HomeMy WebLinkAbout012 PPPP SUBDIVISION PRELIMINARY PLAT CHECKLISTSUBDIVISION PRELIMINARY PLAT REQUIREMENTS After the requirement for a pre-application review has been satisfied, you may submit a subdivision application within one year of the date of the city’s written comments from the pre-app. These requirements are mandatory per BMC 38.220.040. Subdivision Preliminary Plat Checklist Page 1 of 3 Revision Date: January 2021 SUBDIVISION STATISTICS Subdivision Type: First Minor Subdivision from a Tract of Record First Minor Subdivision from a Tract of Record with Variance Second or Subsequent Minor Subdivision from a Tract of Record First Major Subdivision Total Number of Lots: Lots by Proposed Uses: Residential, single household Industrial Residential, multi-household Common Open Space Townhouse/Rowhouse Planned Unit Development Open Space Condominium Unit City Park Manufactured Home Space Restricted Development Commercial Other (i.e. Recreational Vehicle Space): DIGITAL SUBMITTALS & NAMING PROTOCOL 1. All materials must be a JPEG or PDF. No individual files will be accepted that are larger than 20 MB. Files that are larger must be broken down into smaller files. Ensure that layers are flattened. 2. The digital copies must be separated into two categories: Documents and Drawings. a. The Documents folder should include items such as application forms, narrative, response to City comments, supplemental documents, technical reports, easements, legal documents, etc. b. The Drawings folder should include items such as site plans, civil plans, landscape plans, photometric plans, elevations, etc. All drawing files must be drawn and formatted for a 24” x 36” sheet file or 11” x 17” sheet file. Plan pages shall be properly oriented in landscape mode. 3. Naming protocol. Each individual document or drawing sheet must have a proper name and date. Ensure that each file name isn’t too long, doesn’t have any spaces (use capital letters to delimit words), and includes the name of the item. a. Documents should be labeled as such: CONRApplication_05232020, Narrative_05232020 or StormwaterReport_05232020 b. Drawing sheets are required to be listed individually and in sequential order. Each drawing should be categorized based on its content: i. Architectural Drawings – A. Example: A100SitePlan_05232020 ii. Civil – C. Example: C100CivilPlan_05232020 iii. Landscape – L. Example: L14Landscape_05232020 iv. Electrical – E. Example: E01PhotometricPlan_05232020 APPLICATION SET 1. Complete and signed development review application Form A1 and top of PP form filled out. 2. Project narrative describing the project type, proposed use scope, type of buildings, and intent. The narrative must include a response to the City’s pre-app plan review comments. 4 44 SUBDIVISION PRELIMINARY PLAT CHECKLIST Subdivision Preliminary Plat Checklist Page 2 of 3 Revision Date: January 2021 3. If the overall development plan is to be developed in phases, provide a phasing plan. 4. A written statement describing any requested subdivision variance(s) and the facts of hardship upon which the request is based. Refer to 38.250.080, BMC and the SVAR Checklist. 5. Covenants, Restrictions, and Articles of Incorporation for the Property Owners’ Association. 6. Encroachment permits or a letter indicating intention to issue a permit where new streets, easements, rights-of-way or driveways intersect State, County, or City highways, streets or roads. 7. A letter of approval or preliminary approval from the City of Bozeman where a zoning change is necessary. 8. Provision of maintenance of all streets (including emergency access), parks, and other required improvements if not dedicated to the public or if private. 9. A Noxious Weed Management and Revegetation Plan approved by the Weed Control District for control of noxious weeds. 10. A preliminary platting certificate prepared by a Montana title company. 11. A draft of such other appropriate certificates. 12. Profile sheets for street grades greater than five percent. 13. Property owners’. A certified list of adjoining property owners’, their mailing addresses and property description, including property owners’ across public rights-of-way and/or easements. 14. When a subdivision does not qualify for the certification established in 38.240.100, the subdivider must provide information regarding sanitation set forth in MCA 76-3-622. 15. List of waivers granted from the requirements of 38.220.060, BMC during the pre-application process. a. Surface Water b. Floodplains c. Groundwater d. Geology, soils and slope e. Vegetation f. Wildlife g. Historical features h. Agriculture i. Agriculture water user facilities j. Water and sewer k. Stormwater management l. Streets, roads and alleys m. Utilities n. Educational facilities o. Land use p. Parks and recreation facilities q. Neighborhood center plan r. Lighting plan s. Affordable housing t. Miscellaneous PLAT SHEET REQUIREMENTS 1. Use a conventional scale such as 1:20 or 1/4:1. 2. Plans/drawings must not contain disclaimers such as “Not to Scale” or “Preliminary” and “Not for Construction”. 3. Subdivision block, tract, and lot boundary lines with numbers, dimensions, and areas for each block, tract and lot. 4. Title Box Requirements: drawing name, sheet name, date. 5. Location of project/development by street address/legal description Subdivision Preliminary Plat Checklist Page 3 of 3 Revision Date: January 2021 SUBDIVISION PRELIMINARY PLAT CHECKLIST REQUIRED FORMS A1, N1, SVAR (if variance is requested) 6.Compass rose or an arrow indicating which direction is north. 7.All appropriate certificates per 38.240.400, BMC. 8.Embankments, watercourses, drainage channels, areas of season water ponding, areas within the designated floodway, marsh areas, wetlands, rock outcrops, wooded areas, noxious weeds and areas of active fault. Include copies of any permits listed in Section 38.220.020, BMC, Streambed, streambank and/or wetland permits. 9.The approximate location of significant drainage features. 10.The location and size of existing and/or proposed streets, roads, and alleys within the subdivision. 11.Existing and proposed utility, water, sewer, and facility lines on the lot and/or adjacent to the lot. 12.Location, size, and depth of sanitary and storm sewers, water mains, and gas lines. 13.Location of fire hydrants, electric lines, telephone lines, sewage and water treatment, and storage facilities. 14.Zoning classification within the proposed subdivision and adjacent to it. 15.Ground contours at 2-foot intervals if the slope is under 10 percent; 5-foot intervals if the slope is between 10 and 15 percent ; and 10-foot intervals if the slope is 15 percent or greater. 16.If the improvements required are to be completed in phases after the final plat is filed, the approximate area of each phase shall be shown on the plat. 17.All streets, roads, alleys, avenues, highways, and easements; the width of the right-of-way, grades, and curvature of each; existing and proposed road and street names; and proposed location of intersections for any subdivision requiring access to arterial or collector highways. 18.Lots to be dedicated or reserved as City parkland, common open space, or other public areas; with boundaries, dimensions, and areas. 19.The names of adjoining platted subdivisions and number of adjoining certificates of survey. 20.An approximate survey of the exterior boundaries of the platted tract with bearings, distances, and curve data indicated outside of the boundary lines. When the plat is bounded by an irregular shorelines or a body of water, the bearings and distances of a closing meander traverse shall be given. 21.The approximate location of all section corners or legal subdivision corners of sections pertinent to the subdivision boundary.
