The water and sanitary sewer systems serving the University Crossing development will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); The City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Fire Service Line Standard. The design report is to verify that there is adequate volume and pressure to supply domestic and fire service for the development proposed on Lot 1A-1, Minor Subdivision No. 503-B. The following design report follows the section numbering of Circular DEQ-1-Standards for Water Works, August 8, 2014 Section 1.1, Engineer’s Report. The design report is also intended to provide an analysis of the on-site sanitary sewer collection system and verify adequate capacity of the proposed improvements. The off-site sanitary sewer system will be analyzed by the City of Bozeman to ensure adequate capacity within the existing system. 2) General Information (DEQ 1.1.1) a) The University Crossing development is a proposed residential development consisting of two buildings and a total of 59 dwelling units located on a 1.9021 Acre parcel in the City of Bozeman. The project is located south of Kagy Boulevard and West of 19th Avenue. This report is designed to accompany the proposed water and sanitary sewer main extensions required to serve the project. The proposed 8” water main loop will connect at two locations to an existing water main located within an existing public utility and access easement. An internal fire hydrant is proposed with the main extension. The proposed sanitary sewer main will connect to the existing sanitary sewer main within the existing public utility and access easement. b) The proposed water and sewer main extensions service infrastructure will be served by the City of Bozeman. c) Project Developer: 19th Capital Group, LLC 19 Lariat Loop, Bozeman, MT 59718 d) System Owner City of Bozeman PO Box 1230 Bozeman, MT 59771-1230 3) Extent of Water Works System (DEQ 1.1.2) a) The proposed water main system is designed to serve the Lot 1A-1 and the two proposed buildings associated with the site development. The existing water system currently serves the two adjacent lots to the east. The proposed sanitary sewer main extension will collect sewage from the two proposed building. Sanitary sewer flow will be conveyed north to Kagy Boulevard and the City of Bozeman system. b) The existing water main system extends within Kagy Boulevard and can serve additional development to the west. The existing water main within the public access and utility easement extends south to the adjacent KAGY CROSSROADS SUBDIVISION – WATER AND SEWER DESIGN REPORT January 22 #210228 3 property to the south to serve future development there. No provisions are being made with the proposed extensions for future development. c) No appraisal of future requirements for service are included with this report or the proposed extensions. The City of Bozeman commissioned a Water Facility Plan updated in 2017 that outlines the water system requirements for future development. 4) Alternate Plans (DEQ 1.1.3) a) Not applicable for this report. Site Conditions (1.1.4) a) The subject property is relatively flat with no significant topographical or geological features other than an irrigation ditch that runs from south to north along the western edge of the subject property. A geotechnical investigation was performed in 2021 by C&H Engineering and Surveying, Inc. This report indicates Poorly Graded Gravel with Sand and Cobles existing greater than 3.5 feet below ground surface. The proposed water main extensions will have adequate support given these on-site soil conditions. b) No existing foundations exist on site. c) Groundwater monitoring was performed on this site in 2021. During the seasonal high, groundwater levels were approximately 4.7 feet below ground surface. Groundwater flow is from south to north. 2) Water Use Data (1.1.5) a-e) The 2017 Water Facility Plan Update for the City of Bozeman outlines the water use data requirements of this section. 3) Flow Requirements (1.1.6) a) A hydraulic analysis was performed using WaterCAD Version 10.03.05.05 for the proposed water main extensions. The connection to the existing City of Bozeman water system is modeled as a pump with the characteristics matching the pressure and existing hydrant flow data from the intersection of Stockman Way and Kagy Boulevard provided by the City of Bozeman. Flow demands are based on the City of Bozeman Design Standards and Specifications Policy (DSSP) dated May 2017 and the 2017 Water Facility Plan Update for the City of Bozeman. The demand assumes 170 gallons per capita per day, 2.17 person per dwelling unit and minimum fire hydrant flow of 1,500 gallons per minute. A junction map showing the proposed system layout and The WaterCAD results are included