATE PLANS (1.1.3) No alternate plans were considered. 5 SITE CONDITIONS (1.1.4) The proposed Gallatin County Courts site is an existing development and determined by USDA Natural Resources Conservation, Web Soil Survey as urban land, thus the geotechnical report was used for determining the characteristics of soils through which the water mains are to be laid. The Law and Justice Center geotechnical report dated February 2016, prepared by Allied 4 Engineering, states soils near 6.5’ depth are mostly native sandy gravels and, in some areas, native silt/clay soils appear. Seasonal high ground water ranges from seven feet to thirteen feet below existing grade and generally flows to the north/northwest. 6 WATER USE DATA (1.1.5): The water distribution system serving the proposed project will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); the City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Design Standards and Specifications Policy. The following section addresses the design capacity and flow requirements discussed in Section 8 of DEQ-1. The water demand for the proposed Gallatin County Courts building can be determined from the current usage of the Law and Justice Center and DEQ Circular 4. Currently, the water usage or Average Day Demand is 0.03 gpm for the existing Courts Annex Building, and 8.84 gpm combined for the existing Jail (Detention Center) and Law & Justice Center buildings. The currently proposed Courts Building will essentially take the place of the Courts Annex and the Law & Justice building, both of which will be demolished as part of the project. It is assumed the water demand for the new building will be equal to that of the two buildings being demolished, although it will be somewhat less due to a reduced maximum employee count. In anticipation of future development in the southern part of the site, Two future buildings were added to the site-wide water model. No plans have been developed for the future buildings; they are merely place-holders for a future update to this report. The average daily demands for the two proposed office buildings were estimated using DEQ Circular 4, Table 3.1-1 which states an office is estimated to use 13 gpd per employee. Table 1 shows the total Average Daily Demand of 11.13 gpm, Maximum Daily Demand with a peaking factor of 2.3, and the Maximum Peak Hour Demand with a peaking factor of 3.0. Proposed Office Building 1: 90 employees X 13 gpd/employee = 1,170 gpd or 0.81 gpm Proposed Office Building 2: 161 employees X 13gpd/employee = 2,093 gpd or 1.45 gpm Table 1 shows a total Average Daily Demand of 11.13 gpm. The Maximum Daily Demand was found by multiplying the Average Daily Demand by a factor of 2.3, and the Maximum Peak Hour Demand was calculated using a peaking factor of 3.0. Table 1. The reduced flow is 25% of the listed flow which is 1,375 gpm. The minimum flow is 1,000 gpm or 1,500 gpm depending on if the fire sprinkler system is designed to meet NFPA 13 or NFPA 13R requirements. For this report, it is conservatively assumed that 1,500 gpm will be required. The Maximum Daily Demand is calculated by multiplying the Average Daily Demand by a peaking factor of 2.3. Total Fire Flow = 25.60 gpm + 1,500 gpm = 1,525.60 gpm. 7 FLOW REQUIREMENTS (1.1.6) Modeling Procedure Water modeling using the proposed water main locations has been input into WaterCAD V8i software to assess expected performance of the new distribution network. Water supply from the existing City water system has been modeled by a reservoir and pump along West Dickerson St and a second pump on South 15th Ave to mimic distribution system output. Use of fire hydrant flow data and a reservoir/pump supply is a commonly used method to build a stand- alone model without reproducing the complete distribution system. Pump curves were provided by the City of Bozeman Water Department for fire hydrants at West Dickerson (West of the Site) and at the intersection of West Story Street and South 15th Avenue. The total water demand for the system includes the maximum daily demand and the required fire flow of 1,500 gpm as determined by the Insurance Services Office (ISO) criteria. The maximum daily demand is calculated by multiplying the average daily demand by a peaking factor of 2.3. The minimum pressure used for pipe main sizing was 35 psi during normal uses and no less than 20 psi residual pressure during fire hydrant full flow condition at any supply node. A “C” of 130 is used for the Hazen Williams pipe roughness factor. Modeling Results The model’s results indicate that 8-inch distribution mains for the Gallatin County Courts development will supply the needed maximum daily flow with fire flow while maintaining the required 20-psi residual pressure at all points within the modeled area. Pressure during max day ranges from 99 psi to 112 psi. The available fire flow is 3,500 gpm for the development. Refer to Appendix A (WaterCAD Model) for additional information. 8 SOURCES OF WATER SUPPLY (1.1.7) Water is supplied by the City of Bozeman. 9 PROPOSED TREATMENT PROCESSES (1.1.8) Not applicable - treated water is supplied to the site by the City of Bozeman. 6 10 SEWAGE SYSTEM AVAILABLE (1.1.9) Sewage systems (collection and treatment) are available and operated by the City of Bozeman. 11 WASTE DISPOSAL (1.1.10) Not applicable - treated water is supplied to the site by the City of Bozeman. 12 AUTOMATION (1.1.11) Not applicable - no automated equipment is proposed. 13 PROJECT SITES (1.1.12) The development is bounded by commercial lots to the north and west, and residential lots to the south and east. There are three accesses to the site: West Dickerson Street, South 16th Avenue and South 15th Avenue. The wastewater at the site will be conveyed to the City of Bozeman wastewater treatment facility. 14 FINANCING (1.1.13) Not applicable. 15 FUTURE EXTENSIONS (1.1.14) No future extensions will be needed. The samples were given Lab Nos. 18352 through 18355. The testing was performed in general accordance with the following Standards: • Measurement of Soil Resistivity (AASHTO T 288); • pH of Soils (MT 232); and, • Water-Soluble Sulfate in Soil (EPA 300.0).
