HomeMy WebLinkAboutCONFwaivor INDUSTRY Bozeman Pre-application Meeting April 8th, 2021 Attendees: Lance Lehigh, Brian Krueger, Scott Mueller, Ben Abbey, David Fine, Chris Naumann, Jason Winkler, Vinny English, Lucas Michieli, Amy Keil, Anna Russell, Andy Bedora, Diane Tolhurst Project Description: Pre-application meeting for advice and comments for a proposed Site Plan to construct of an approximately 90,000 GSF modern office building and surface parking Site: INDUSTRY Bozeman, Technology Way The proposed development is located on a larger lot owned by Montana State University, spanning 41.9 acres on W College Street known as the MSU Innovation Campus. MINOR SUB 195B, S14, TO2 S, RO5 E, Lot c-1A, ACRES 4.896 Based upon the information presented at the pre-application meeting your project is granted a concept plan waiver, you may proceed with the submittal of a master site plan and/or site plan for this project. It is the applicant’s responsibility to design the site to meet code requirements. Applicant Questions 1. Can INDUSTRY Bozeman site specific ‘Site Plan Approval’ be granted prior to innovation Campus ‘Master Site Plan & Infrastructure Approval’ achievement? • Yes • The City can grant a conditional site plan approval. • You can submit a concurrent building permit while site plan is being approved, once your application gets to adequacy and following DRC review • You can’t pull building permit until you have planning entitlement and concurrent construction approval. o Without infrastructure phasing via MSUIC master plan there may need to be further discussions on what can be approved at what time. o Site plan concurrent construction is recommended. o Concurrent review – Building permit application may be submitted before planning approval of the site plan with a concurrent review agreement that the City can provide. The permit cannot be issued until concurrent construction is approved if all infrastructure (Streets, water, and sewer) to support the project has not been accepted and installed. 2. Can INDUSTRY Bozeman be granted Temporary Certificate of Occupancy, or a Certificate of Occupancy prior to Technology way being dedicated back to and accepted by the City of Bozeman? Page 2 of 4 • There may be an opportunity to phase the infrastructure into your site to allow construction of the building at the same time that Technology Boulevard is being constructed. • Everything that serves into the site has to be accepted and installed prior to occupancy. o As long as you have 2 points of access to your site you may be ok – Much is contingent on the proposal and phasing to install infrastructure that will come with the MSUIC master plan. o Infrastructure needs to be completed prior to CO – but there are options/flexibility that may help you occupy your building when other MSUIC infrastructure is being installed, such as Garfield Avenue. We won’t know until we see the MSUIC master plan infrastructure phasing proposed. 8. Utilities may minimize or prohibit planting trees along the north property setback to meet the landscaped buffer and screening requirements. What other screening treatments would be acceptable along W College St.? • Yes there are departures available for that type of block frontage issue. • Can consider options o Install berms, small ornamental trees, architectural screens. o 10 ft. of separation between infrastructure and plantings is required o Must screen parking lot from street under mandatory landscaping provisions.  Typically shrub species. 11. Please clarify what level of schematic design shall be required to adequately propose a second future development phase as part of the onsite Master Site Plan submittal. • Acceptable level – pretty flexible o We can grant as much entitlement as you want o Still have to submit a site plan with finer detail following master site plan approval. o Could potentially show a footprint, where parking goes offsite, front of building, pedestrian circulation, vehicular circulation, open space  Then submit site plan with actual design of buildings at finer detail at the time your ready to construct that phase. 13. Please advise what standards the City of Bozeman shall require for the use of an above grade detention pond into the landscaping buffer when compared to a below grade 'Storm Tech' style drainage solution • Above grade surface detention – o Water quantity standard o Quality – treat 80% of suspended solids o Montana post construction BMP standard offers guidance on how to design • Storm tech traditional below ground – o Fine with this Page 3 of 4 o Try to locate ground water levels at site o May need to show seasonal high ground levels o Make sure these features are accessible for maintenance • If street is going to drain into Technology Way – need to consider how storm water drains from site to road • Try to collaborate with MSU Master site plan and how they are laying out that area o Is Tech Blvd being accounted for with MSP? o Need to account for this site if it’s not 17. Please advise regarding any specific requirements for the Adjacent wetlands known and marked on the attached survey. • Are there wetlands on site? o Outside of site boundary o Responsibility of MSUIC, required to put in pathway, and maintain road, water course set backs o This will get picked up at the time of review o If boundaries have shifted they will need a new wetland delineation. Wetland delineations are valid for five years o Watercourse setbacks extend from adjacent wetlands – need to be aware of where those setbacks are and where wetlands are located o Need to find out who is responsible for which part of each site – work with MSU Icampus to determine responsibility 20. Will this project require preparing a Traffic Impact Study? • Provide peak trips and total traffic volumes, engineering wants to see these numbers 23. If required is it an option to pull utilities directly from College St? • Initially don’t see a problem why you couldn’t pull utilities o Need street cut permit • Not sure if buried fiber will become an issue o Don’t know of any restrictions at this time • MDT correspondence may be necessary, MDT has jurisdiction over College Street in that location. • Detailed utility plan may be required – need to be clear on where those utilities are at • No requirement to pull utility service from primary source • Screening utilities – don’t require transformers to be screened o Screening integration of utilities on the building o Get working clearances for utilities at building 25. Determine if we can receive building permit before completion and dedication of Technology Way • Concurrent construction is available – additional level of coordination and request Page 4 of 4 o Need to see the phasing of MSUIC of streets and infrastructure o Already have to have streets, water, and sewer to site – Tech Blvd. needs to be completed to have access to your site o Secondary access would need to be open and available o The request would be for site plan concurrent construction is under BMC 270.030.C.1.c. • May be able to consider the Innovation campus as one site with this development, rather than separate development. o would need to see proposals and plan that provides that information 26. Please provide guidance and input regarding Fire Department access at rear (Plan West) of building. • What you have proposed meets the min 150 ft. reach requirement o Need to go all the way to northwest corner o Type of construction – Easily go taller and using materials to allow you to do things bigger 27. Please provide guidance and input regarding fire department turn around conditions & required clearances with proposed site layout. • Be mindful of turning radiuses o Make sure there is enough snow storage 28. Please confirm Fire Department Ladder Access with max building height of 37' to top of wall is acceptable. • Yes, fire can get to the top of your building Please note: Comments are preliminary and based on the information provided. You are required to design the project to meet the requirements of the Bozeman Municipal Code.
