General Information This design report will give an overview of the proposed water main extension for the 36.36 acre development of Four Points Phase 2 (SE ¼, Section 34, Township 01S, Range 05E) located at the intersection of Cattail St and Davis Ln in Bozeman. The developed area in Phase 2 will be approximately 13.79 acres, which is zoned for high density residential (R-4) development, and the remaining 22.57 acres will be dedicated to wetland areas or common open space areas. The report includes a description of the proposed water system and design parameters. The proposed improvements are anticipated to be constructed spring of 2021. Once the water mains are constructed and approved, the mains will become a part of the City of Bozeman system. The procedures and parameters outlined in the COB Design Standards and Specifications Guide were used in the design of the water infrastructure for the proposed development. In addition, the following references were used in the preparation of this report: a. COB Design Standards and Specifications Policy, 2004. Addendum #7 b. Extent of Water Works System The proposed water works system will be served from the existing City of Bozeman water distribution system by a 12” main in Cattail St, and 8” mains in Kimberwicke St, Blondie St, and Veronica Way. This project will provide new mains and services to the proposed developable lots. At the time of this report, the site design interior to the lots has not been finalized. The proposed mains and services will be stubbed to allow for future looping within the lots. The proposed project in relation to nearby mains is displayed on the Water System exhibit in the Appendix. An overall map of the system from the 2017 Water Facilities Plan showing the proposed project in relationship to the entire system is also included in the appendix. C. Alternate Plans The desired alternative for the project is to connect to the existing City water system. This alternative is preferred by the City, is the most cost efficient, and provides the least amount of environmental impacts. D. Site Conditions The Four Points subdivision lies in northeast Bozeman, contains delineated wetlands which have been declared restricted wetland and common open space areas, and has slopes falling northward between 1% and 2%. There are no delineated floodplains in the subdivision. A geotechnical report was conducted for the entire Four Points Phase 2 Development in 2015 by Allied Engineering. In general, soil conditions consist of a layer of topsoil 1.0 to 3.5 ft thick followed by a layer of silts and clays between 3.0 and 13.5 ft depths, followed by alluvial sandy gravel. Groundwater was monitored on the site and seasonal high groundwater levels were observed between 2 and 5 ft below the existing surface. It is anticipated that significant dewatering efforts will be required for utility construction. E. Water Use Data The City of Bozeman establishes an average daily water use rate of 170 gpd per capita. The total number of persons per unit on average in Bozeman is 2.17 per 2010 census data. The project is zoned R-4, which is estimated to have 10.4 dwelling units per acre per Table V-1 of the City Design Standards. The developable acreage is 13.79 acres and the estimated design population is 311 persons. To match the sewer design report, a design population of 414 persons will be used. Based on this information, the estimated average daily demand of the proposed development is 70,400 gallons per day, or 49 gpm. In addition to the average daily demand, the water main extension must account for peak periods of daily use. Peaking factors are applied to the demand and account for these peak periods in daily use. The peaking factors used are maximum daily use and peak hour and are obtained from the City of Bozeman Design Standards. The following table summarizes the design demands. R-4 zoning allows apartment buildings and townhouses/rowhouses with five or more attached units. Based on this criteria, it is estimated that the buildings will have a gross square footage of 20,000 sf, be non- sprinklered, and have Type IIB & IIIB construction. Per the adopted 2015 International Fire Code, a 3,000 gpm flow is required for the estimated structure characteristics. There is an existing Four Points Phase 1 development within the subdivision that consists of 99 dwelling units. For modeling purposes, the estimated average day demand of the existing development is 25 gpm (99 units * 2.17 persons/unit * 170 gpcd). F. Flow Requirements A hydraulic analysis was performed using WaterCAD in order to determine operating conditions and available fire flow. The model was calibrated to system flow information provided by the City of Bozeman. The system flow data is included in the appendix. The analysis utilized the following criteria:  Hazen-Williams “C” Factor of 130  Minimum operating pressure of 20 psi  Maximum velocity of 15 ft/s in the mains under peak hour conditions  Fire flows evaluated during the maximum day demand event The WaterCAD model shows that the available fire flows range from 3,000 gpm to 5,000 gpm under the maximum day scenario. Therefore, the proposed water mains within the subdivision have adequate capacity for the maximum day demand plus fire flow and peak hour demand. No operating conditions were outside of the required conditions during the peak hour demand. A WaterCAD exhibit and reports for both the maximum demand plus fire flow and peak hour scenarios are included in the appendix. G. Conclusion Based on this analysis, the proposed 8-inch water main extensions for the development of Four Points Phase 2 provide adequate service to meet the fire flow plus maximum day demand and the peak hour flows for the development. The City of Bozeman will need to confirm that adequate supply exists within their system to serve the development. This project will require the approval of the City Engineer and MDEQ.
