HomeMy WebLinkAboutNWX_Concurrent Construction Plan Complete NWX APARTMENT HOMES CONCURRENT CONSTRUCTION REQUEST Submitted October 2021 The applicant requests site plan concurrent construction for the above referenced project as described in the Site Plan Checklist. The developer is proposing to construct the on-site infrastructure as depicted on the attached construction phasing plans. It is the intent of the applicant to construct and occupy the residential buildings on the site during the construction of other buildings within the site plan. Furthermore, the applicant proposes to obtain all building permits for the project at one time. Water mains, sanitary sewer mains and City streets will be installed adjacent to the site will be installed as part of the Northwest Crossing Subdivision development prior to commencement of the NWX Apartment project. Some additional infrastructure will be installed as part of the NWX Apartments project. This infrastructure will meet the following requirements: (1) All on-site extensions of water mains, sewer mains and streets will be dedicated to the public and will be located entirely within publicly held easements; will serve only a single lot; are the subject of an irrevocable offer of dedication to the City upon completion of the project; the development is under the control of a single developer who will retain control of the entire project until final completion; and all work will be under the supervision of a single general contractor; (2) The construction sequencing and phasing will provide adequate fire protection during building construction (via hydrant location and multiple points of access); therefore, the developer is proposing simultaneous construction of the infrastructure to be dedicated to the public, other private construction as defined and sequenced on the project phasing plans; (3) The developer understands that approval of the final engineering design, including location and grade, for the infrastructure project must be obtained from the engineering department, and the state department of environmental quality, when applicable, prior to issuance of any building permit for the development; and The construction of the development will be phased on a per building basis according to the following phasing plan. Plan sheets in Appendix A depict proposed phasing of the individual buildings within the development including the phasing of the public infrastructure. Subsequent construction management plans are included after each building is given a certificate of occupancy. Schedule and Construction Management Plan The project consists of 16 residential buildings (containing 336 total units), a clubhouse building, and a maintenance building. Improvements include all Buildings 1-18 north of Oak Street and south of Harvest Parkway. The project is anticipated to commence in the mid-2022 and to be completed in mid-2024. Certificate of Occupancies are anticipated to commence in the mid-2023. The site will be staged within the project site and construction fencing on property owned by the developer. It is anticipated this location will be utilized for the construction trailer, site parking, and material storage during construction. Construction access will be executed as shown in exhibit A according to quadrant to provide adequate and safe separation from resident traffic throughout the project. Construction access for phases 1-9 will be at the north entrance off of Wellspring drive once tenant access becomes available on the east side of the site off of Twin Lakes Avenue. As shown on the Phasing plans, any tenant access would be fenced from construction access to this location. In addition, any damage to Wellspring Drive, Rosa Way or Twin Lakes Avenue surface improvements would be repaired prior to the completion of Phase 18. Construction access for phases 10-12 will be at the west entrance off of Twin Lakes Avenue once tenant access becomes available on the south side of the site off of Wellspring Drive. As shown on the Phasing plans, any tenant access would be fenced from construction access to this location. In addition, any damage to Wellspring Drive, Rosa Way or Twin Lakes Avenue surface improvements would be repaired prior to the completion of Phase 18. Construction access for phases 13-18 will be at the west entrance off of Rosa Way once tenant access becomes available on the south side of the site off of Wellspring Drive and the east side of the site off of Twin Lakes Avenue. As shown on the Phasing plans, any tenant access would be fenced from construction access to this location. In addition, any damage to Wellspring Drive, Rosa Way or Twin Lakes Avenue surface improvements would be repaired prior to the completion of Phase 18. Emergency Services Access to the site via Oak Street, Rosa Way, Twin Lakes Avenue, Wellspring Drive, and Harvest Parkway is anticipated to be available before construction begins on this project. Within the site, gravel access roads a minimum of 20-ft wide will be maintained to provide access adjacent to the buildings. Existing fire hydrants are located throughout the site off of Oak Street, Rosa Way, Twin Lakes Avenue, Wellspring Drive, and Harvest Parkway upon completion of the road improvements and utilities furnished by the subdivision developer. Based on required distances from hydrants to the site, these fire hydrants, along with appropriate access roads, will provide fire protection at the outset of this project. Furthermore, after the construction of Phase I utility and surface improvements, several other additional hydrants will be installed within the site. Phasing Notes Phase 1 Phase 1 will install all water and sanitary sewer mains required for phases 1-9 and include the clubhouse building. It is anticipated the pool will be turned at some point during the phasing, but not necessarily with Phase 1. The pool will remain closed until approval is received from the City to open it, but it is not necessarily anticipated to be tied to a specific phase. No certificate of occupancies for Building 1-9 will be issued until the above referenced improvements are complete. Phases 2 through 9 Phases 2- 9 involve the construction of the individual apartment buildings and adjacent amenities as shown on the phasing plans. The developer understands that no certificate of occupancies may be issued for Phases 2 through 9 until all Phase 1 improvements are installed and accepted or approved as applicable by the City. It is anticipated the park on the west side of Rosa Way would be included with Phase 9. Phase 10 Phase 10 will install all water and sanitary sewer mains required for phases 10-12. No certificate of occupancies for Building 10-12 will be issued until the above referenced improvements are complete. Phases 11 and 12 Phases 11 and 12 involve the construction of the individual apartment buildings and adjacent amenities as shown on the phasing plans. The developer understands that no certificate of occupancies may be issued for Phases 2 through 9 until all Phase 1 improvements are installed and accepted or approved as applicable by the City. Phase 13 Phase 13 will install all water and sanitary sewer mains required for phases 13-18. No certificate of occupancies for Building 10-12 will be issued until the above referenced improvements are complete. Phases 14 through 18 Phases 14-18 involve the construction of the individual apartment buildings and adjacent amenities as shown on the phasing plans. The developer understands that no certificate of occupancies may be issued for Phases 2 through 9 until all Phase 1 improvements are installed and accepted or approved as applicable by the City.
