Headwaters Engineering, Inc. 190 Northstar Lane Bozeman, MT 59718 Subject: Gallatin Park Lot 12– Wetland/Waters Investigation Jeremy: At the request of Headwaters Engineering, Inc., a Professional Wetland Scientist with POWER Engineers, Inc. (POWER) examined an approximately 2-acre site (Property) on August 13, 2021, for the presence and extent of wetlands and waterways. The Property includes Lot 12, Block 2 of the Gallatin Park Subdivision located in the southeast quarter of Section 36, Township 1 South, Range 5 East along Gallatin Park Drive off Manley Road in Bozeman, Montana (Figure 1). The Property is currently undeveloped land bordered by commercial development to the south, Frontage Road to the west, and designated open space to the north and east (Figure 2). Prior to the site visit, available data were reviewed pertaining to the potential presence of wetlands and/or waterways within the Property. The Natural Resource Conservation Service (NRCS) Soil Survey Geographic database identified one mapped soil series within the Property (Figure 3) and include Turner loam. Although indicated as moderately wet, this soil series is not classified as hydric by NRCS. Review of the U.S. Fish and Wildlife Service National Wetland Inventory database identified one palustrine, emergent, persistent, temporarily flooded wetland (PEM1A) mapped along the western boundary of the Property (Figure 4). This area was determined to be upland during the field investigation as no wetland criteria for hydrophytic vegetation, hydric soils, or wetland hydrology were identified in the area that corresponded with the NWI-mapped wetland. There were no waterways mapped by the U.S. Geological Survey National Hydrography Dataset within the Property. During the site visit, the Routine Level 2 Determination Method as outlined in the 1987 U.S. Army Corps of Engineers (USACE) Wetlands Delineation Manual and subsequent methodologies outlined in the 2010 Regional Supplement to the Corps of Engineers Wetland Delineation Manual: Mountains, Valleys, and Coast Region (Version 2.0) were followed. An area is defined as wetland according to the USACE based on the presence of positive indicators for hydrophytic (wetland) vegetation, hydric soil, and wetland hydrology. One sample point (SP1) was established along the eastern boundary of the Property in an area dominated by hydrophytic vegetation (reed canary grass, Phalaris arundinacea). Although this sample point qualified as hydrophytic vegetation, hydric soils and wetland hydrology were not present. Aside from this narrow strip of hydrophytic vegetation located along the eastern boundary, the remainder of the site is dominated by plant species typically found in upland areas and includes smooth brome (Bromus inermis), common Timothy (Phleum pratense), and Kentucky bluegrass (Poa pratenis). Based on our on-site and off-site evaluation of the approximate 2-acre Property, POWER has concluded there are no wetlands or waters of the U.S. present within the site.
