From: Cody Croskey, PE Subject: Trout Meadows Phase 3 – Parkland Dedication Tracking Dear Lynn, This memo is in response to the Trout Meadows Phase 3 Concept Review (App. 21404) November 29, 2021 DRC comments from the Parks Department regarding parkland tracking for the proposed development. According to the Findings of Fact for the Trout Meadows Phase 3 plat amendment (see attached), the Cattail Lake Subdivision previously dedicated and was credited with 13.14 acres of parkland. The original Cattail Lake Subdivision proposed 338 total dwelling units. However, with the Trout Meadows Phase 3 plat amendment, 21 single family units were replaced with a proposed 48 apartment units. The revised parkland dedication calculations were included on sheet 2 of the amended plat (J-471-A) and are provided below as copied from the recorded plat: February 18, 2022 PAGE NO. 2 tdhengineering.com The current site plan for Trout Meadows Phase 3 proposes 60 apartment units instead of 48 (see attached subdivision unit summary map). The following revised calculations are being provided with this site plan application to ensure adequate parkland dedication exists to accommodate the proposed development: Trout Meadows Phase 3 Park Dedication Calculations (Revised) Cattail Lake Prelim. Plat (approved 8/18/2006) proposed units: 338 Plat Amendment (recorded 8/7/2014) additional units: + 27 Trout Meadows Phase 3 Site Plan additional units: + 12 Total proposed units for all of Cattail Lake: 377 units Maximum required park dedication per BMC 38.420.020.A.1 x 0.03 acres/unit Maximum required park dedication 11.31 acres Credited park dedication on Cattail Creek Plat, Ph. 1 & 2 572,441 square feet / 43560 = - 13.14 acres Park dedication requirements are exceeded by: 1.83 acres Therefore, adequate parkland has been previously dedicated with the Cattail Lake Subdivision to meet the requirements of this Trout Meadows Phase 3 Site Plan, and 1.83 excess acres of parkland remain available for future development beyond the total units proposed with the original plat.
