HomeMy WebLinkAbout11 Written Narrative of Changes 8-21-202131 Graf Master Site Plan & Site Plan Resubmittal #2 Narrative of Changes MADISON ENGINEERING - CIVIL APPLICATION DOCUMENTS General – Updated the project name to “2131 Graf” on all revised documents. Form A1 – Updated the project name and other information on the form Project Narrative – Updated the narrative to account for one less Type A building Storm Water Management Design Report – The report was Updated per City Review Comments. Groundwater Monitoring data was added to the report. The underground detention/retention basins were updated as necessary to account for seasonal high groundwater. The Drawings with the report were updated per city comments. The stormwater basins were adjusted per the shift of the alignment of S 21st Ave. The report text was updated as necessary. The contours were adjusted on Basin 7 to reflect drainage into the proposed gravel detention infiltration systems. Water and Wastewater Design Reports – The reports were updated to reflect the change in total number of units. The sewer report was updated to estimate the flow rates into the existing Graf St Sewer. Cash in in lieu of Water Rights Agreement – The agreement was updated to reflect the changes in the total number of units. Brian Heaston was contacted and his revisions were incorporated into the agreement. Open Space Calculations & Exhibit – The calculations and Exhibit were updated to reflect the decrease in total units and alignment shift of S 21st Ave. Two new Future Phase open space areas were added along S 21st Ave adjacent to Bldg 13 & 16. The balconies on the Type A units were increased in size to a minimum dimension of 6’ and square footage greater than 36 square feet. The Type A balconies are now included in the open space area calculations. Parking Calculation – The parking calculations and requirements were updated to reflect the decrease in total units and shift of alignment of S 21st Ave. The excess parking spaces were converted to snow storage areas. Floor Area Ratio Calculations – The FAR calculations were updated to reflect the minor changes in areas of the net lot area due to the shift of the alignment of S 21st Ave and the loss of Building 14 (Type A). Proposed Park Development & CIL Summary – The Required Parkland Summary was updated per minor area changes and per parks department comments. Lantern Park Development and Maintenance Agreement – The Park’s department commented that revisions were required to the agreement. The parks department has been contacted to coordinate on the revisions but has not yet provided them. They will be provided as soon as they are available. Street, Trail, City Utility, NEW Utility Easements – The easements were updated per City comments, exhibits have been included for each easement. Arnold St Public Access Easement for connection to Discovery Drive – City engineering requested that documentation be submitted for the connection of Arnold St and Discovery drive which is part of the Nexus Point development to the north of the site. The public access easement for the connection has been provided. Deviation Request – The deviation request for the offset alignment on the Hope Lutheran Driveway has been removed from the application. CIVIL DRAWINGS General – Updated the project name to “2131 Graf” on all plan sheets. All buildings now have addressing shown throughout the plan sheets. C0.0 MASTER SITE PLAN COVER SHEET – Updated the sheet index to reflect which sheets had changes on this submittal with revision dates. Updated the project narrative per city comments and the subsequent minor changes caused by the alignment shift of S 21st. Updated the Park Land Dedication Tracking Table per Park’s department comments and minor area changes. C0.0 PHASE 1 SITE PLAN COVER SHEET – Updated the sheet index to reflect which sheets had changes on this submittal with revision dates. Updated the Park Land Dedication Tracking Table per Park’s department comments and minor area changes. C0.1 CONSTRUCTION MANAGEMENT PLAN - Updated the sheet per the shift in the S 21st Ave Alignment. C0.2 OVERALL UTILITY PLAN – Updated the sheet to reflect the shift in the S 21st Ave Alignment. Made the requested corrections per City Engineering comments. Also updated the power and gas easements and locations per Northwestern Energy Comments. The park boundary