Bozeman, Montana 59771 Phone: (406) 587-0721 Fax: (406) 922-6702 Written By: CMS Checked By: JAU Approved By: JAU PROJECT NO.: N:\3959\022\Design Docs\Reports\Water Report\Water Design Report.doc 2 Bozeman Gateway Subdivision – Phase 4 Water Distribution Design Report This section is a response to the requirements of the City of Bozeman Unified Development Ordinance, Section 38.220.060 and Section 38.410.090 relative to Water Supply and Fire Protection. 1 EXECUTIVE SUMMARY This report provides a basis for design of the proposed water distribution network for Phase 4 of the Bozeman Gateway. The water distribution system serving Phase 4 of the Bozeman Gateway development will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); The City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Fire Service Line Standard. The design report is to verify that there is adequate volume and pressure to supply domestic and fire service for all the buildings in the Bozeman Gateway Phase 4 development. The following design report follows the section numbering of Circular DEQ-1-Standards for Water Works, August 8, 2014 Section 1.1, Engineer’s Report. 2 GENERAL INFORMATION (DEQ 1.1.1) a. The Bozeman Gateway is located west of the existing Advanced Technology Park, with College Street and Huffine Lane along the north, the extension of Garfield Street along the South and Fowler Avenue along the west. This project is located within the City of Bozeman, Montana. See the vicinity map for location details. As a part of the original subdivision, an overall water plan was developed. The plan included extending approximately 821 feet of new 8 -inch Class 51 DIP water pipe which would connect the existing 8” water main lines between Phase 1 and Phase 3 along Technology Blvd West. This water main extension would provide water services for Phase 4. Each building will be serviced by a domestic water service and a fire service. This phase would also include (2) two new fire hydrant assemblies. b. The proposed water main infrastructure will be served by the City of Bozeman. c. Mitchell Development Group, LLC PO Box 738 Great Falls, MT 59718 d. System Owner City of Bozeman PO Box 1230 Bozeman, MT 3 3 EXTENT OF WATER WORKS SYSTEM, INCLUDING (DEQ 1.1.2): The water main extension is proposed to serve Phase 4 of the Bozeman Gateway development which includes 160 residential units with a commercial area of 4.57 acres in the B-2 zoning district. This water main extension will serve the buildout of the property. Adjacent phases are already served by existing water mains. 4 ALTERNATE PLANS (1.1.3) The alignment of the proposed main was chosen to meet the layout of the proposed development. Given the previously approved water main design, no alternate plans were considered. 5 SITE CONDITIONS (1.1.4) The proposed Bozeman Gateway Phase 4 is currently undeveloped agricultural land which slopes from south to north at approximately 1.25%. A site specific geotechnical report has been done for the Bozeman Gateway by NTL Engineering & Geoscience, Inc, January 16, 2003. The soils underlying the Bozeman Gateway Subdivision are similar to those found throughout Bozeman, typically dark colored loams underlain by gravel. Limitations to development are primarily depth to groundwater, bearing capacity, frost heave potential, shrink-swell potential and flooding. Engineering and common construction practices have proven that the limitations can be overcome successfully. 6 WATER USE DATA, INCLUDING (1.1.5): The water distribution system serving the proposed project will be designed and installed in accordance with the Montana Department of Environmental Quality (MDEQ) Circular No. 1; Montana Public Works Standard Specifications (MPWSS); the City of Bozeman Modifications to MPWSS; City of Bozeman Water Facility Plan; and the City of Bozeman Design Standards and Specifications Policy. The following section addresses the design capacity and flow requirements discussed in Section 8 of DEQ – 1. The capacity requirement for the water main extension is calculated as follows: Residential Flows 160 dwelling units 2.11 Persons per dwelling units (Bozeman Design Standards May, 2017 p. 48) 170 GPD per person (Bozeman Design Standards May, 2017 P. 45) Population = (2.11 persons/ DU)(160 DU) = 338 persons ADF = 338 persons x 170gpd/person =57,392gpd = 39.9gpm MDF = 2.3 x Avg. Day = 2.3 x 39.9gpm = 91.8gpm MHF = 3.0 x Avg. Day = 3.0 x 39.9gpm= 119.7gpm Commercial (B-2 zoning) ADF = 4.57 acres x 2000 acres = 9,140 gpd = 6.35gpm MDF = 2.3 x Avg. Day = 2.3 x 6.35gpm = 14.6gpm Max hour Flow = 3.0 x Avg. Day = 3.0 x 6.35gpm = 19.1gpm 4 Irrigation Demands: Based on the City of Bozeman’s Integrated Water Resources Plan September 2013, the 170 GPD per person includes all water use including irrigation. Total Flows: Average Daily Flow = 39.9 + 6.35 = 46.25gpm Max Daily Flow = 91.8+14.6 = 106.4gpm Max Hour Flow = 119.7+19.1 = 138.8gpm Fire Flow For the purpose of this report, we have conservatively assumed that 1,500gpm of fire flow will be required. The total water demand for the system includes the Maximum Daily Flow and the maximum required fire flow of 1,500gpm. The Maximum Daily Flow is calculated by multiplying the Average Daily Demand by a peaking factor of 2.3 as described above. Therefore, the following fire flow demand for Phase 4 is as follows: Total Fire Flow = 106.4gpm + 1,500gpm = 1,606.4gpm 7 FLOW REQUIREMENTS (1.1.6) Modeling Procedure Water modeling using the proposed water main locations has been input into WaterCAD V8i software to assess expected performance of the new distribution network. Water supply from the existing City water system has been modeled by a reservoir and pump at the intersection of Technology Blvd West and Harmon Stream Blvd and a reservoir and pump at the intersection of along West Garfield Street. Use of fire hydrant flow data and a reservoir/pump supply is a commonly used method to build a stand-alone model without reproducing the complete distribution system. The nearest hydrant tests were done by City Water Department staff on 8/16/2019 on hydrants located in Bozeman Gateway to the west of Phase 4. The results are as follows: Flow/Test Hydrant #2266/#2267 – Pitot of 84psi @ 1540gpm on a 2.5” nozzle, Static of 106psi and Residual of 100psi Flow/Test Hydrant #1912/#1913 – Pitot of 84psi @ 1540gpm on a 2.5” nozzle, Static of 100psi and Residual of 95psi The total water demand for the system includes the maximum daily demand and the required fire flow of 1,500 gpm as determined by the Insurance Services Office (ISO) criteria. The maximum daily demand is calculated by multiplying the average daily demand by a peaking factor of 2.3. The minimum pressure used for pipe main sizing was 35-psi during normal uses and no less than 20-psi residual pressure during fire hydrant full flow condition at any supply node. A “C” of 130 is used for the Hazen Williams pipe roughness factor. Modeling Results The model’s results indicate that 8-inch distribution main for Phase 4 of the Bozeman Gateway development will supply the needed maximum daily flow with fire flow while maintaining the 5 required 20-psi residual pressure at all points within the modeled area. Pressure during peak day ranges from 98psi to 105psi. Available fire flow ranges from 3,500gpm to 2,449gpm. The wastewater at the site will be conveyed to the City of Bozeman wastewater treatment facility. 14 FINANCING (1.1.13) Non-applicable 15 FUTURE EXTENSIONS (1.1.14) No future extension will be needed.
