HomeMy WebLinkAboutSpecial Use Permit Narrative SPECIAL USE PERMIT NARRATIVE Existing Site Plan Number: We could not locate a Site Plan Application Number from 2001 but have the Zoning Application Number: Z-01013 and Permit Number: 210134. We’ve also attached a photo of the Cover Sheet of the Final Approved Site Plan on file at the City of Bozeman – see below. Description of Project The Spanish Peaks tenant improvement project is a renovation of the existing facility located at 120 N. 19th Ave owned by Bozeman Health. Connections Health Solutions will be partnering with Bozeman Health to provide emergency mental health services as a community need for the Gallatin County. Services will include urgent care patient services as well as overnight / short-term stay for patients in need. Because of the state of some of the patients, special requirements are needed as a part of the design to ensure the patients do not inflict pain on themselves. The existing building footprint will remain the same size. Modifications to the exterior will include new exterior windows to the overnight rooms that will allow light into the space but not allow the patient to interact with people passing by. Adjustment of a door access on the east side of the facility, a new emergency generator that will be screened, as well as adding fire sprinklers to the facility. The existing windows and door that are would open into a patient room will have a darkening film on them and secure wall built behind the window and door. This provides for patient safety and provide for the buildings ability to reuse those opening should the use change. It will also maintain the building character and exterior rather than closing it off and losing the feeling of transparency. The added windows to the south side of the facility will require the stucco expression of the building to be updated to ensure the overall design is harmonious with the existing facility. All other improvements to the facility will be interior renovations and adjustments. Special Use Questions: A. How the site for the proposed use is adequate in size and topography to accommodate such use? a. The existing facility is set up really well to accommodate the mental health needs of an urgent care and overnight stay facility here within the existing facility footprint. There is no topographic needs or adjustment for the use of the facility. B. How the proposed use will have no material adverse effect upon the abutting property? a. All functions of the facility will be housed within the building and will function as a clinic much like it has for a long time. Visitors will park and enter the facility similar to how previous visitors to the dental office used it before. Overnight stay will be short-term. C. That any additional conditions state in the approval are deemed necessary to protect the public health, safety and welfare. a. No additional conditions are requested or needed as a part of this.
