HomeMy WebLinkAbout011_CommentsResponseLetter MEMORANDUM To: Nakeisha Lyon From: Danielle Scharf Date: 2/2/2022 Reference: Glen Lake Rotary Park Improvements - Master Site Plan Application 21199 The following paragraphs provide a written response to the comments provided by the City of Bozeman on December 3, 2021, regarding Sanderson Stewart’s Master Site Plan application for the Glen Lake Rotary Park Improvements. Engineering Comments Storm Water 1. The applicant must provide a storm drainage facilities maintenance plan meeting all the requirements of DSSP II (B) (5). The applicant stated that a maintenance plan was provided in the drainage report but the maintenance plan was not included. Response: The maintenance plan has now been included with the drainage report. 2. The applicant must address the comments in the attached documents. a. Minutes? Response: Updated as requested. b. Some of the labeling, call-outs, and site features appear to be hidden under the asphalt layer. Response: All labeling has been brought above the asphalt for readability. c. The narrative on Page 4 says 4” pipe at 0.56%. Response: Pipe diameter and slope have been updated since previous application submittal. d. The narrative reports these conditions for Phase 2/3. Response: Outfall pipe labels have been updated. e. The applicant must clearly indicate whether the required ditch depth is available at the culvert locations to contain the headwater depth. February 2, 2022 2 Response: HY8 calculations for the headwater depth are included in the Storm Report showing they won’t overtop the ditch. f. Discharge should begin at the invert elevation volume. In this case, 3260 cubic feet. Response: The invert is set to the bottom of the pond. g. DSSP Section II.D – Discharge piping shall be a minimum of six inches in diameter and able to convey the 25-year storm event. Response: All piping has been updated to a pipe meeting the 6-inch minimum and able to convey the 25-year storm event. h. A discharge structure compliant with DSSP Section II.D must be provided for both ponds. Response: The structure is included in Detail on sheet C5.2 of Phase I Site Plan sheet set. This structure will be reused for Phase 2 and 3. Code Provisions 1. BMC 38.220.020 - The Montana Department of Fish, Wildlife & Parks, SCS, Montana Department of Environmental Quality and Army Corps of Engineer's shall be contacted regarding the proposed project and any required permits (i.e., 310, 404, Turbidity exemption, etc.) shall be obtained prior to site plan approval for each corresponding phase. Response: No waterbodies will be impacted as part of Phase 1. The necessary environmental permits be obtained prior to Phase 2 and 3 site plan submittals. 2. BMC 38.410.130 (A) (1) Water rights - The applicant must contact Griffin Nielsen with the City Engineering Department to obtain a determination of cash-in-lieu of water rights (CILWR) for any water usage increase associated with the site plans for future phases. CILWR must be paid prior to site plan approval for each phase. Response: Through coordination with Griffin Nielsen it has been determined that CILWR are not required for the Phase 1 improvements because the existing well will be the irrigation source for that phase. CILWR estimates will be provided for future phases with future site plan applications. Northwestern Energy Comments 1. The NWE Project Engineer assigned to the proposed master site plan is Nick Haag, Nicholas.Haag@contractor.northwestern.com. 2. Applicant has been working with NorthWestern Energy and NWE project engineer on relocates and new utility needs. Continue to work with NWE project engineer Nick Haag. February 2, 2022 3 Response: The current site plan has been forwarded to Nick Haag with a request to continue the discussion about the desired location for the rerouted underground power line. 3. With the need to relocate utilities submit an application on line months in advance before needed construction to allow the NWE project engineer time to complete a design to meet the future needs of all phases of the project. Response: An application will be submitted now that the size and location of stormwater ponds are being finalized. 4. Landscaping. No large, deep rooted trees or bushes will be allowed within the 10-foot utility easement. No large trees reaching heights of 15-feet or taller will be allowed under any overhead distribution lines. All other approved landscaping will be placed so as not to damage, prevent or hinder operation and maintenance of NWE utilities. Response: Once the location of the reroute has been determined, the Master Landscape Plan and Phase 1 Landscape Plan will be updated as needed to ensure that no large trees will be located in the new utility easement. 5. Utility easements. Any extension of gas main or electric primary will need to be installed within an easement. To establish the needed utility easement locations the NWE project engineer will help to establish these locations using the latest site plan and finalized location of gas and electric meters. If an easement shall need to cross property other than the applicants, negotiations and costs between other landowners for such easements is entirely the applicant’s responsibility. Response: We will coordinate relocation of the easement once the location of the reroute is determined through coordination with NWE.
