HomeMy WebLinkAbout21- RPPD What We HeardFinding a Spot: RPPD – 1/25 – “What we heard” Summary Community Values & Guiding Principles - General alignment with values and guiding principles - Safety was expressed as a value and should be added as a guiding principle - Sustainability and climate goals supported, perceived by some as justification for not unlocking available parking in residential areas to commuters - High value expressed for active transportation, walkability o “Love neighborhood walkability and proximity to so many great parts of town: campus, College Ave, businesses, midtown, and downtown.” - Fiscal responsibility supported by residents through the use of citation revenue to cover costs of district enforcement - Support for data-driven decisions and data and decision making transparency o “Data-driven decisions are good, but I would like to know more about where that data might be coming from and how the data is guiding the decisions” What’s working: - Parking is available in front of or near resident’s homes - District has resulted in less traffic, circulation, congestion in neighborhoods What’s not working - Budget transparency and financial structure of program - Data availability and transparency - Consistency of enforcement - Difficulty with visitor permit system & technology - Suspicion about City’s motives (making money vs fiscal sustainability) - Lack of trust in staff, Parking Commission - Lack of collaboration with MSU Parking Services What are we not asking? Other themes noted - Is there/should there be a hierarchy of Values/Guiding Principles? Climate vs Community vs Equity etc. - Underutilized parking supply should be made available either through the dissolution of the district or the sale of commuter permits - The program pushes the problem (high non-resident parking demand) right outside of the boundaries resulting in neighborhood requests to expand the district onto their streets - Management of "high users" (e.g., apartments/sororities/fraternities) that place lots of vehicles on the streets at a proportion that is not consistent with the residential norm in the district - Issues around game day/MSU events - How to get more people to buy permits?