was revised to exclude the wetland setbacks. In addition, a 25’ wide access easement was added along the eastern edge of the property per BMC 38.400.110.H. The side setback adjacent to S Lantern Park was reduced to 5’ per BMC 38.320.030. C0.3 – PHASING PLAN - Updated the sheet to reflect the shift in the S 21st Ave Alignment. Indicated that the 10’ sidewalk along the western park corridor would be constructed with the future phase. Added two new future open space areas along S 21st Ave adjacent to Building 13 & 16. C0.4 – OVERALL PARKING AND STREET FRONTAGE PLAN - Updated the sheet to reflect the shift in the S 21st Ave Alignment. Also updated the Graf St striping, as Graf St is not currently striped for parking spaces. The parking counts shown on this sheet were updated to reflect the Graf St Striping and the loss of Building 14 Type A due to the alignment shift, and the subsequent revision to the future parking lot near building 13. Some of the parking spaces were modified to serve as snow storage spaces during the winter, per city review comments. The parking counts were updated to reflect the snow storage parking spaces. The snow storage parking spaces were removed from the total required parking count per BMC 38.540.020.M. C0.5 – OVERALL GRADING PLAN - Updated the sheet to reflect the shift in the S 21st Ave Alignment. Also updated the drainage within the western park corridor and 10’ wide sidewalk per City Engineering review comments. C1.0 – OVERALL SITE PLAN - Updated the sheet to reflect the shift in the S 21st Ave Alignment. C1.1 SITE PLAN – PHASE 1 WEST – Updated the sheet per city review comments. Provided seating in open space area A and D. Provided concrete sidewalk into Open Space area A. Modified the gravel infiltration swales into buried gravel infiltration systems. Added more snow storage areas in the extra parking spaces. Added a 12’ wide paved access road into the park for the buried retention stormwater chamber maintenance. Increased the size of the bicycle parking concrete pads from 6’x8’ to 6’x12’. C1.2 DIMENSION PLAN – PHASE 1 WEST - Updated the sheet per city review comments. Revised the dimensions of the northernmost pervious paver system. Provided dimensions for the proposed gravel infiltration systems. C1.3 SITE PLAN – PHASE 1 EAST – Updated the sheet per city review comments. Revised open space area F, adding concrete pathways, seating, picnic table, fire pit, and a sheltered pavilion. Added more snow storage areas in the extra parking spaces. Added a 12’ wide paved access road into the park for the buried retention stormwater chamber maintenance. Increased the size of the bicycle parking concrete pads from 6’x8’ to 6’x12’. C1.4 DIMENSION PLAN – PHASE 1 EAST - Updated the sheet per city review comments. Added dimensions to the Open Space area F revisions. Revised the dimensions of the southernmost pervious paver system. Revised the side yard setback on the park to 5’. C1.5 PHASE 1 DRAINAGE PLAN – Updated the sheet per city review comments. The buried retention and detention infiltration systems were revised as necessary to account for seasonal high groundwater. Clarification was added on the callouts for the infiltration systems, elevations were added to the paver systems. C1.6 FUTURE PHASE DRAINAGE PLAN – Updated the sheet per city review comments. C1.8 PHASE 1 WEST – GRADING PLAN – Updated the grading contours in open space area F to accommodate the revised amenities. C2.0 CIVIL DETAILS – Updated the project name. C2.1 CIVIL DETAILS – Updated the project name. C2.2 CIVIL DETAILS - The concrete swale detail name was changed to concrete chase. Details for the proposed gravel infiltration systems and the park play area infiltrator were added. Kephart Site Plan Modifications Written Narrative of Changes Block Frontage 1) Adjusted grade on the site plan to reflect the patio elevation at 1’-0” above grade. This is reflected in the elevations. Dimensions have been provided. See sheet A2. Building Design 1) Building A a) Windows have been added to rear elevation of Type A buildings. This eliminates any stretch of blank wall over 15’-0.” See sheet A6. b) Standing seam metal entry canopies that are 4’-0” x 4’-0” in size to match the entry slab/stoop have been added to each unit entry. See sheet A6. c) Patios have been increased to 6’-0” in depth. d) Doors are now shown on rear elevation.
