JOB NO.: 98069.3 July 29, 1998 RLL--"EJVED AUG 0 INTRODUCTION The purpose of this study is to determine the capacity of the existing City of Bozeman sanitary sewer main as it relates to the proposed development of a 34-unit affordable apartment project in Lot 2, Minor Subdivision 162, Gallatin County, Montana. The parcel is being developed by Farmhouse Partners, Ltd.,2050 West Dickerson, Suite B,Bozeman, and is located just south of the intersection of Haggerty Lane and Ellis Street. The parcel is located in the SE 1/4, Section 8,T.2S., R.6E., Gallatin County, Montana. As requested by Rick Hixson, F.E., of the City of Bozeman Engineering Dept., flow monitoring was performed for a 2 week period at MH-E0212 on N. Rouse Avenue just south of I-90. ZONING The parcel is currently zoned R-0(Residential Office District). For the purpose of this report, the proposed conservative zoning R-0 will be used. (See plat, Appendix A) FLOW RATES No extensive work has been done to determine mean sanitary sewer flow rates for the different zoning districts in Bozeman. The flow rates used herein are according to the Sansys Sanitary Sewer Analysis program(Expertware Civil Systems Corporation)used in a preliminary report prepared for the City of Bozeman by HKM/MSE. (Appendix B). This report is not fully complete at the time of this writing, but is currently the best available guide. Using the City standard of 2.54 persons per dwelling unit, 34 units, the City's design generation rate of 117 gallons per capita per day and the Ten States Standards recommended peaking factor of 4.2, the estimated peak flow from the proposed development would be 0.06566 cfs (42,437 g.p.d. or 29.470 g.p.m.). SANSYS MODEL SANITARY SEWER FLOWS The sanitary sewer line that will serve the proposed development is an 8 inch line that runs along the west end of the development and runs north to Haggerty Lane. This line ties into a 10-in. diameter main and proceeds west along Haggerty Lane and with various other connections, it eventually ties into the main 20-1n. trunk sewer line on Rouse Avenue. The Sansys model shows this line to be over capacity at manhole E0212 at the location that is just south of Interstate 90 on Rouse Avenue indicated in Appendix B. According to the report prepared by HKM/MSE, manhole No. E0212 is shown to be exceeding capacity by 11 %. The report states the existing capacity is 6.67 cfs(2,993.50 gpm). The report also states that manhole GO133 is over capacity by 2%. This manhole lies between Manley Road and the Frontage Road in the Railroad right-of-way. Manhole GO134 lies just downstream of GO133 in the right-of-way. OBSERVED SANITARY SEWER FLOWS From 7/10/98 to 7/24/98 inclusive, flows were monitored in manhole No. E0212 using a Q- TRACKER'flow meter. The Q-TRACKER` system employs a sensor held in the bottom of the pipe linked to a data logger by cable. The manhole was monitored once daily to ensure proper operation. It was found that in the course of operation a small amount of paper products would become wrapped around the cable. When the obstructions were removed from the cable, the water level would drop more than 1-in. and the velocity would increase slightly. The deeper than normal flows combined with an uneven velocity distribution(due to backwater effects) resulted in higher than actual flow readings by as much as 0.3cfs. Flow depth and velocity measurements were taken every fifteen minutes. Minimum, maximum and average daily flows are also shown. (Appendix C) The system was installed on Friday July 10, 1998 and measurements began recording at 1:15 P.M. and the system was checked manually for accurate depth and velocity measurements. The actual readings of the Q-TRACKER`' system are shown in Appendix C. The actual readings are also graphed to show peak flows and low flows for each day. Initially the system was working fine from Friday July IO'h to Monday July 13'h until 11:15 P.M. At this time the velocity sensor became inaccurate. The velocity fell dramatically from 2.64 ft/sec to 0.73 ft/sec and we feel that the velocity and flow measurements should be discarded from 11:15 P.M. July 13`h to 3:00 P.M. July 14'h. We have provided a spreadsheet with revised velocities in Appendix D for this time period. Using these new