The road widening project will take place concurrently with the beginning of construction of Phase 1 of the apartment complex development. Permanent stormwater control will consist of sheet flow over an asphalt roadway/parking lot surfaces to underground infiltration chambers located on site. Stormwater controls along the improved section of S 19th Ave include two detention ponds that discharge at pre-development flow rates to adjacent waterways. Temporary BMPs include: Silt fence, earthen berms, and straw wattles will remain in place until vegetation has been established. Vehicle construction gravel pads; concrete washout areas; concrete containment area; material stockpile locations; trash receptacles; worker toilets; daily clean ups; biweekly inspections after storm events. Dewatering Activities (Part 3.6) Describe dewatering activities associated with the construction project. Identify the BMPs to be used to control dewatering activities and prevent discharges to state waters. Depth to groundwater varied 6.7' to 9.5' below grade. Water and sewer mains will be installed in September and October 2019, when groundwater levels are low and is not anticipated to be encountered in a significant way. A separate authorization for a Construction Dewatering General Permit is not expected at this time. Groundwater is not anticipated to be encountered during utility installation. If it is encountered, it will likely be a minimal volume and can be land applied in an undisturbed area on-site given the large amount of space available to this first phase of the project. Ma j o r C o n s t r u c t i o n A c t i v i t y BM P s Ph a s e I V - La n d s c a p i n g ( n o s i t e pl a n f o r P h a s e I V ) Major Construction Activity Schedule List the major construction activities identified in the table above and provide an estimated timeframe for each major construction activity. For each major construction activity, identify all construction activities that will occur during the proposed major construction activity. Section – Final Stabilization (Part 3.8) Identify the BMPs that will be used to achieve final stabilization. Information to be included is seed mix selection and application methods, soil preparation and amendments, soil stabilization practices, and any temporary BMPs. Section – Post-Construction Storm Water Management (Part 3.9) Identify BMPs that will be used to control storm water discharges that will occur after the major construction activities are complete. Include a description of applicable local requirements. Phase I - ~3 months. This includes clearing the site and stockpiling topsoil. Rough grading of site. S. 19th widening project. Phase II - ~3 months. Installation of all utilities, including water, sewer, storm. Phase III - ~18 months. Prepping subbase and base for asphalt and concrete curb and gutter. Paving and installing concrete for side, curb and gutter. Vertical construction. Phase IV- ~1 month for final stabilization. Landscaping includes seeding and planting of trees. Final stabilization will be successful when 70% of vegetation has grown. Final stabilization will include a local seed mix of: slender wheatgrass, western wheatgrass, tufted hairgrass, creeping spike, nebraska sedge, baltic rush, bluejoint reedgrass. Temporary BMPs like silt fence and curb inlet protection will be removed once final stabilization has been achieved. Post construction storm water management practices include sheet flow into the gutters, which will allow the storm water runoff to flow into the multiple underground infiltration systems. The vegetation along the perimeter of the site and within the site will encourage infiltration of runoff on site. Stormwater controls along the improved section of S 19th Ave include two detention ponds that discharge at pre-development flow rates to adjacent waterways. Section – Site Map (Part 3.10) Develop and attach the required SWPPP site maps and plans with the SWPPP. The site maps or plans must clearly indicate all the required information in Part 3. of the General Permit. This means SWPPP site maps must be of sufficient size, scale, and legibility. Section – Inspection and BMP Maintenance Procedures (Part 3.11) Select the inspection schedule for the construction project: Once every 7 calendar days Once every 14 calendar days, and a post-storm event inspection within 24 hours of the end of a rainfall event of 0.25 inches or greater, and/or within 24 hours of runoff from snowmelt Describe the inspection and maintenance procedures that will be used to maintain all erosion, sediment control, and other BMPs in good and effective operating condition. Identify how changes to the SWPPP will occur per Part 3.12 of the General Permit. If post construction BMPs will be used during major construction activities, include a maintenance plan that will transition the BMP from active construction to post construction. Section – Water Quality Controls for Discharges to Impaired Water bodies (Part ) http://w1.weather.gov/obhistory/KBZN.html The inspection procedures will follow the requirements of the General Permit. All required inspection locations will be visited and any required maintenance will be noted on the SWPPP. Any unintended discharge will be noted and conveyed to the contractor in order to make necessary maintenance repairs. The SWPPP and site map will be updated each visit to match existing conditions on site. Good communication is necessary between SWPPP Admin and contractor in order to keep stormwater discharge clean and sediment/pollutant free per the intention of the SWPPP. The E. Gallatin River is impaired for nitrogen and phosphorus per the DEQ CWAIC site. The majority of stormwater collected on site will be infiltrated on site in underground infiltration systems. A very small portion will discharge into roadside ditches and waterways and this water will have an opportunity to infiltrate into the ground and be filtered through on site vegetation. Section O - CERTIFICATION Permittee Information: This SWPPP must be completed, signed, and certified as follows: For a corporation, by a principal officer of at least the level of vice president; For a partnership or sole proprietorship, by a general partner or the proprietor, respectively; or For a municipality, state, federal, or other public facility, by either a principal executive officer or ranking elected official.
