The City has requested an analysis of the specific impacts of this project at the intersection of Babcock Street and Laurel Parkway. Currently, the intersection of Babcock Street and Laurel Parkway has thru- and left-turn lanes on all approaches. The intersection does not currently connect to the north to Durston Road, but this connection is planned for completion as part of the Norton Ranch Phase 5. Much of the traffic from Norton Ranch Phase 5 will use the Babcock Street/Laurel Parkway Intersection. Less traffic from the West Park Neighborhood will be directed through this intersection due to the fact that the West Park Neighborhood is centered more east of Laurel Parkway, and will typically use Pond Lily Drive to connect with Babcock Street. The total projected traffic from the overall Norton Ranch developments will reach 5,000 and approximately half of this traffic may flow through the intersection of Babcock Street and Laurel Parkway. ATS preformed a LOS analysis for this intersection with the projected traffic from the Norton Ranch projects using the available data for this intersection. Based on the current and immediately anticipated traffic volumes for this area, the intersection of Babcock Street and Laurel Parkway will function at LOS B as a typical two-way STOP controlled intersection with all of the presently planned projects in this area (see attached LOS worksheets). The intersection will function at LOS C or better with more than twice the currently projected traffic volumes at the intersection. Traffic from West Park Neighborhood alone will account for less than 10% of the total traffic use at this location. Based on the available data and the current traffic projections, no traffic control modifications are need at the intersection Babcock Street and Laurel Parkway to meet the current or future traffic needs. Both Laurel Parkway and West Babcock Street are designated collector routes, and as such are not intended to carry high traffic volumes in the future. The 2017 Bozeman Transportation Master Plan does not provide any long-range future traffic volume projections for this section of Laurel Parkway. Depending on how and if traffic from other portions of Bozeman will use the southern sections of Laurel Parkway in the future, the intersection could require addition traffic controls in the future, but these impacts would 2 be entirely dependent on what development occurs on the southern end of Laurel Parkway and how what additional road connections are made to the south. EXECUTIVE SUMMARY The West Park Neighborhood is a 19-acre development located north of Babcock Street in Bozeman, MT. The project would include up to 500 new residential units and would produce up to 2,376 new daily vehicle trips in the area at full build-out. As proposed, the West Park Neighborhood will not create any new roadway capacity problems on adjacent roadways that have not been identified with other recent projects. A traffic signal is planned for installation at the intersection of Cottonwood Road and Fallon Street to serve the currently proposed commercial projects along the Fallon Street corridor which will correct the existing LOS issues at this location. The West Park Neighborhood will have little impact on the need for the traffic signal at Fallon Street. It is likely that the intersection of Durston Road and Laurel Parkway will experience high levels of delay by full buildout of the based on the current growth trends in this area. While the West Park Neighborhood will not create a failure condition at this intersection, it and the remaining Norton Ranch developments will absorb most of the remaining reserve capacity at this four-way STOP. B. PROJECT DESCRIPTION This document studies the possible effects on the surrounding road system from a proposed residential subdivision located west of Cottonwood Road between Babcock Street and Durston Road in Bozeman, Montana. The document also identifies any traffic mitigation efforts that the development may require. The site is located north of Babcock Street just east of the Norton Ranch Phase 5 development site. The project would be developed to include up to 500 new residential apartment units on 40 acres of property. Based on the City of Bozeman Subdivision Regulations, the developers must study all effected intersections within ½ mile of the proposed development, which includes the intersections of Cottonwood Road with Durston Road, Babcock Street, and Fallon Street, and the intersection of Laurel Parkway with Durston Road. C. EXISTING CONDITIONS The proposed development property currently consists of a 40-acre parcel of undeveloped land located between Babcock Street and Durston Road, just east of the Norton East Ranch Phase 5 development. The topography in this area is flat. See Figure 1 for a location map of the proposed development. North of Huffine Lane the road has experienced a significant amount of new development over the past ten years including a variety of commercial spaces, offices, apartments, and residential units. North of Huffine Lane the road has a five-lane cross-section. The posted speed limit is 35 MPH. The intersection of Cottonwood Road and Durston Road is currently signalized. According to traffic data collected