All application materials represent the departure as if accepted. Requested Departure Section: BMC 38.510.030.M.2.e Structured Parking Facility Development Standards: “Structured parking facilities must provide transparency along at least 50 percent of the linear length of the building’s façade. This may be achieved with windows, displays, building lobbies, building entrances, display windows, or windows affording views into the building. This requirement applies to both frontages of a building located on a corner lot.” Departure Request: Block 4 requests a departure on 50% transparency on W Villard St for a structured parking facility. This facade, W Villard St, achieves a 42.7% transparency and complies with secondary block frontage requirements for a mixed storefront frontage (40% minimum). Site specific constraints prevent the project from achieving 50% transparency along this frontage while maintaining human/pedestrian scale rhythm and Design Guidelines ‘clear order and comprehensive composite’ on elevations. Site specific constraints includes the utility easement at the northwest corner for Northwestern Energy and the public parking entry off W Villard St which was approved per North Central Master Plan application #20158, see CONR response 6. BMC38.510.030.M.2.f for further information. These constraints limit the available facade area for transparency and building elements to maintain integrated pedestrian scaled streetscape environment. It should be noted that when taken together, both W Villard St and N Willson Ave, Block 4 has a combined 55% transparency which goes above and beyond the required 50%. The design team believes that in compensation considering the building as a whole meets the intent of the code. Increasing the transparency to 50% on Villard would adversely impact the pedestrian experience and general welfare of the street frontage by sacrificing the brick and modular scaled details.
