HomeMy WebLinkAbout003 BART Farm Water Service Schematic Design w comments 01 04 2022January 26, 2021 Loras O’Toole, PE University Engineer Engineering & Utilities University Services Montana State University PO Box 172760 Bozeman, MT 59717 Re: PPA 20-0116 AES BART Farm City Water Service Schematic Design Phase Dear Loras: The purpose of this letter is to provide the results of the schematic design phase for the water meter project to provide bulk water service to the BART Farm area of campus. General Project Description The goal of the project is to provide a connection point to the City of Bozeman’s water system to provide bulk water service to this area of campus. This requires a water meter with a backflow prevention device. Based on early project input it was determined that this equipment should be housed in a building to allow for ease of operation and maintenance and to avoid problems associated with locating the equipment in a buried vault in an area of high groundwater. The general location for the meter was selected as the southwest quadrant of the intersection of BART Farm Road and the entrance road to the Miller Pavilion. The proposed location and general piping arrangement are shown on the attached Exhibit A. Evaluation of Existing and Future Water Demands Fixture unit counts were used in estimating peak water demands as follows: • A fixture inventory was previously completed for the Horticultural Farm Building and Farrier School Building which identified 9 Fixture Units (FUs) and 10.5 FUs respectively. • Based on MSU maps it appears that there are three additional buildings in the area that have water service including the BART Farm Shop, the Nutrition Center, and the Graduate Art Studio. Based on available floor plans the range in estimated FUs in these three buildings is from 9 to 22.5 with an estimated total of 44.5 FUs. • The long range master plan shows an additional 3 buildings in the area with no specific use identified. Based on the other uses at the site it is estimated that each of these buildings would have on average 30 FUs per building for a total of 90 FUs. • The largest facility in the area is the Miller Pavilion which is currently served by City water and that configuration is not expected to change with this project. 02/01/22 21450 MSU AES Bart Farm Water Service Bldg. MOD • Potential other larger uses have been contemplated for the area. If this occurs, it is anticipated that either these will be served by main extensions from other locations on the City system or potentially be served by a combination of this proposed connection and a second connection to provide for redundancy. • Input was requested on the need for fire protection from this water service connection. At this time, there does not appear to be any funding or identified need for water service for additional fire hydrants or building fire sprinkler systems. However, it is proposed that the initial configuration of the meter connection support future additions for fire protection needs. • Based on the fixture unit analysis above, the estimated current peak demand is 35 gallons per minute. The range of future demands vary from 55 gallons per minute to 90 gallons per minute depending if flush valves are included in the future project or not. Water Meter Sizing For preliminary sizing purposes, a meter in the range of 2-inch would provide for the current and future projected demands. Depending on the timing of the potential connections it may be appropriate to install a smaller meter initially and then change it out 5 to 10 years in the future as connections are made. In order to size the meter for future fire flows, it is suggested to provide for a capacity in the range of 1,500 gallons per minute. The point of connection for this project is an 8-inch diameter main. Based on the design report for that project, the main can flow approximately 1,500 gallons per minute at a pressure of 70 pounds per square inch. In order to accommodate this range of flows, it is recommended to install 8-inch piping. In order to provide for this capacity a 6-inch meter and backflow control device would be adequate for this future use In the near term, it is proposed that 8-inch piping be stubbed into and out of the meter building and that the pipe, meter, and backflow control device be sized at approximately 2-inch in size. Preliminary Building Sizing In order to accommodate the proposed 8-inch piping, 6-inch meter, and 6-inch backflow preventer a building of an approximate size of 8 feet wide and 15 feet long is suggested using a straight run of pipe. The general location of the proposed building and the piping configuration to the building is shown on Exhibit A. The hedge between the road and the round stock pen would need to be removed or trimmed to accommodate the building location. Building Construction Types Three types of buildings were explored for the project. These include wood framed, masonry, and precast concrete. MOD Wood framed building with thickened slab foundation Pros – Cost Speed of construction Cons – Durability Longevity Masonry building with thickened slab foundation Pros – Durability Longevity Cons – Cost Speed of construction Limited bidders Difficult construction during cold weather Precast concrete building with thickened slab foundation Pros – Durability Longevity Speed of construction Cons – Cost Very Limited bidders Future revisions are difficult (new openings, etc.) Project Summary and Estimated Cost The base project proposed is a wood framed building with an electrical service, basic lighting, electric heat, ventilation, a water line connection to the City of Bozeman water main, a 2-inch water meter with backflow protection, and an 8-inch water line stub for future extension or as a point of connection. Construction costs, including a 20% contingency, are estimated to be $82,000. For professional services, design development and construction document phase services are estimated to be $21,000 and construction phase services are estimated to be $11,000. Total project costs therefore are estimated to total $114,000. If a masonry building is utilized the estimated cost increase is $23,000 and if a precast concrete building is utilized the estimated cost increase is $17,000.