velocities,we feel that the flow rate for this time period to be close to actual. The new velocities were assumed from previous days or following days height of flow vs. flow velocity data. The sensor that measures depth was also tested and readings taken during this time period were very accurate. The system did not take data for July 15"'because of system error. Again the system was recalibrated and again began taking readings at 4:00 P.M. July 161h. At this time the system started taking readings and the depth sensor was giving high readings. Initially the readings seemed fine but upon cheking the depth the next day, the depth measurement was about 2-in. too high. We tried recalibrating the sensor but were unsuccessful. We feel that the depth measurements from 4:00 P.M. July 16`h to July 20'were too high. The depth of flow during this time period was lowered t- in. to correspond with actual flows and shown in the spreadsheet in Appendix D. The report could not be changed from the time period of July 16'h to the 20"; but we have provided a spreadsheet and graphs to simulate actual flows for this time period. Again the system was recalibrated and began taking new readings and from July 21"at 10:15 A.M. to July 241h at 1:15 P.M. The measurements during this time period were accurate because of manual depth and velocity checking. The largest accurate recorded flow of 2206.01 g.p.m. (4.915 cfs)occurred on Monday July 13'h at 10:16 AM. Peak flows usually occurred in the morning or just before noon and ranged between 2017 gpm and the high of 2206 g.p.m.. Low flows usually occurred between 2 AM and 5 AM. The highest accurate depth measurement recording was 14.01 in. on July 14'h and the highest velocity was 3.56 ft/sec on July 17t'. The infiltration rate of the system was calculated from flow charts obtained from the Bozeman Wastewater Treatment Plant. To get a good representative sample of a high infiltration rate, we obtained a flow chart for a week that had a high amount of rain and with a high groundwater table (June 25"'to July 14`, 1997). The peak flows were compared to the l"week of our study(July 8`hto July 14`h, 1998). The flow charts are shown in Appendix F. The mean peak flows for both weeks were calculated as shown in the following formulas: All numbers are in MGD: June 25 -July 1, 1997 8.75 + 8.6 + 8.4 + 8.1 + 8.5 + 9 + 9 =60.35 mean average =60.35/7= 8.62 July 8 -July 14, 1998 7.1 + 6.75 + 6.9 + 7.1 + 7.1 + 7+ 7.3 =49.25 mean average=49.25/7= 7.0357 The percentage of increase during a high rain period comes to be as following: 8.62/7.0357 = 1.225 or 22.5% This 22.5% increase in infiltration inflow was added on to the highest peak flow of 2206 g.p.m. This increase results in 496.35 g.p.m. The highest peak flow of 2206 g.p.m with the increase in infiltration rate results in 2702.35 g.p.m. The qualitative analysis on manholes GO133 and G0134 is as follows: The depth of manhole G0133 was 13.5-in. and a velocity of 3 ft/sec at about 1:00 P.M. at July 24 and 8.5-in. for manhole G0134 with a velocity of 4 ft/sec. According to these measurements, we feel that the peak depth for both these manholes to be 1-in. higher. So the peak depth for G0133 to be 14.5-in. and 9.5-in. for G0134 with the velocities increasing 0.2 ft/sec for each. So the velocity for G0133 to be 3.2 ft/sec and 4.2 ft/sec for GO 134. No evidence of surcharging in these manholes was visualized. Manhole G0134 seemed to have a higher velocity than the other manholes witnessed beforehand. CONCLUSION The report by HKM/MSE states that capacity flows in manhole E0212 is 6.67 cfs(2,993.5 g.p.m.) and that the SANSYS analysis has the peak flow at the manhole at 7.42 cfs(3,330 g.p.m.) at 111% capacity. Actual flows were measured and a peak flow of 4.915 cfs (2,206 g.p.m.) was recorded. The highest increase in infiltration rate calculated to be 496.35 g.p.m. The total peak flow for the system comes to be 2,702.35 g.p.m. This Ieaves a remainder flow of0.6487 cfs(291.15 g.p.m.) for the proposed development. The proposed development would add 0.0665 cfs (42,437 g.p.d. or 29.470 g.p.m.)into the system leaving a surplus of 0.5822 cfs (261.29 g.p.m.) in the system. Based on this study, we feel there is sanitary sewer capacity for the proposed development.
