Story Street, Application 21-206 Dear Jillian Bertelli, The Department of Community Development received the above-referenced Historic Neighborhood Certificate of Appropriateness (NCOA) application on June 9, 2021. Staff reviewed the application in accordance with the submittal checklist and Chapter Sec. 38.340 of the Bozeman Municipal Code (BMC) and the supplemental guideline document entitled the Design Guidelines for Historic Preservation & the Neighborhood Conservation Overlay District. 616 W. Story is located within the Neighborhood Conservation Overlay District (NCOD) and Cooper Park Historic District. After a review of the proposed renovation and rehabilitation for 616 W. Story, Community Development Staff has found components of the design does not comply accordingly with the standards and provisions. Please address the following questions & corrections: 1. BMC 38.540.050. As an additional bedroom is being proposed, please provide parking calculations and show where they will be located on the site along with identifying the bedrooms on the floor plans. 2. BMC 38.340.070. Staff appreciates the thought that is going into the addition and how the impacts to the historic house are minimized. However, in order for us to support the deviation and further minimize the impacts, the north wall of the addition should be set back even further from the plane of the historic house. This will assist in further distinguishing between the historic house and the new addition. 3. NCOD Design Guidelines Chapter 3 – The proportions of the windows on the rear elevation are not similar to what is used traditionally in the neighborhood. It is understood that the function of the sunroom requires large windows, however, it is recommended that the windows on the bedroom addition and sunroom addition be divided up (i.e. split windows into 2 or 3, have larger trim in between). The additional information we require, specified above must be submitted to the Planning Division for review prior to being considered for NCOA approval. Revisions must be accompanied by a Revisions & Corrections (RC) form which can be found on the City of Bozeman website, on the Planning webpage under “applications” and “development applications” in the panel on the left-hand side of the screen.