by MDT in 2021 Cottonwood Road currently carries 9,600 VPD north of Huffine Lane. Durston Road is a two-way east/west minor arterial route that provides access to the residential areas to the west of Bozeman. In recent years much of the road has been reconstructed to accommodate development in this area. Currently the road has a three-lane cross-section with a paved width of 46-feet east of Laurel Parkway and has designated bike lanes. All cross-streets between Laurel Parkway and Cottonwood Road are controlled by Proposed West Park Neighborhood Site = Study Intersection Norton Ranch Phase5 West Park Neighborhood Traffic Impact Study Bozeman, Montana Abelin Traffic Services 3 May 2022 STOP signs, except the intersection with Cottonwood Road which is currently signalized. The Laurel Parkway intersection is currently controlled by a four-way STOP. The roadway has a posted speed limit of 35 MPH and carried 5,600 Vehicles Per Day (VPD) in 2021. West Babcock Street is an east-west, two-way, three-lane collector which extends west of Main Street. West of Cottonwood Road the street has a paved width of 44 feet with a center two-way left-turn lane and bike lanes. The posted speed limit is 30 MPH. The road is controlled by a traffic signal at the intersection with Cottonwood Road. Traffic data collected in 2021 by MDT indicates that West Babcock Street currently carries 1,600 VPD west of Cottonwood Road. Fallon Street is a two-way, paved east/west local road that provides access to existing developments north of Huffine Lane. The road has a paved width of 32 feet and has a posted speed limit of 25 MPH. Fallon Street is controlled by STOP signs at the intersection with Cottonwood Road. All other cross-streets on Fallon Street are controlled by STOP signs on the north/south approaches. Additional Developments Phase 5 of the Norton East Ranch project follows Phases 1, 2, 3, and 4 and is currently planned for construction in 2022. The development includes 79.3 acres of land located at the west end of Babcock Street which would be developed into a residential subdivision. Phase 5 of this project would include 139 single-family residential units. The project would also include a connection to the north to Durston along Laurel Parkway through Lakes at Valley West Subdivision. According to the traffic impact study prepared for this project in 2020, at full build-out the development would produce 107 AM peak hour trips, 139 PM peak hour trips, and 1,323 daily trips. The projected traffic from this project is included in the future Level of Service (LOS) calculations for this study. Traffic Counts The traffic data used for this report was collected on the surrounding road system by Abelin Traffic Services in February and March of 2022. The collected data includes turning movement counts at the intersections of Cottonwood Road with Durston Road, Babcock Street, and Fallon and at the intersection of Durston Road with Laurel Parkway. The raw traffic data is included in Appendix A of this report. Historic traffic data was also collected for Huffine Lane and Cottonwood Road from the Montana Department of Transportation (MDT). The data for this location is presented in Table 1. Traffic volumes along Huffine Lane have varied considerably over the past ten years but have displayed an overall traffic volume growth rate of 1.7%. Traffic volume data collected along Cottonwood Road, Babcock Street, and Durston Road do not show a clear trend of traffic West Park Neighborhood Traffic Impact Study Bozeman, Montana Abelin Traffic Services 4 May 2022 volume changes due to the significant changes the have occurred to the road network in this area over the last ten years. Level of Service Using the data collected for this project, ATS conducted a LOS analysis at area intersections. This evaluation was conducted in accordance with the procedures outlined in the Transportation Research Board’s Highway Capacity Manual (HCM) - Special Report 209 and the Highway Capacity Software (HCS) version 7.9. Intersections are graded from A to F representing the average delay that a vehicle entering an intersection can expect. Typically, a LOS of C or better is considered acceptable for peak-hour conditions. Table 2 shows the existing 2022 LOS for the AM and PM peak hours without the traffic from the proposed developments. The LOS calculations are included in Appendix C. The table shows that the existing intersections along Cottonwood Road are all currently operating within acceptable limits. The four-way STOP controlled intersection at Laurel Parkway is also West Park Neighborhood Traffic Impact Study Bozeman, Montana Abelin Traffic Services 5 May 2022 functioning with acceptable levels of delay. The recent road widening has provided ample roadway capacity for the existing traffic volumes within the area. The City of Bozeman is currently planning to construct a traffic signal at the intersection of Cottonwood Road and Fallon Street to meet future traffic demands from the planned commercial projects along Fallon Street. Based on the road configuration in this area, the existing residential neighborhoods north of Babock Street will have negligible impact on the need for the traffic signal at Fallon Street and will get minimal benefit