in Appendix B. KAGY CROSSROADS SUBDIVISION – WATER AND SEWER DESIGN REPORT January 22 #210228 4 Average Daily Residential Usage = 170 gallons per capita per day Average Population Density = 2.17 persons/dwelling unit Minimum Fire Hydrant Flow = 1,500 gpm Residual Pressure Required = 20 psi for Fire Flow Average Day Demand (Peaking Factor = 1.0) Maximum Day Demand (Peaking Factor = 2.3) Peak Hour Demand (Peaking Factor = 3.0) Water Demands (59 dwelling units) Average Day Demand = 59 d.u. x 2.17 persons/d.u. x 170 gpcpd = 21,765 gpd = 15.11 gpm Maximum Day Demand = 15.11 gpm x 2.3 = 34.75 gpm Peak Hour Demand = 15.11 gpm x 3.0 = 45.33 gpm 4) Sources of Water Supply (1.1.7) a) Water is supplied from City of Bozeman. No additional water source development is proposed with this project. 5) Proposed Treatment Processes (1.1.8) a) Non-Applicable 6) Sewage System Available (1.1.9) a) The existing sanitary sewer mains and those proposed with this development project will serve the lot. No significant sewage system components are located near the project. Projected sanitary sewer flows are provided in this report. The City of Bozeman will analyze the project for downstream sewer capacity. 7) Waste Disposal (1.1.10) a) No additional waste disposal or water treatment proposed with this project. 8) Automation (1.1.11) a) No automation proposed with this project. 9) Project Sites (1.1.12) a) The project site does not have any proposed water treatment, main extensions are for the use of private development. b) There are no residences industries or other establishments that will pollute or be impacted by the project. 10) Financing (1.1.13) a) This project is privately funded. 11) Future Extensions (1.1.14) a) No future extension is proposed for this project. KAGY CROSSROADS SUBDIVISION – WATER AND SEWER DESIGN REPORT January 22 #210228 5 12) DEQ CIRCULAR 1 - CHAPTER 8 – TRANSIMISSION MAINS, DISTRIBUTION SYSTEMS, PIPING AND APPURTENANCES 8.0 General The proposed hydrants and hydrant lead pipes are sized to provide appropriate fire flows at adequate system pressures. Gate valves on the proposed tapping tees and at the base of the hydrant will provide adequate valving for isolation of the hydrants. 8.1 Materials All materials will conform to the latest standards from AWWA and ANSI/NSF, and as outlined in the most recent versions of the Montana Public Works Standards and Specifications and the City of Bozeman Modifications to the MPWSS. No used materials a proposed with the project. No slip lining is proposed with the project. Jointing material is also to meet the above standards. As noted on the construction plans, pipe and pipe fittings shall not contain more than 0.25 percent lead. 8.2 Water Main Design A hydraulic analysis of the proposed hydrants is included in Appendix B of this design report. The analysis was performed using WaterCAD 10.03.04.05. The City of Bozeman provided hydrant flow data for two existing fire hydrants location near the subject property. This flow data was acquired from the City’s water distribution model due to drought and water use restrictions for flow testing hydrants. The existing hydrants were modeled as pumps connected a theorical reservoir at the same elevation as the pumps to model the connection to the City of Bozeman’s water supply system. Fire flow requirement were then applied to the proposed hydrants in accordance with Section 8.2.3 – DEQ Circular 1. The model indicates adequate pressure in accordance with Section 8.2.1 – DEQ Circular 1. The existing system and proposed fire hydrant lead pipes are designed with diameters meeting or exceeding the requirements of Section 8.2.2 – DEQ Circular 1. 8.3 Valves The proposed hydrants valves and tapping tees valves will allow for sufficient isolation of the system components. The proposed hydrants can be services without shutoff to system customers. 8.4 Hydrants The proposed hydrant locations have been approved and meet the fire code adopted by the State of Montana. The proposed hydrants valves, nozzles and lead pipes meet the requirements out lined by this section of DEQ Circular 1. The hydrant drains will not be connected to proposed sanitary sewer or storm drains and will drain directly to washed gravel backfill. As with many areas within the City of Bozeman, the project is located in area known for seasonal high groundwater. The proposed dry barrel hydrant will be installed with the manufacture’s installed weep hole, designed to drain to washed gravel per the Montana Public Works Standards and Specifications and the City of Bozeman Modifications to MPWSS. Seasonally high groundwater is not anticipated to negatively effect the drainage of the hydrant or provide a point of system contamination. KAGY CROSSROADS SUBDIVISION – WATER AND SEWER DESIGN REPORT January 22 #210228 6 8.5 Air Relief, Vacuum Relief, and Combination Air/Vacuum Relief Valves No such valves are proposed with this project. 