HomeMy WebLinkAboutCorrections Letter 21-238Page 1 of 2 July 23, 2021 Lesley Miller Ensitio Design 627 East Peach Street Bozeman, MT 59715 RE: 417 West Story Street Remodel– Application 21-238 Dear Lesley Miller, The Department of Community Development received the above-referenced Historic Neighborhood Certificate of Appropriateness (NCOA) application on June 23, 2021. Staff reviewed the application in accordance with the submittal checklist and Chapter 38.340 of the Bozeman Municipal Code (BMC) and the supplemental guideline document entitled Bozeman Design Guidelines for Historic Preservation & the Neighborhood Conservation Overlay District. Please address the following questions & corrections: 1. General Comment(s). a. Please clarify whether the ADU is existing or not and provide consistency upon this clarification between all plan sheets and submitted documents. i. From the demolition plans, it appears this space was previously a loft which didn’t feature any kitchen space, therefore this would not be considered an ADU (i.e. A1 Form and Site Plan Sheet states the ADU is existing, and the narrative states it is proposed). 1. Please provide this clarification and correct any conflicting information accordingly. b. The plan sheets denote that the drawings are not for construction. i. Please remove this language as this approval is applicable to the land entitlement and any associated building permits. 2. Sec. 38.360.030, Sec. 38.360.040. Accessory buildings, uses, and equipment, ADU use table in residential zoning districts. a. The right of way width for the alley was not indicated in the site plan. i. Please indicate the right of way width for the alley to ensure adequate backup maneuverability is provided. b. The demonstration of the limit of accessory structures to a maximum of 40% of the lot area between the principal building and the rear lot line was not included in the application. i. Please provide calculations to ensure that the proposed structure does not occupy more than 40 percent of the area of the lot located to the rear of the principal building as denoted in Sec. 38.360.030.J. 3. Sec. 38.400.100. - Street vision triangle. a. A street vision triangle is not indicated for the intersection of the driveway/paved area and the alley in the rear of the subject property. i. Please demonstrate this standard in accordance with Sec. 38.400.100.C Page 2 of 2 of the BMC. 4. Sec. 38.540.020. - Stall, aisle and driveway design. a. The application plan set denotes two parallel parking spaces to be provided for the required parking, however, said dimensions are not in conformance with the BMC. i. Please revise the indicated parallel parking spaces along the subject property in accordance with Sec. 38.540.020.E. 417 West Story Street is located within the Neighborhood Conservation Overlay District (NCOD) and the Cooper Park Historic District. The existing principal dwelling unit and outbuilding have been surveyed for historic integrity and their presence and contribution to the district are contributing elements to the district as historic integrity has been retained and the buildings were constructed during the Civic Phase of the City of Bozeman. Nonetheless, the structures have no historic significance. As the property is located within the above mentioned NCOD and applicable historic district, Sec. 38.340 of the BMC and the Design Guidelines for Historic Preservation & the Neighborhood Conservation Overlay District are applicable. After a review of the proposed renovation, rehabilitation, and preservation for 417 West Story Street, Community Development Staff has found components of the design does comply accordingly with the standards and provisions listed above. The additional information we require, specified above, and must be submitted to the Planning Division for review prior to being considered for NCOA approval. Revisions must be accompanied by a Revisions & Corrections (RC) form which can be found on the City of Bozeman website, on the Planning webpage under “applications” and “development applications” in the panel on the left-hand side of the screen.