from this traffic signal since traffic from the existing residential developments use the existing traffic signal at Babcock Street to access the Cottonwood Road corridor. PROPOSED DEVELOPMENT The development currently under consideration for this site includes 40 acres of land located north of Babcock Street just east of the Norton Ranch Phase 5 development. The West Park Neighborhood would include the construction of up to 500 units constructed in four phases. The project would also include a connection to the south to Babcock Street at Pond Lily Drive. Development of the property would begin in 2022 and would be completed in 2025. The West Park Neighborhood site plan is shown in Figure 2. E. TRIP GENERATION AND ASSIGNMENT ATS performed a trip generation analysis to determine the anticipated future traffic volumes from the proposed development using the trip generation rates contained in Trip Generation (Institute of Transportation Engineers, Tenth Edition). These rates are the national standard and are based on the most current information available to planners. A vehicle “trip” is defined as any trip that either begins or ends at the development site. ATS determined that the critical traffic impacts on the intersections and roadways would occur during the weekday morning and evening peak hours. According to the ITE trip generation rates, at full build-out the developments would produce 210 AM peak hour trips, 240 PM peak hour trips, and 2,376 daily trips. See Table 3 for detailed trip generation information. TRIP DISTRIBUTION The traffic distribution and assignment for the proposed subdivision was based upon the existing ADT volumes along the adjacent roadways and the peak-hour turning volumes. With the new connection to Babcock Street to the south and the traffic signal at Babcock and Cottonwood, it is likely that a large portion of the traffic from the West Park Neighborhood will use this route to connect to the Bozeman urban street network. The new connection to Laurel Parkway will draw a significant amount of traffic from all the Norton Ranch developments due to its direct access onto Durston Road. Traffic is expected to distribute onto the surrounding road network as shown on Figure 3. TRAFFIC IMPACTS OUTSIDE OF THE DEVELOPMENT Using the trip generation and trip distribution numbers, ATS determined the future LOS for the area intersections. The anticipated intersection LOS with the Norton East Ranch Phase 5 and the West Park Neighborhood is shown in Table 4. The traffic volume calculations are included in Appendix B of this report. Table 5 indicates that with the anticipated construction planned in this area the intersections of Cottonwood Road and Fallon Street will fall to LOS F without a change to the traffic controls at this location. The City of Bozeman has plans to construct a traffic signal at this location with the additional commercial developments which are planned along the Fallon Street corridor. When signalized the intersection will function at LOS B. Based on the road configuration in this area, The West Park Neighborhood project will have negligible impact on the need for the traffic signal at Fallon Street and will get minimal benefit from this traffic signal since traffic from the residential development can use the closer traffic signal at Babcock Street to access the Cottonwood Road corridor. The West Park Neighborhood creates no specific need for the installation of a traffic signal at Fallon Street and will not increase the number of left-turns or thru movements from Fallon Street across Cottonwood Road based on the closer and more direct access to the existing Babcock Street traffic signal. It will eventually be necessary to reconstruct this intersection as a traffic signal or roundabout. However, this improvement is not immanently needed. The first phases of the West Park Neighborhood could be constructed with little impact to the intersection. By Phase 4, the intersection would have little to no reserve capacity under the existing four-way STOP configuration and will occasionally experience higher level of vehicle delay. The Bozeman Transportation Master Plan suggests that traffic volumes on Cottonwood Road will increase to 26,000 VPD and the V/C on Cottonwood Road will be 0.8. To evaluate the 15-year traffic volume projections for this area ATS reviewed the 2040 traffic West Park Neighborhood Traffic Impact Study Bozeman, Montana Abelin Traffic Services 10 May 2022 volumes from the Bozeman Transportation Master Plan and scaled the anticipated traffic volume growth to likely 2037 conditions using an overall traffic volume growth rate of 160%. This growth factor was applied on top of the projected traffic volumes calculated for the West Park Neighborhood. The results of this analysis suggest that the intersection of Cottonwood Road and Fallon Street will require signalization to continue truncation through 2037 but both the intersection of Fallon and Babcock will function at LOS B through 2037 with traffic signals. The intersection of Durston Road with Laurel Parkway will also likely operate at LOS F by 2033 with the current four-way STOP control configuration and may require the installation of a traffic signal or roundabout to improve operations. H.
