We provided analysis of structural and shop drawings, coordination with field staff, and verification that installed structures complied with structural drawings. We verified that concrete, soils, structural components, and Sprayed Fire Resistive Material (SFRM) met the minimum specifications supplied by the Project Engineers. SFRM fireproof testing included density, thickness, and bond strength. TD&H also provided compaction testing to verify the contractor met the minimum geotechnical requirements. Additionally, we conducted surveying, rebar surveying, construction staking, structural anchor inspections, shotcrete inspection, coring drilled piers, and materials testing for the contractors. The $400 million resort features 150 guest rooms and suites and 39 residences, and was completed in 2021. MSU AMERICAN INDIAN HALL | BOZEMAN, MT CLIENT: Montana State University, Jaclyn Liebscher, Project Manager, 406.994.5970 TD&H performed materials testing and structural special inspections for the new $20 million American Indian Hall on the Montana State University Campus. The new construction is a tribute to the university’s American Indian students as well as provides opportunities for student success and collaboration. TD&H provided site utility inspections, soil density testing, concrete testing, and structural special inspections. The project consisted of using engineered aggregate piers for subgrade improvements, concrete foundation elements, and a structural steel frame utilizing special concentric braced frames for seismic resistance. TD&H provided construction observation and materials testing for concrete, asphalt, and soil compaction. We also provided special inspection and testing of water, sewer, and stormwater utilities for building and site improvements and infrastructure. TD&H also performed structural special inspections for the project including deep foundations, steel and welding, reinforced concrete, CMU, wood framed diaphragms. Romney Hall went from a marginally usable building with only four classrooms to a pivotal academic building for the campus with 19 classrooms and more than 1,000 classroom seats. It added a writing center, math center, and an expanded center for veterans. ROCKY MOUNTAIN BUILDING | GREAT FALLS, MT CLIENT: City of Great Falls, Joe Payne, Facilities Director (Alluvion Health), 406.791.7909 The Rocky Mountain Building is a 6-story brick and concrete structure plus a basement/parking garage. The building, used as office spaces, retail stores, and a church was severely damaged in a fire in 2009. The City of Great Falls Department of Planning and Commercial Development enlisted the services of TD&H to provide a structural inspection and an asbestos inspection of the entire building to evaluate the feasibility of reconstruction and to fulfill state requirements for any future renovation projects. Since then, TD&H has been involved in many other building inspections, has performed the structural evaluation of the existing building, and performed the design for the existing building repairs and new building. The structural evaluation was performed so that repairs to the building were detailed to accommodate the requirements of the International Existing Building Code and the seismic criteria from ASCE 41. Structurally, as part of Phase 2 services, TD&H designed the infill area to meet current International Building Code criteria. The building is currently undergoing a major renovation by Alluvion Health. The project, which is expected to be completed in August 2024, will turn the building in to a full-service clinic offering medical, dental, and behavioral health services as well as pharmaceutical and lab services under one roof in downtown Great Falls. TD&H is currently performing structural engineering, geotechnical engineering, construction administration, and special inspections for the rennovation project. ROMNEY HALL, MSU, BOZEMAN, MTPHOTO CREDIT: TD&H Page No. 4 City of Bozeman - Concrete Crack Monitoring in Bridger Parking Garage GREAT FALLS HIGH SCHOOL ADDITION AND HUB | GREAT FALLS, MT CLIENT: Great Falls Public Schools, Tom Moore, Superintendent, 406.268.6008 TD&H provided a wide range of services for a new multi-story addition and renovations to the existing historic high school. Our services included property, topographic, and roof surveying; civil site design including on and off site stormwater, water, and sewer design; structural design; landscape architecture and exterior grounds improvements; construction administration; and planning services. Additionally, as part of a previous project at Great Falls High School, TD&H performed geotechnical, survey, civil, construction administration services, and construction materials testing for upgrading the iconic memorial stadium with a new track facility as well as a synthetic field turf playing surface. Phase II of the project consisted of mechanical and architectural upgrades to the existing structure. As part of the new mechanical upgrades, TD&H performed multiple inspections and designed strengthening of existing concrete beams and columns using a mixture of carbon and glass fiber reinforced polymers (CFRP and GFRP) to support new rooftop mechanical units. Careful design and detailing was requiring in addition to coordination with the contractor on proper preparation and installation requirements to ensure the FRP strengthening was performed correctly. GREAT FALLS HIGH SCHOOL, GREAT FALLS, MTPHOTO CREDIT: TD&H RECENT AND CURRENT WORK FOR THE CITY OF BOZEMAN PROJECT APPROACHTD&H’s staff have extensive experience performing numerous types of inspection and monitoring services. The benefits TD&H could provide the city for this project include: 1. TD&H’s office location resides only 4-blocks from the parking garage providing easy and convenient access for our inspectors to perform the necessary monitoring. 2. TD&H has a wide array of experienced and trained inspection staff and structural engineers which allows us to devote the necessary personnel to a project. Our goal would be to provide a single inspector, where at all possible, which would provide consistency in readings and data monitoring. 3. TD&H has past experience and working relationships with specialty firms that can perform services such as x-ray scanning. The materials testing portion of this project includes concrete sampling down a minimum of 3-1/2" deep into the concrete surfaces. In order to take the proper precautions when coring or other similar means of obtaining samples to this depth in a prestressed concrete element we feel prior imagery is necessary to avoid possible damage to prestressing tendons and reinforcing present within the prestressed elements. 