HomeMy WebLinkAbout15--3753 Equestrian Lane Pre-app Meeting 3753 Equestrian Lane Pre-application Meeting March 15, 2022 Attendees: Lynn Hyde, Mikaela Schultz, Matthew Lee, Chris Yeley, Gary Fox, Luke Stein, Diane Tolhurst Project Description: Pre-application meeting for advice and comments for a proposed mixed use commercial building in Baxter Meadows commercial subdivision with 2 res units and 2 com units Site: 3753 Equestrian lane Bozeman MT, 597188 BAXTER MEADOWS SUB PH 2A, S34, T01 S, R05 E, BLOCK 16, Lot 5, ACRES 0.307, PLAT J-383 General Discussion • Water rights o CILWR – administered through Griffin Nielsen (GNielsen@BOZEMAN.NET) • Parkland Requirements – Baxter Meadows o Final plat completed 7/4/2004  Exempt from Parklands • Not for construction documentation – for site plan review would be acceptable • Fire separation o What are the requirements/thresholds for sprinkling a commercial building – UPDATE: Building has indicated sprinkling is only required for commercial buildings with 3 or more stories OR if the commercial portion of the building is 7,000 Sq. Ft. or more • Setbacks and parking over easements o Typically parking lot is not allowed in the setbacks o No permanent structures within any easement o If language within the easement allows for permanent structures, then it may be acceptable o Recommend you look into the easement to see if it would be allowed to place parking over the easement o 38.410.040.D – Rights of ways for pedestrians – Discusses how wide the pedestrian right of way is required to be. The width of the pedestrian rights of way guides the setback of the building. The intent is to create an inviting throughway for pedestrians that has appropriate human scaled amenities adjacent to it.  Provision about landscape – show in your narrative if/where any utility conflicts with landscape o Could research neighbor’s property for language or conditions that allowed them to not build their portion of sidewalk – or see if/what requirements were placed • Dumpster o Generally, trash enclosure cannot be encroaching on easements o Access – must have minimum of 50 foot straight approach to front of refuse enclosure. o 5’ of landscaping for screening if anyone else is going to view it other than property Page 2 of 2 owner on all side except access points  Enclosure and screening – departure request is available  BMC 38.520.070.C lists screening requirements which includes a structural enclosure (1.a.) AND landscaping at least 5 feet wide (2). There is the ability to request a departure provided the enclosure and landscaping treatment meet the intent of the standards and add visual interest to site users. Perhaps this is art on the wall where you don’t have room for screening. o Contact Russ Ward to discuss dumpster location options (RWard@BOZEMAN.NET) • Parking o Parking screening – 4 ft. from public right of way o All setbacks are measured from property line o 21 provided spaces assigned to Block 16 lot 5 o Bicycle parking reduction – 4 wall mounted bike spaces to reduce 2 parking spaces  You must provide showers and locker spaces equally accessible for both tenants (BMC 38.540.050) o Roof drain – stormwater  Planning on going underground and connecting roof drains to that system – Engineering agrees this is acceptable  If you go underground, make sure you consider the seasonal high ground water • Open Space o As shown, you have plenty of open space available o Make sure you meet the requirements in 38.520.060.B.5 for shared rooftop decks o Usable open space commercial requirement 38.520.060.C  Call out dimensions in that area; dimensions you are counting towards that requirement Next steps City staff agree that a Concept review waiver would be approved – submit the waiver form for City signatures and upload with Site plan application Please note: Comments are preliminary and based on the information provided. City staff cannot identify all possible issues during a pre-application meeting. We try to identify critical path issues at this time. You are required to design the project to meet the requirements of the Bozeman Municipal Code.
