North Central is sustainable and adaptable in that it maximizes the value of the robust
existing core infrastructure by intensifying underutilized property. The proposed
urban design of North Central will ensure that City taxes and user fees will more than
offset the long-term costs of infrastructure maintenance. Additionally, development
in the town core will ultimately reduce carbon footprint as walking, biking, rideshare,
and transit become feasible transportation alternatives. The accessible and flexible
grid of the town core infrastructure allows building use to adapt over time providing
long-term vitality to the project and neighborhood.
Through thoughtful design the site impervious area will not significantly increase.
On-site Low Impact Development (LID) will capture rooftop rainwater for infiltration
and permeable pavers will infiltrate site runoff. Based on meter readings from recent
similar development (Black Olive), water use is very efficient, averaging only 50 gallons
per day per residential unit. Irrigation water use is expected to be only 10 gallons per
day per residential unit. Theses uses are just a fraction of typical residential use and
achieve the community’s goals of wisely using its finite water resources.
North Central envisions minor upgrades to adjacent public streets, and water,
sewer, and storm drainage systems. The most extensive upgrades to public spaces
include streetscape improvements providing urban streetscapes that are vibrant and
welcoming and more subdued residential streetscapes where adjacent to existing
neighborhoods. Urban streetscapes include “storefront” sidewalks made up of
concrete sidewalks and permeable pavers, on-street parking, furniture, public bike
racks, street trees, and pedestrian scale lighting. Additionally, curb bulbs and mid-
block crosswalks are utilized in appropriate locations to emphasize pedestrian travel.
Storm drainage improvements are proposed to reduce impacts to pedestrian travel
in all seasons.
The site improvements consist of phased demolition and construction of new
buildings, service lines, franchise utilities, and site open spaces. All on-site parking is
concealed and located within the various buildings. The proposed site improvements
will provide inviting pedestrian pathways and open spaces around and through the
site. These open spaces will also provide convenient locations for trash collection,
franchise utilities, and on-site stormwater mitigation. Building access and curb cuts
are minimized to maintain valuable on-street parking. Proposed buildings will be
served by new services on the existing water and sewer network in the adjacent
streets. It is anticipated that some buildings will require new fire hydrants located
near Fire Department connections to the building fire suppression systems.
North Central infrastructure design will be developed in accordance with the City
of Bozeman Design Standards. More detailed infrastructure planning information is
contained in the full North Central Engineering Report included in the appendix.
