General Information This design report will give an overview of the proposed water main extension and sewer service for the 3.007 acre development of the Courtyard Hotel by Marriott-Boothill located at 2168 Boot Hill Court. The report includes a description of the proposed water system and design parameters. The proposed improvements are anticipated to be constructed in 2021. Once the water main is constructed and approved, it will become a part of the City of Bozeman system. The report also includes a description of the anticipated sewer flow rates for the sewer service. The procedures and parameters outlined in the COB Design Standards and Specifications Guide were used in the design of the water infrastructure for the proposed development. In addition, the following references were used in the preparation of this report: a. COB Design Standards and Specifications Policy, 2004. Addendum #7 b. COB Modifications to Montana Public Works Standard Specifications (MPWSS), Addendum #3. c. DEQ Circular No. 1 d. City of Bozeman Zoning Map e. Uniform Plumbing Code f. City of Bozeman Water Facility Plan Update, July 2017 The developer’s contact information is: Bozeman Courtyard Hotel, LLC 1735 S 19th Ave STE B Bozeman, MT 59718 Water supply and wastewater treatment will be provided by the City of Bozeman. The system owner’s contact info is: City of Bozeman Public Service Department PO BOX 1230 Bozeman, MT 59771 B. Extent of Water & Sewer System The proposed water main extension will be served from the existing City of Bozeman 8” water main in Boot Hill Court. This project will provide a new 8” water main, fire, and domestic services to the proposed building. The sewer service will be provided by a new service on the existing 8” sewer main in Boot Hill Court. The proposed project is displayed on the Utilities exhibit in the Appendix. An overall map of the system from the 2017 Water Facilities Plan and 2014 Wastewater Facilities Plan showing the proposed project in relationship to the entire system is also included in the appendix. C. Alternate Plans The desired alternative for the project is to connect to the existing City water and sewer system. This alternative is preferred by the City, is the most cost efficient, and provides the least amount of environmental impacts. D. Site Conditions The existing site is an empty lot that slopes northward at about 1%. A geotechnical report was conducted for project 2019 by TD&H Engineering. In general, soil conditions consist of a layer of topsoil 0.9 to 1.2 ft thick followed by a layer of silts and clays between 4.0 and 7.2 ft depths, followed by alluvial sandy gravel. Groundwater was encountered on the site and was observed at depths ranging from 4.0 to 7.5’ below the ground surface at the time of the geotechnical investigation. E. Water & Sewer Use Data The City of Bozeman was contacted regarding estimated water use rates for hotels with a restaurant and bar. The City provided metered used data for a similar hotel in Bozeman at an average domestic water use rate of 64 gpd/room. The proposed Courtyard hotel has 117 rooms, therefore equating to an average daily flow rate of 7,488 gpd, or 5.2 gpm. Irrigation water will also be provided by the domestic water service. The annual irrigation amount was provided by the landscape designer, the amount is 229,194 gallons per year applied over a 24 week watering season. Converting this to a use rate yields or 1,364 gpd, 1.0 gpm. To be conservative, an irrigation peaking factor of 4.8 is applied to the use rate, for an average daily irrigation flow of 4.8 gpm. Thus, the design average daily demand is the irrigation flow plus the domestic flow rates, yielding about 10 gpm. In addition to the average daily demand, the water main extension must account for peak periods of daily use. Peaking factors are applied to the demand and account for these peak periods in daily use. The peaking factors used are maximum daily use and peak hour and are obtained from the City of Bozeman Design Standards. The following table summarizes the design demands. The proposed structure has a gross square footage of approximately 73,000 sf and will be sprinklered. For this building, with an assumed type IIA construction a fire flow of 4,000 gpm is required. This does not include an allowable reduction due to the sprinkler system. The 64 gpd/room water use rate was also utilized to estimate peak sewer flows for sizing of the sewer service and impact on the existing system. The City requires an infiltration rate of 150 gpd/acre to be included in the sewer flow estimates. At 117 rooms and a peaking factor of 4.2, the estimated peak hour plus infiltration flow rate is 22.4 gpm. A 6” PVC sewer service is proposed, and at a minimum slope of 2% the service has an estimated capacity of 324.8 gpm flowing at 75% full. The existing 8” main in Boot Hill Court was installed at a minimum slope of 0.87%, which has a capacity of 461.3 gpm flowing at 75% full. Sewer flow rate and capacity calculations are included in the appendix. F. Water Flow Requirements and Modeling A hydraulic analysis was performed using WaterCAD in order to determine operating conditions and available fire flow. The model was calibrated to system flow information provided by the City of Bozeman. The system flow data is included in the appendix. The analysis utilized the following criteria:  Hazen-Williams “C” Factor of 130  Minimum operating pressure of 20 psi  Maximum velocity of 15 ft/s in the mains under peak hour conditions  Fire flows evaluated during the maximum day demand event The WaterCAD model shows that the available fire flows range from 4,000 gpm to 6,000 gpm under the maximum day scenario. Therefore, the proposed water main extension has adequate capacity for the maximum day demand plus fire flow and peak hour demand. No operating conditions were outside of the required conditions during the peak hour demand. A WaterCAD exhibit and reports for both the maximum demand plus fire flow and peak hour scenarios are included in the appendix. G. Conclusion Based on this analysis, the proposed 8-inch water main extension for the development of the Courtyard hotel provides adequate service to meet the fire flow plus maximum day demand and the peak hour flows for the development. Additionally, the proposed 6” sewer service and existing 8” sewer main in Boot Hill Court have the capacity to handle the peak sewer flows. The City of Bozeman will need to confirm that adequate supply exists within their system to serve the development. This project will require the approval of the City Engineer and MDEQ. Irrigation water will be added from the landscape plan once known. The property is in the solvent site, so will use city water for irrigation. The subject property has a CILWR credit form platting. Amount paid at plat was 22.57 gal/yr/sqft, equating to a credit of 22.57*3.007 ac*43560 sqft/ac * 1AF/325851 gal = 9.1 AF. CILWR will be required if the total anticipated annual use is more than 0.25 AF above the credit amount. The amount paid is the difference b/w the anticipated use and the credit if the threshold is exceeded.