8.6 Valve, Meter and Blow-off Chambers No such chambers are proposed with this project. 8.7 Installation of Mains The project will be installed per the most recent versions of the Montana Public Works Standards and Specifications, the City of Bozeman Modifications to the MPWSS and the City of Bozeman Design Standards and Specifications. Based on these standards the project will meet the requirements of Section 8.7 – DEQ Circular 1 for pipe bedding, cover, blocking, pressure and leakage testing, disinfection, external corrosion and separation from other utilities. No fusible pipe is proposed with this project 8.8 Separation of Water Mains, Sanitary Sewer, and Storm Sewers The proposed water main and fire hydrant lead pipes meet the requirements of Section 8.8 – DEQ Circular 1. Minimum separation from Sanitary Sewer, Storm Sewer, other Water Mains, other utilities and other sources of contamination will be maintained. 8.9 Surface Water Crossings No surface water crossings are proposed. 8.10 Cross-Connections and Interconnections There is no potential for cross-connections or interconnections with this project. 8.11 Water Service Connections No water service connections will be made to the hydrant lead pipes. Fire and water service connections are proposed to serve the two apartment complexes 8.12 Service Meters Each proposed building will have service meters installed. 8.13 Water Loading Stations No water loading stations are proposed with this project. 8.14 Water Main Abandonment No water mains are to be abandoned with this project. 8.15 Temporary Water Distribution No temporary water distribution is planned with this project. KAGY CROSSROADS SUBDIVISION – WATER AND SEWER DESIGN REPORT January 22 #210228 7 13) DEQ CIRCULAR 2 - CHAPTER 30 – DESIGN OF SEWERS 31.0 Separation of Clear Water No rain water or foundation drain water is designed to be discharged into the municipal wastewater sewers. 32.0 Design Capacity and Design Flow Sanitary Sewer Configuration The proposed project consists of 59 dwelling units that will be serviced by two 4” sanitary sewer services. The proposed 4” sewer services will convey sewer flow to a proposed 8” sanitary sewer main that serves the project. This 8” sanitary sewer main will be connected to the existing 8” sanitary sewer main with a proposed cut-in manhole located in the public access and utility easement that extends south from Kagy Boulevard. The City of Bozeman has verified adequate downstream sewer capacity for the project. The Peak Flow rate for the sanitary sewer flows generated by the project were calculated using the City of Bozeman’s generations rate of 65 gallons per capita per day (GPCD) and the population of 2.17 people per dwelling unit. These values were multiplied by a peaking factor as calculated by the Harmon Formula. Calculations are for the peak sanitary sewer flow estimates are included below in Table 32.0-1. The capacity of the main was analyzed using Manning’s equation for open channel flow. The 8” PVC pipe was assumed to have minimum slope and maximum capacity of 75% of the full flow of the pipe. The pipe capacity calculations are below in Table 32.0-2. Slope = 0.004 ft/ft Area = 0.3491 ft2 Perimeter = 2.0944 ft Hydraulic Radius = 0.1667 ft Qfull = 0.7643 cfs Q0.75 = 0.5732 cfs Q0.75 = 257.3 gpm Table 32.0-2 – Sanitary Sewer Service Capacity 33.0 Details of Design and Construction The proposed 8” sanitary sewer main meets the requirements of minimum size and depth for sewer mains. Buoyancy for the 8” sanitary sewer main is not anticipated to be a problem based on the greater depth of the existing sewer main that the project is connecting to. No steep slopes are proposed for the sanitary sewer main. The sanitary sewer main meets the minimum slope requirements for sewer mains. Installation, as well as pipe, joint and bedding materials will conform to the Montana Public Works Standards and Specifications and the City of Bozeman Modifications to MPWSS and therefore meet the requirements of Section 33.0 – DEQ Circular 2. 34.0 Manholes The proposed manholes meet the minimum requirements for location, diameter, flow channel and bench geometry and water tightness. 7.5’ deep manholes are anticipated to be the worst-case scenario for this project. The manholes will be installed per the Montana Public Works Standards and Specifications and the City of Bozeman Modifications to the MPWSS and therefore meet the requirements of Section 34 – DEQ Circular 1. 35.0 Inverted Siphons No inverted siphons are proposed. 36.0 Sewers in Relation to Streams No stream crossings are proposed. The project has adequate horizontal separation from any stream.
