Ida Pre-Application Meeting April 13th, 2021 Attendees: Phillipe Gonzalez, Brian Krueger, Karl Johnson, Randy Visser, Diane Tolhurst Project Description: Pre-application meeting for advice and comments for Removal of an existing single family and replacement with a single family residence. Site: 424 N. Ida N. 25' of Lots 1-3 - Block 51 Northern Pacific Addition, City of Bozeman General Discussion • Guidance on path forward on property going over property lines o ROW abandonment was not allowed – per City Engineer o Applicant proposing a variance to setback – this would be a 100% variance and would need Commission approval • Best course of action – demolish house o Propose reduced set back through deviation not a variance o Non-conforming now – the code provision listed below allows you to replace house on this non-conforming lot  38.280.030 o Deviation deals with the setback (15ft front setback standard) – NCOA application would be required  If you do zero lot line, cannot have any openings on North side of building per building code • Work with Building to determine options  Recommend 3 ft. setback on North side o Front of building would have to be to the West  Primary Façade must face West • Make sure you meet requirements for infill with NCOD – try to maintain streetscape and character of neighborhood Engineering/Sidewalks • Street sections – no existing sidewalk in the areas o City Engineer to make determination on existing sidewalk conditions  Engineering will NOT require construction of the sidewalks at this time o Would not be required to put sidewalks past your residence • Engineering will require a waiver of right to protest a special improvement district for lighting, paving and subgrade material, fiber optic conduit, curb/gutter, sidewalk, storm drainage facilities, and traffic signals upgrades to Ida Ave from Fridley Street to E Peach Street and to Orange Street from Plum Avenue to Ida Avenue. o See attached waiver for reference Page 2 of 2 Commission • Commission Deviations advice – Speak thoroughly, with many examples with similar situations in the neighborhood o Budget enough time to get on the Commission o Think “Story telling” o Homeowner projects – retaining the neighborhood, enhancing neighborhood Please note: Comments are preliminary and based on the information provided.