4. TD&H has past design experience related to strengthening of mildly reinforced and prestressed concrete members and are familiar potential repair and strenghtening options if such assistance is necessary. DEVELOPMENT APPLICATION REVIEW: Performed City of Bozeman review of development applications including subdivisions, preliminary plats, site plans, zone map amendments, annexations, and growth policy amendments. Our scope included review of applications for compliance with City Codes, Master Plans, Special Improvement/ Payback Districts, and Engineering requirements. Our scope included review of site plans, specifications, and design reports for compliance with City of Bozeman Design Standards and Specifications, Utility Master Plans, and Special Improvement/Payback Districts. ENGINEERING CERTIFIED CHECKLIST REVIEWS: Performed City of Bozeman review of projects requesting approval through a certified checklist. Our scope included cursory review plans, specifications, and design reports to ensure design engineers were meeting the requirements of the certified checklist process. ENGINEERING PLAN & SPEC REVIEW: Performed City of Bozeman review of projects requesting approval through the full plan and specification review process. Our scope included a complete and thorough review of plans, specifications, and design reports. OCCUPANCY PERMIT INSPECTIONS: Performed on-site inspections for the City Engineering Department to ensure projects construction conforms to approved plans and specifications. Created project close-out punchlists for incomplete or noncompliant items. SEWER METERING: Assisted the City of Bozeman Water Department personnel with the setup of Hach FL900 flow monitors, calibrated and activated the flow monitor units, downloaded flow data and formatted for export. The City uses this valuable data for the evaluation of the existing system, calibration of their wastewater system model, and support for their Wastewater Master Plan. He joined TD&H in 2011 and is a principal of the firm. He has extensive recent, relevant experience with structural special inspections. Scott was the lead structural inspector for local projects including the Black Olive Multiuse Building, Springs Living, Spanish Peaks Lodge, MSU’s Romney Hall and American Indian Hall, and FLIR Building Systems. Scott will be responsible for managing all inspections for this project. Kyle Scarr, PE, Civil/Geotechnical Engineer Bozeman Regional Manager, Quality Control Manager Kyle is the Bozeman Regional Manager and a geotechnical/civil engineer who specializes in construction observation and testing, foundation investigations, slope stability, and civil engineering design. Kyle was the project manager for the City of Bozeman Wastewater Model Update and Manhole Surveys and oversees the City of Bozeman Development & Engineering Review services. Kyle recently managed the civil, geotechnical, special inspections, and testing for MSU’s Hyalite Hall, Gallatin High School, Bozeman High School Renovations, and private development multiuse buildings in Downtown Bozeman’s Urban Renewal District as well as oversaw construction testing and inspection for each site. Lincoln Jamrog, EI, Civil Engineer Construction Testing and Inspection Manager, Data Manager, Scheduler Lincoln has over 15 years of experience in the construction industry and holds a bachelor’s in civil engineering from Montana State University. He specializes in construction administration, inspection, and materials testing services, providing data management for special inspection services and deliverables. Lincoln recently managed special inspections and testing for private development multiuse buildings in Downtown Bozeman’s Urban Renewal District, the FLIR Building, the Springs Living, new residence and lecture halls at MSU, Gallatin High School, Bozeman High School Renovations, and the Montage Resort at Spanish Peaks Lodge. Sutton Johnson, EI, Civil and Structural Engineer Civil Engineer & Inspector, Structural Engineer Sutton graduated from Montana State University in the fall of 2018 with a bachelor’s degree in civil engineering. He has four years of previous intern experience including geotechnical laboratory testing, construction materials testing, surveying, and construction administration. He joined TD&H Engineering as an intern in 2018 and was hired full time in 2019 as an engineer. Since joining, Sutton provides civil and structural design and project support, inspection, and materials testing services. PROJECT PERSONNEL TD&H offers construction testing and inspection services to confirm the quality of the construction materials used in their projects. Our construction representatives are trained to provide documentation of construction materials and to monitor workmanship and material conformance to project specifications. Our involvement helps prevent deviations that can affect the quality or compromise the design of the project. Our materials lab in Great Falls is accredited by AASHTO through their AMRL and CCRL programs for both field and laboratory testing. This includes the requirements of ASTM C1077 and ASTM E329. Our technicians are also certified by various agencies including ACI. Our Bozeman Lab is not accredited by AASHTO. According to AASHTO, no labs in Bozeman are AASHTO concrete accredited. All Standard Operating Procedures for the Bozeman Lab are identical to those performed in our accredited Great Falls Lab. His design experience includes a variety of projects such as bridges, pedestrian bridges, water holding tanks, health care facilities, school facilities, commercial structures, industrial structures, anti-terrorism and force protection design in military facilities, and blast design and retrofit within petrochemical facilities. Scott has experience in the design of steel plate girder and prestressed concrete bridges. Scott has extensive performing structural special inspections and managing inspection projects involving a variety of building materials and structure types including reinforced concrete, CMU, steel construction, cold-formed steel, and wood framed construction.Scott’s seismic design experience has been instrumental in his ability to perform special inspections for seismic resistance on a variety of projects.Scott is also qualified as a National Highway Institute Bridge Inspection Team leader.
