The review comment indicted that future TIS analysis requires a 15-year projection, while the study report only addressed a 10-year projection. In actuality, the year 2033 traffic contained in the report was an 11-year projection. In order to conform to current City Standards, we have performed the 15-year projections and addressed the potential operational conditions within this TIS Update. Year 2037 Traffic Projections The updated traffic projections are illustrated in the attached Figure 9 [Revised]. The 15-year projections were based on the anticipated annual growth rate of 3 percent, which would result in an overall increase of approximately 55% from year 2022 traffic volumes. Year 2037 Operations The attached capacity calculations were completed based on volumes shown in Figure 9 [Revised] and scheduled roadway improvements that would be in-place in the year 2037. Table 5, contained in the original TIS Report, was revised to year 2037 operational conditions, and is attached to this update. It can be seen that the additional traffic growth would only have minor impacts at most of the intersections while impacts at the two intersections identified in the original report would experience substantially more delay. The intersection of Baxter Lane and Ferguson Avenue would be at LOS “F” in the peak PM hour and the southbound approach at the intersection of Oak Street and Flanders Mill Road would operate at LOS “F” in the peak AM hour. Recommendations The analysis of operational conditions using the 15-year traffic projections amplified the need for modifications to the single-lane roundabout at Baxter and Ferguson. The increased traffic at the intersection of Flanders Mill Road and Oak Street only reflects what could occur if alternative routes were not available for southbound left-turn traffic on Flanders Mill. It is believed that the level of delay for that movement is a self-regulating condition that will not result in unacceptable levels of service.
