HomeMy WebLinkAbout16-1 - Streets, Roads and Alleys 2020-03-03Streets, Roads and Alleys This section is a response to the requirements of the City of Bozeman Unified Development Code 38.220.060. relative to streets and roads. Description Internal access for the development will be provided by extending Technology Boulevard West of Fowler in Phase 5. Technology Boulevard will be constructed to a 60-foot street section, cross section exhibit included in this section. Access to Arterials Access to the site is illustrated on the site plan. Modifications to Existing Streets and Roads No modifications will be made to existing roads. Dust All streets will be paved to provide long-term dust control. Dust created during construction will be controlled in accordance with the Montana Public Works Standard Specifications. Pollutions and Erosion Surface drainage is shown on the preliminary grading and drainage plan. Surface runoff will be treated by on-site detention/retention facilities. Erosion control plans will be prepared with the construction documents. All erosion control plans will be in accordance with state and local regulations. A permit for storm water discharges associated with construction activity will be required by MDEQ for all phases of the project. Construction sediment will be controlled in accordance with the standard practices described in the Montana Sediment and Erosion Control Handbook. Installation and Maintenance The applicant will pay for construction of all streets. All internal streets (Technology Boulevard, Harmon Stream Boulevard, and Chronicle Lane) will be privately maintained streets within public rights-of-way. Maintenance of the internal streets will be the responsibility of the Property Owner’s Association for such items as snow removal, cleaning, weed control, and asphalt repairs. Traffic Generation & Capacity The Traffic Planning Study for South 27th Avenue & the Montana State University Innovation Campus – Bozeman, Montana report prepared by Morrison Maierle is on file at the city. Bicycle and Pedestrian Pathways, Lanes and Routes An extensive system of trails, sidewalks, and bike paths will connect the “lifestyle center” portion of the project to parking areas, open space areas, outlying shops, restaurants, office buildings and adjacent properties. The concept promotes the pedestrians’ ability to easily access all portions of the project from common parking areas. The parking areas are placed between the “lifestyle center” and buildings and landscaping elements on the perimeter of the project to provide the maximum screening effect. Landscaping in the form of boulevard trees and integrated green space will enhance the urban setting. A trail system through open space areas along natural stream/wetland corridors will not only connect the portions of the project but also serve to connect the project to adjacent properties both developed and undeveloped. Additionally, bike lanes will be provided on all streets being installed with the project. Traffic Calming No traffic calming installations are planned.
