(WGM) prepared the Traffic Impact Study (TIS) for the Six Range Condominiums development (August 10, 2021). The proposed development is located at the corner of West Babcock Street and South Ferguson Avenue in Bozeman, Montana. The TIS was submitted to the City of Bozeman (City) for review and comment. Two comprehensive review comments addressing the traffic analysis were received from the City and are copied below in italics, followed by the requested additional information/discussion in standard font. C1: The Traffic Impact Study (TIS) must include discussion and analysis without traffic mitigation measures by future development in the area (i.e. single-lane modern roundabout at the intersection of South Ferguson and Fallon Street). R1: WGM completed the requested capacity analysis for the intersection of South Ferguson Avenue and Fallon Street without the mitigation measures planned by nearby developments. This analysis was conducted using the 2024 no-build and build traffic volumes developed in the original TIS. The results of this analysis are summarized in Table 1 and demonstrate that even without conversion to a roundabout, the intersection of South Ferguson Avenue and Fallon Street is projected to operate at an overall level-of-service “C” or better both without and with the traffic generated by the proposed Six Range Condominiums project. Mitigation of Six Range site-generated traffic is therefore not required at this location. Meredith Hermann November 15, 2021 Page 2 of 2 C2: Request to consider continuation of the driveway extension on Mill Creek Drive (adjacent to Cottonwood Condos at the SE of the site) and to submit any documentation which supports not connecting the two developments. R2: The extension of Mill Creek Drive from the south into the subject development would not add an overall advantage to traffic circulation or operations in this neighborhood. This extension would not continue through to an existing public street in the road network, but would instead place traffic from Mill Creek Drive into a private parking lot. Further, residents of Mill Creek Drive already have good access to West Babcock Street via Hanley Avenue without having to drive through the Six Range parking areas. The continuation of Mill Creek Drive does not appear to provide a public benefit.
