Madison Engineering 895 Technology Blvd, Suite 203 Bozeman, MT 59718 December 11, 2017 Re: Gran Cielo Subdivision Traffic Impact Study Addendum Subsequent to submittal of a Traffic Impact Study (TIS) dated October 24, 2017 for the proposed Gran Cielo Subdivision, the City of Bozeman Planning staff reviewed the study and requested additional information in a memo dated November 18, 2017. Item number 9 in that letter indicated that there are several development projects within the vicinity of the subdivision that were not included in future traffic projections that need to be included in the analysis. The three developments mentioned in the letter are all contained within the boundaries of the Meadow Creek Subdivision. Since there were no TIS reports prepared for the individual projects listed, it was determined that the entirety of Meadow Creek Subdivision should be included in the analysis A TIS for Meadow Creek Subdivision was completed by Robert Peccia and Associates in 2005. That study indicated that the subdivision would generate 5,382 trips on the average weekday with 414 in the peak am hour and 530 in the peak pm hour. Trip distribution and traffic assignment analysis completed with that study no longer apply to 2017 conditions because of new street links that have been created and additional development in the southern areas of Bozeman. Therefore, trip distribution percentages determined for the Gran Cielo subdivision were used to assign Meadow Creek Subdivision traffic. Attached Figure 7 was created to illustrate the additional traffic that would be attributed to Meadow Creek Subdivision on the area street system. Since a portion of Meadow Creek Subdivision has already been developed, it was necessary to subtract existing traffic from the overall trip generation totals, as noted in Figure 7. The resultant trip generation from future development of Meadow Creek Subdivision would be 3,682 average weekday trips (AWT) with 284 in the AM hour and 362 in the peak PM hour. The Meadow Creek Subdivision traffic assignment volumes shown in Figure 7 were added to traffic shown in Figure 6 of the original TIS for Gran Cielo Subdivision. Table 4 Revised, below, is a summary of the capacity calculations results. In comparing Table 4 Revised to the original Table 4, it can be seen that some of the levels of service (LOS) for individual movements have changed at the two intersections on S 19th Avenue. The most appreciable difference would be at the Stucky Road and S 19th Avenue intersection during the peak pm hour, where the overall intersection LOS would drop from LOS “C” to LOS “D”. Box 80785 Billings, MT 59108-0785 Phone: 406-655-4550 FAX: 406-655-4991 Page 3 From this supplemental TIS analysis it appears that the addition of the Gran Cielo Subdivision, as proposed, would not substantially impact the surrounding streets or intersection operations, if it existed at the present time. However, future operations at the intersection of Stucky Road and S 19th Avenue would experience increased delays during the peak pm hour periods, if Gran Cielo is fully developed at the same time as all other area developments are in-place. It should be noted that future area street improvements have the potential to mitigate these impacts if implemented within the next 15 years. An extension of S 27th Avenue from Stucky Road to Garfield street would draw appreciable traffic demand from S 19th Avenue, which could allow acceptable operation at the Stucky Road and S 19th Avenue intersection in the year 2032. In the event that that the S 27th Avenue connection is not completed in that time period, dual left turn lanes for eastbound traffic on Stucky Road and an exclusive southbound right-turn lane on S 19th Avenue could be considered when future improvements to Stucky Road is designed.
